Like many coastal ports around the world, Rhode Island’s Port of Providence in USA is at risk for climate-related natural hazards, such as catastrophic storm surges and significant sea level rise (0.5–2.0 m), over the next century. To combat such events, communities may eventually adopt so-called “transformational adaptation” strategies, like the construction of major new infrastructure, the reorganization of vulnerable systems, or changes in their locations. Such strategies can take decades or more to plan, design, find consensus around, fund, and ultimately implement. Before any meaningful decisions can be made, however, a shared understanding of risks, consequences, and options must be generated and allowed to percolate through the decision-making systems. This paper presents results from a pre-planning exercise that utilized “boundary objects” to engage the Port of Providence's stakeholders in an early dialogue about the transformational approaches to hazard–risk mitigation. The research team piloted the following three boundary objects as a means to initiate meaningful dialogue about long-term storm resilience challenges amongst key stakeholders of this exposed seaport system: (1) a storm scenario with local-scale visualizations, (2) three long-term transformational resilience concepts, and (3) a decision support tool called Wecision. The team tested these boundary objects in a workshop setting with 30 port business owners and policy makers, and found them to be an effective catalyst to generate a robust dialogue around a very challenging topic.  相似文献

The National Biomonitoring Specimen Bank (NBSB), established in 1979 at the NIST Neutron Research Facility, Gaithersburg, Maryland, was specifically designed to store environmental specimens over long periods of time (50-100 years). This bank contains specimens (e.g., human livers, marine sediments, fish tissues, mussels, oysters, human diet samples, and marine mammal tissues) collected as part of several monitoring and research programs supported by U.S. Federal agencies. In 2002, NIST completed the construction of a second environmental specimen bank facility specifically designed for supporting monitoring and research on marine environmental health issues. This facility, the Marine Environmental Specimen Bank (Marine ESB) is located at the Hollings Marine Laboratory in Charleston, South Carolina, in partnership with a U.S. Federal resource agency, two universities, and a State of South Carolina resource agency. The Marine ESB provides a resource of research specimens that are used to address questions regarding temporal and geographic trends in environmental contamination, genetic separation of populations of animals, and the health status of various types of marine animals. Specimens banked include marine mammal tissues, bird tissues, mussels, and oysters. Plans are underway to establish protocols and initiate banking procedures for other types of marine organisms and environmental materials as part of an expanded effort to support research on the health of marine biota.  相似文献

Since 1987, the Alaska Marine Mammal Tissue Archival Project (AMMTAP) has collected tissues from 18 marine mammal species. Specimens are archived in the National Institute of Standards and Technology's National Biomonitoring Specimen Bank (NIST-NBSB). AMMTAP has collected blubber, liver and/or kidney specimens from a number of ringed seals (Phoca hispida) from the areas near Nome and Barrow, Alaska and walruses (Odobenus rosmarus) from several locations in the Bering Sea. Thirty-three ringed seal and 15 walrus blubber samples from the NIST-NBSB were analyzed for persistent organic pollutants (POPs). The compounds determined included PCBs (28 congeners or congener groups), DDT and related compounds, hexachlorobenzene (HCB), hexachlorocyclohexane isomers (HCHs), chlordanes, dieldrin, and mirex. POP concentrations in ringed seal blubber were significantly higher in Barrow than in Nome when statistically accounting for the interaction of age and gender; HCB, however, was not statistically different between the two locations. Unlike males, POP concentrations and age were not significantly correlated in females probably as a result of lactational loss. POP concentrations in walrus blubber were lower than in ringed seal blubber for SigmaPCBs, chlordanes, and HCHs, but higher for dieldrin and mirex. POP concentrations in ringed seals and walrus from Alaska provide further evidence that the western Arctic tends to have lower or similar POP concentrations compared to the eastern Canadian Arctic.  相似文献

In 2001, 28 acres of the bottom of Ward Cove, AK (USA) were remediated using thin layer placement, to enhance the natural recovery of contaminated sediments. The remediated areas were part of an 80-acre area of concern identified offshore from the site of a former sulfite pulp mill. The primary chemicals of concern were those commonly associated with organic enrichment near pulp mills: ammonia and 4-methylphenol. The primary remedial objectives were to reduce the toxicity of the contaminated sediments and to stimulate colonization of the remediated areas by benthic macroinvertebrates. In 2004, the initial monitoring event for the remediated areas was conducted, and included evaluations of physical/chemical sediment variables (i.e., total organic carbon, grain size distribution, ammonia, and 4-methylphenol), sediment toxicity (i.e., using the 10-day amphipod survival test with Eohaustorius estuarius), and in situ benthic macroinvertebrate communities. Results of the monitoring event showed that conditions in the remediated areas had improved considerably in the 3 years since thin layer placement had occurred. At most stations, concentrations of both ammonia and 4-methylphenol were very low, and amphipod survival was >or=90%. In addition, benthic macroinvertebrates appeared to be rapidly colonizing the remediated areas, based on evaluations of several community metrics (i.e., taxa richness, diversity, and dominance), as well as key indicator species of organic enrichment and associated transitional areas (i.e., primarily the polychaetes Capitella capitata and Nephtys cornuta, and the bivalve molluscs Axinopsida serricata and Parvilucina tenuisculpta). In general, colonization was consistent with the patterns identified for areas recovering from organic enrichment on the continental shelf of southern California and elsewhere. Based on these results, thin layer placement was considered successful in enhancing the natural recovery of the remediated sediments in Ward Cove.  相似文献

The interconversion of the stereoisomers contained in technical 1,2,5,6,9,10-hexabromocyclododecane, a major brominated flame retardant increasingly found in the environment and in biota, was investigated at elevated temperatures. The application of pure enantiomers of the three constituents alpha-, beta-, and gamma-HBCD enabled the unambiguous elucidation of the individual isomerisation reactions as well as the quantification of all respective rate constants. At 160 degrees C the rate constants range over two orders of magnitude from 1.50x10(-3) to 1.88x10(-5)mol(%)s(-1). A preliminary mechanistic explanation for the differences of the rate constants which govern the composition of HBCD diastereomers at equilibrium is given.  相似文献

The 1999/31 Elemental Carbon Directive sets strict rules on the disposal of untreated municipal solid waste in the European Union countries and forces a reduction of the biodegradable quantities disposed off to landfills up to 35% of the amount produced in 1995 in the coming decade. More environmentally friendly waste management options shall be promoted under the framework of the Community Waste Strategy ([96] 399 Final). In this context, the production and thermal use of solid recovered fuels (SRFs), derived from nonhazardous bioresidues and mixed- and mono-waste streams, could be a key element in a future waste management system. Within the scope of the European Demonstration Project, RECOFUEL, SRF cocombustion was demonstrated in two large-scale lignite-fired coal boilers at RWE power station in Weisweiler, Germany. As a consequence of the high biogenic share of the cocombusted material, this approach can be considered beneficial following European Directive 2001/77/EC on electricity from renewable energy sources (directive). During the experimental campaign, the share of SRF in the overall thermal input was adjusted to approximately 2%, resulting into a feeding rate of approximately 25 t/hr. The measurement campaign included boiler measurements in different locations, fuel and ash sampling, and its characterization. The corrosion rates were monitored by dedicated corrosion probes. The overall results showed no significant influence of SRF cocombustion on boiler operation, emissions behavior, and residues quality for the thermal shares applied. Also, no effect of the increased chlorine concentration of the recovered fuel was observed in the flue gas path after the desulfurization unit.  相似文献
