Best management practices compliance monitoring approaches for forestry in the eastern United States
Many of the eastern states that have published best management practices (BMPs) or forest management guidelines have also developed compliance monitoring programs to assess the application of these BMPs or guidelines on public and private forest land. The approaches among these states to collecting on-site monitoring data (measuring compliance) and evaluating sites are variable. A survey of eastern states found that almost all southern states monitor application of BMPs, but proportionally fewer of the northern states have established compliance monitoring programs. The state forestry agencies provide the leadership for these programs in most of the eastern states. States that monitor tend to evaluate all public and private forest landowner categories located within their states. In general, northern states monitor a broader array of site resources (e.g., cultural resources, visual quality) as compared to southern states which focus on water quality and wetlands protection. However, northern states focus their monitoring on timber harvesting, forest road construction and maintenance as compared to southern states which tend to monitor a broader array of forest management activities (e.g., site preparation, reforestation). When selecting sites for monitoring, the most common approach is to select some sites from all landowner categories within the state. Many states do not specify any criteria to identify sites for monitoring so that all sites have an equal chance for selection. This article presents a review of in situ technologies for the remediation of soils contaminated with lead, zinc, and/or cadmium. The objective of this review is to assess the developmental status of the available in situ technologies and provide a general summary of typical applications and limitations of these technologies. The literature review identified seven in situ remediation technologies—solidification/stabilization, vitrification, electrokinetic remediation, soil flushing, phytoextraction, phytostabilization, and chemical stabilization. These technologies were considered for their ability to meet a specific set of remediation objectives under a range of conditions. Each of these technologies has both strengths and weaknesses for addressing particular remedial situations discussed in the article for each of the technologies. In this study, a survey instrument was developed to measure safety climate. A review of the scientific literature as well as consultation with an expert panel was used to determine the survey's dimensions. Next, the survey was administered, first as a pilot study (n = 15) and then as a full scale study (n = 229), to employees of the City of Cincinnati Department of Public Works. Multiple chemical sensitivity (MCS) is defined as a syndrome with multiple medically unexplained symptoms attributed to low levels of chemically unrelated substances in the environment. The etiology of this syndrome is still unclear. As MCS may be conceptualized as an atypical type of somatoform disorder, the purpose of the study was to examine whether MCS subjects show symptom patterns, personality traits, and perceptual and cognitive styles as typically found in somatoform patients. Nonsensitive controls (n=36) were compared to subjects with moderate (n=35) and high (n=35) MCS intensity with self-report psychological questionnaires and structured interviews for depression and somatoform disorders. The high MCS group scored significantly higher than the other two groups on self-report scales for somatoform symptoms and depression. Moreover, high MCS was strongly associated with the diagnosis of somatoform disorder, and weaker but still significantly with depression. In a stepwise multiple regression analysis, cognitions about environmental threat, trait anxiety, focus on autonomic sensations, and general environmental sensitivity predicted MCS symptoms in the total sample, explaining 53% of the variance. These results support the hypothesis that trait negativity and mechanisms of symptom perception and symptom amplification contribute to the enhanced symptom reports of MCS individuals. 相似文献

Environmental aspects of using supercritical water oxidation (SCWO) to treat sewage sludge were studied using a life cycle assessment (LCA) methodology. The system studied is the first commercial scale SCWO plant for sewage sludge in the world, treating sludge from the municipal wastewater treatment facility in Harlingen, TX, USA. The environmental impacts were evaluated using three specific environmental attributes: global warming potential (GWP), photo-oxidant creation potential (POCP) and resource depletion; as well as two single point indicators: EPS2000 and EcoIndicator99. The LCA results show that for the described process, gas-fired preheating of the sludge is the major contributor to environmental impacts, and emissions from generating electricity for pumping and for oxygen production are also important. Overall, SCWO processing of undigested sewage sludge is an environmentally attractive technology, particularly when heat is recovered from the process. Energy-conserving measures and recovery of excess oxygen from the SCWO process should be considered for improving the sustainability potential. 相似文献

We draw on the economic, corporate governance, and family business literatures to explain why the effects of family on family firms makes this governance form theoretically distinct from those of public and private non‐family firms. Our thesis is that parental altruism, when combined with private ownership and owner‐management, influences the ability of the firm's owner‐manager to exercise self‐control, which, in turn, can expose some family firms to conflicts rooted in the agency threats of moral hazard, hold‐up, and adverse selection. We then discuss why some other family firms are able to minimize these dark side threats and thereby attain altruism's brighter side. In 1995, the U.S. Environmental Protection Agency (US EPA) initiated the Brownfields Program to help local governments clean up and reuse hundreds of thousands of contaminated former factories and transportation and other commercial sites in cities and industrialized suburbs. By the end of 2002, the Brownfields Program had distributed grants of about $200,000 each to 436 local governments. Program grants have diffused through federal, state, regional, and local levels of government and private and not‐for profit organizations, and have reached into economically distressed neighborhoods. As expected, grant recipients disproportionately had a legacy of contaminated industrial sites and relatively large African American and/or Latino populations. But abandoned factories and environmental justice concerns do not completely explain the geographical distribution of recipients. Award winners tended to be larger cities with more capacity to compete for grants and were likely to be connected to sources of information about the grant opportunity and to decision makers. With a few exceptions, recipients consider the program to be highly successful at stimulating entrepreneurs to remediate and redevelop sites and, sometimes, surrounding neighborhoods. © 2005 Wiley Periodicals, Inc. 相似文献

This article discusses creating a sustainably protective engineered and human management system in perpetuity for sites with long‐lived radiological and chemical hazards. This is essential at this time because the federal government is evaluating its property as assets and attempting to reduce its holdings, while seeking to assure that health and ecosystems are not put at risk. To assist those who have a stake in the remediation, management, and stewardship of these and analogous privately owned sites, this article discusses current end‐state planning by reviewing the federal government's accelerated efforts to reduce its footprint and how those efforts relate to sustainability. The article also provides a list of questions organized around six elements of risk management and primary, secondary, and tertiary disease and injury prevention. Throughout the article, the U.S. Department of Energy (DOE) is used as an example of an organization that seeks to reduce its footprint, manage its budget, and be a steward of the sites that it is responsible for. Public support for environmental protection in the US as a federal government priority has substantially dropped since 2001. Data for the years 1999?–?2004 show that the least support was from non-Hispanic white, middle-class, college educated and suburban residents. Poorer, black, and residents of large cities have become the strongest supporters. In addition, with the important exception of wanting the federal government to focus on job creation, the public is less interested in many other domestic program priorities, including crime prevention and regulating health care management. The results are not an ominous sign that the public has lost interest in environmental planning and management, but are interpreted here as a notice that there must be aggressive efforts to explain to the public, media and elected representatives that efforts are critically important to public health, job creation and economic development. 相似文献
