There is currently a considerable emphasis on delivering major renewable energy infrastructure projects. Such projects will have impacts on local communities; some impacts may be perceived as positive but others will be viewed more negatively. Any just regulatory process for considering and permitting such infrastructure will need to heed the concerns that local communities voice. But what counts as a local voice? In this paper it is argued that the regulatory process plays a performative role, constructing what counts as a local voice. Furthermore, this has consequences for how regulatory deliberations proceed and the outcomes of regulatory processes. The empirical basis for this argument is a study of major offshore renewable energy infrastructure in England and Wales and the way that it is regulated through a specific regime – the Nationally Significant Infrastructure Projects (NSIPs) regime established by the Planning Act 2008. Through a detailed study of eight projects that have passed through the regime, the analysis unfolds the way that the voices of local residents, local businesses, local NGOs and local authorities are constructed in the key boundary object of the Examining Authority’s report; it then draws out the implications for the mitigation measures that are negotiated. The research suggests that what counts as a local voice is constrained by how the performative role of the NSIPs regulatory regime differentiates between interests and suggests that new ways of giving voice to local people are required. 相似文献

The present study was done to assess the sources and the major processes controlling the trace metal distribution in sediments of Buckingham Canal. Based on the observed geochemical variations, the sediments are grouped as South Buckingham Canal and North Buckingham Canal sediments (SBC and NBC, respectively). SBC sediments show enrichment in Fe, Ti, Mn, Cr, V, Mo, and As concentrations, while NBC sediments show enrichment in Sn, Cu, Pb, Zn, Ni, and Hg. The calculated Chemical Index of Alteration and Chemical Index of Weathering values for all the sediments are relatively higher than the North American Shale Composite and Upper Continental Crust but similar to Post-Archaean Average Shale, and suggest a source area with moderate weathering. Overall, SBC sediments are highly enriched in Mo, Zn, Cu, and Hg (geoaccumulation index (Igeo) class 4–6), whereas NBC sediments are enriched in Sn, Cu, Zn, and Hg (Igeo class 4–6). Cu, Ni, and Cr show higher than Effects-Range Median values and hence the biological adverse effect of these metals is 20%; Zn, which accounts for 50%, in the NBC sediments, has a more biological adverse effect than other metals found in these sediments. The calculated Igeo, Enrichment Factor, and Contamination Factor values indicate that Mo, Hg, Sn, Cu, and Zn are highly enriched in the Buckingham Canal sediments, suggesting the rapid urban and industrial development of Chennai Metropolitan City have negatively influenced on the surrounding aquatic ecosystem. 相似文献

A holistic appraisal of the quality of groundwater from the Tuticorin District has been conducted using multivariate statistical and spatial analyses. The objectives of the study were to delineate the spatial and temporal variabilities in groundwater quality and to understand its suitability for human uses. A total of 100 groundwater samples were collected and analyzed for major cations and anions during pre-monsoon and post-monsoon. Water quality index rating was calculated to quantify overall water quality for human consumption. The PRM samples exhibit poor quality in greater percentage when compared with POM due to the dilution after rainfall. Correlation, factor analysis, and plot of the factor scores reflect the seawater intrusion and weathering process. The mineral stability diagrams indicated that the groundwater is in equilibrium with kaolinite and Ca-montmorillonite, whereas Gibbs plot showed that the chemical composition of groundwater in both districts is controlled by the natural weathering processes irrespective of seasons. The major water type identified in this study is the Ca2+–Mg2+–HCO3 ? type, which degrades into predominantly Na+–Cl?–SO4 2? more saline groundwater toward the coast. 相似文献

A novel green approach for the synthesis and stabilization of silver nanoparticles (AgNPs) using water extract of Leucas martinicensis leaf has been developed. As obtained, the nanoparticles are characterized by UV-visible (UV-Vis), transmission electron microscope (TEM), and X-ray diffraction (XRD). The crystalline nature of the AgNPs is confirmed by the prominent peaks in the XRD pattern. FTIR spectra suggest that the possible biomolecules are responsible for the efficient stabilization of the sample. The effects of leaf quantity on the biosynthesis of AgNPs are investigated by UV-Vis spectrophotometer. The synthesized AgNPs are observed to have a good catalytic activity on the reduction of methylene blue by L. martinicensis leaf. This is confirmed by the decrease in absorbance maximum values of methylene blue with respect to time through UV-Vis spectrophotometer. Moreover, the antibacterial activity of synthesized AgNPs against Staphylococcus aureus, Bacillus subtilis, Salmonella typhi, and Escherichia coli are screened. 相似文献

Vegetable samples of brinjal, okra, green chilli, crucifers, and cucurbits collected from farmers' field were tested for the presence of organochlorine (OC), organophosphorus (OP), and synthetic pyrethroid (SP) compounds using a gas chromatograph equipped with electron capture and flame thermionic detectors. Of the samples tested, 34.0 % were found to have pesticide residues. Among the OC compounds, α-endosulfan, β-endosulfan, and endosulfan sulfate were detected in 14.5 % of the samples with residues. These were taken from crucifer, okra, green chilli, and cucurbit samples. SP compound residues, such as α-cypermethrin, fenvalerate I, fluvalinate I, deltamethrin, and λ-cyhalothrin were detected in 32 % of the samples with residues. OP compound residues such as chlorpyrifos, profenofos, monocrotophos, triazophos, ethion, dimethoate, and acephate were found in 54 % of the samples with residues, which were taken from all vegetable samples. Of the positive samples, 15.3 % were found to contain residues exceeding the prescribed maximum residue limit. The average pesticide residue content across all the vegetable samples was 0.108 ppm, with values ranging from 0.008 to 2.099 ppm. This paper reviews the progress in inherent safety. A summary of the historical developments up to the year 2000 is first presented which sets the stage for a review of the key developments during the first 11 years of the 21st century. A landscape of inherent safety is developed by mapping publications on two coordinates. The first coordinate, the risk coordinate, indicates if the focus of a paper relates to inherent hazard or to the likelihood of events. The second coordinate, the management coordinate, focuses on the ways and means to understand and assess inherent safety. Out of the 187 papers that have appeared over this 11-year period, 131 pertained to developments in inherently safer design; these have been organized on the proposed landscape. The rest introduce the basic concepts of inherent safety and address its incorporation into regulation, education and accident investigation. These along with the application of inherent safety in industry are also discussed. We conclude with a discussion on recent trends in industry and suggest directions for future research. 相似文献
