We explore the response of pastoralists to rangeland resource variation in time and space, focusing on regions where high variation makes it unlikely that an economically viable herd can be maintained on a single management unit. In such regions, the need to move stock to find forage in at least some years has led to the evolution of nomadism and transhumance, and reciprocal grazing agreements among the holders of common-property rangeland. The role of such informal institutions in buffering resource variation is well documented in some Asian and African rangelands, but in societies with formally established private-property regimes, where we focus, such institutions have received little attention. We examine agistment networks, which play an important role in buffering resource variation in modern-day Australia. Agistment is a commercial arrangement between pastoralists who have less forage than they believe they require and pastoralists who believe they have more. Agistment facilitates the movement of livestock via a network based largely on trust. We are concerned exclusively with the link between the characteristics of biophysical variation and human aspects of agistment networks, and we developed a model to test the hypothesis that such a link could exist. Our model builds on game theory literature, which explains cooperation between strangers based on the ability of players to learn whom they can trust. Our game is played on a highly stylized landscape that allows us to control and isolate the degree of spatial variation and spatial covariation. We found that agistment networks are more effective where spatial variation in resource availability is high, and generally more effective when spatial covariation is low. Policy design that seeks to work with existing social networks in rangelands has potential, but this potential varies depending on localized characteristics of the biophysical variability.  相似文献

Fish body size, a key driver of many aspects of fish population biology and ecology, is affected by fisheries that deplete the largest individuals. Rockfish (genus Sebastes) are a diverse group that has been heavily fished on the U.S. West Coast in recent decades. We examined trawl survey data from 1980 to 2001 to determine spatial and temporal trends in body size and density of 16 shelf rockfish species, including six that are considered overfished. Mean individual mass and maximum observed mass declined in the majority of species in one or more zoogeographic regions between central California and Washington. Density changes were far more variable in time and space, but in all regions, density declines were most often associated with large-bodied rockfish. We next estimated the impact of size and density changes on energy consumption and fecundity in a five-species rockfish assemblage that includes bocaccio (S. paucispinis), a large-bodied, overfished species. Indexes of both consumption and fecundity by the assemblage increased in the southern portion of the study area between 1980 and 2001 but decreased in the northern portion. Allocation of energy and reproductive potential within the assemblage shifted dramatically: relative to bocaccio, total energy consumption and fecundity indexes for the other four species increased by orders of magnitude from 1980 to 2001. These changes in community structure may affect the ability of bocaccio and other large rockfish species to recover from overfishing, especially in light of long-term declines in zooplankton production that may also be affecting rockfish size and production. Addressing these issues may require a regional, multispecies management approach.  相似文献

ABSTRACT

Mixing ratios of the criteria air contaminant nitrogen dioxide (NO2) are commonly quantified by reduction to nitric oxide (NO) using a photolytic converter followed by NO-O3 chemiluminescence (CL). In this work, the performance of a photolytic NO2 converter prototype originally designed for continuous emission monitoring and emitting light at 395 nm was evaluated. Mixing ratios of NO2 and NOx (= NO + NO2) entering and exiting the converter were monitored by blue diode laser cavity ring-down spectroscopy (CRDS). The NO2 photolysis frequency was determined by measuring the rate of conversion to NO as a function of converter residence time and found to be 4.2 s?1. A maximum 96% conversion of NO2 to NO over a large dynamic range was achieved at a residence time of (1.5 ± 0.3) s, independent of relative humidity. Interferences from odd nitrogen (NOy) species such as peroxyacyl nitrates (PAN; RC(O)O2NO2), alkyl nitrates (AN; RONO2), nitrous acid (HONO), and nitric acid (HNO3) were evaluated by operating the prototype converter outside its optimum operating range (i.e., at higher pressure and longer residence time) for easier quantification of interferences. Four mechanisms that generate artifacts and interferences were identified as follows: direct photolysis, foremost of HONO at a rate constant of 6% that of NO2; thermal decomposition, primarily of PAN; surface promoted photochemistry; and secondary chemistry in the connecting tubing. These interferences are likely present to a certain degree in all photolytic converters currently in use but are rarely evaluated or reported. Recommendations for improved performance of photolytic converters include operating at lower cell pressure and higher flow rates, thermal management that ideally results in a match of photolysis cell temperature with ambient conditions, and minimization of connecting tubing length. When properly implemented, these interferences can be made negligibly small when measuring NO2 in ambient air.

Implications: A new near-UV photolytic converter for measurement of the criteria pollutant nitrogen dioxide (NO2) in ambient air by CL was characterized. Four mechanisms that generate interferences were identified and investigated experimentally: direct photolysis of HONO which occurred at a rate constant 6% that of NO2, thermal decomposition of PAN and N2O5, surface promoted chemistry involving HNO3, and secondary chemistry involving NO in the tubing connecting the converter and CL analyzer. These interferences are predicted to occur in all NO2 P-CL systems but can be avoided by appropriate thermal management and operating at high flow rates.  相似文献

2-Chlorophenol (2-CP), 4-chlorophenol (4-CP) and 2,4-dichlorophenol (2,4-DCP) at initial concentrations of 10, 20, 50 and 100mg l(-1) were degraded in aqueous media by direct UV photolysis using dielectric barrier discharge XeBr( *) excilamp (283nm) in a flow-through photoreactor. The pseudo-first order rate constants were highest and half-life times were lowest for 4-CP. The rates of photolysis under the experimental conditions increased in the order: 2-CP<2,4-DCP<4-CP. The intermediates of photolysis were identified by GC-MS and HPLC. The evolution of hydroquinone and p-benzoquinone as major intermediates of 4-CP photolysis was monitored.  相似文献

A combined Lagrangian stochastic model with micro-mixing and chemical sub-models is used to investigate a reactive plume of nitrogen oxides (NOx) released into a turbulent grid flow doped with ozone (O3). Sensitivities to the model input parameters are explored for different source NOx scenarios. The wind tunnel experiments of Brown and Bilger (1996) provide the simulation conditions for the first case study where photolysis reactions are not included and the main uncertainties occur in parameters defining the turbulence scales, source size and reaction rate of NO with O3. Using nominal values of the parameters from previous studies, the model gives a good representation of the radial profile of the conserved mean scalar Γ¯NOx although slightly over predicts peak mean NO2 concentrations Γ¯NO2 compared to the experiments. The high dimensional model representation (HDMR) method is used to investigate the effects of uncertainties in model inputs on the simulation of chemical species concentrations. For this scenario, the Lagrangian velocity structure function coefficient has the largest impact on simulated Γ¯NOx profiles. Photolysis reactions are then included in a chemical scheme consisting of eight reactions between species NO, O, O3 and NO2. Independent and interactive effects of 22 input parameters are studied for two source NOx scenarios using HDMR, including turbulence parameters, temperature dependant rate parameters, photolysis rates, temperature, fraction of NO in total NOx at the source and background ozone concentration [O3]. For this reactive case, the variance in the predicted mean plume centre Γ¯O3 is caused by parameters describing both physical (mixing time-scale coefficient) and chemical processes (activation energy for the reaction O3+NO). The variance in predicted plume centre Γ¯NO2 and root mean square NO2 concentration γNO2, is strongly influenced by the fraction of NO in the source NOx, and to a lesser extent the mixing time-scale coefficient. Adjusting the latter gives improved agreement with the Brown and Bilger experiment. Some weak parameter interactions are observed.  相似文献

Coastal dunes are delicate systems that are under threat from a variety of human and natural influences. Groundwater modelling can provide a better understanding of how these systems operate and can be a useful tool towards the effective management of a coastal dune system, e.g. by identifying strategically important locations for flora and fauna and guiding the planning of management operations through predicting impacts from climatic change, sea level rise and land use management. Most dune systems are small, typically of the size 10–100 km2, compared with inland groundwater systems. Applying conventional groundwater modelling approaches to these small systems presents a number of challenges due to the local scale of the system and the fact that the system boundaries (sea, drains, ponds etc.) are close to the main body of the aquifer. In this paper, two case studies will be presented using different modelling approaches to understand the groundwater balance in two dune systems in the UK. The studies demonstrate that, although conventional hydraulic models can describe the general system behaviour, a fuller understanding of the recharge mechanisms and system boundaries is needed to represent adequately system dynamics of small groundwater systems.  相似文献

Climate change risks to the coast and coastal developments have been well-documented. In spite of these warnings, new coastal developments are still proposed and built. Australian research has demonstrated how State-level planning documents fail to incorporate recent sea-level rise projections, with researchers demanding more responsiveness to coastal science from planners, policy-makers and developers. This paper takes an alternative approach to the science, planning and coastal development nexus by developing a relational understanding of the barriers to the uptake of science into coastal development decisions. Drawing on qualitative interview material from two recent and non-routine South Australian cases where sea-level rise (SLR) science was contested, and inspiration from actor-network theory's concepts of obligatory passage points, translation, intermediaries and mediators, this research foregrounds the malleability of scientific knowledge and planning protocols. We find that skilful social actors negotiate and re-frame science and planning; clear scientific recommendations can be subsumed to planning process, while clear planning process creates internecine disputes between nomothetic and idiographic science. An implication of this analysis is that the broad narrative of a lack of scientific uptake into coastal development needs to be sensitized to how science and planning interact in practice to legitimate decisions.  相似文献

There has been a large increase in private sector participation (PSP) in the urban water supply and sanitation (WSS) sector in recent years. However, even with increased PSP, public authorities will still have to: ensure that the service providers do not use their market power to exploit customers; internalise public health and environmental externalities; provide mechanisms whereby water consumption is sustainable and allocated efficiently between alternative uses; and stand as a guarantor of a level of service provision that is consistent with a basic standard of living. While there is considerable literature addressing the first of these four issues, the latter three are rather less adequately addressed. Through a review of a number of case studies (Abidjan, Buenos Aires/Cordoba, Mexico City and Manila), this paper provides an overview of the issues involved and some of the mechanisms available to the authorities responsible for the regulation of the sector.  相似文献

Rapid bioassessment (RBA) techniques for evaluating river health are now commonplace and there is much debate on the best methods that should be used. One of the important features of RBA is subsampling of large qualitative or semi-quantitative samples to reduce the costs associated with handling and identifying animals. In Australia, the Australian River Assessment System (known as “AusRivAS”) has been widely used since 1994 to monitor and assess river health. To test the efficacy of AusRivAS protocols, four live-sorting protocols, the standard Australian River Assessment Scheme (AusRivAS) and three suggested improvements, were evaluated in three habitat types and in clear and turbid rivers. The suggested improvements included using magnification during the live-sort process, separate sorting of coarse and fine fractions and increasing the amount of time or animals collected. There was no statistically significant difference between any of the trialed live-sort protocols in terms of the number of taxa collected compared to the number remaining, the community composition, the abundances of individual families collected, or the AusRivAS Observed/Expected taxa ratios. The lack of differences between the live-sort protocols suggests that technicians using the current standard AusRivAS protocols are able to effectively obtain a representative subsample of animals from the whole kick or sweep net qualitative sample. This has the advantage of cost savings because no retraining will be required, field procedures will remain uncomplicated and previous river health assessments will remain valid.  相似文献

The Water Framework Directive is a major regulatory reform of water resources management within the European Union. Integrated catchment management plans must be prepared for all river basins, in order to achieve 'good ecological status' in all EU waters. Ecological status is a broader measure of water quality than the chemical and biological measures that were previously dominant. The Directive calls for a consideration of the economic costs and benefits of improvements to ecological status. In this paper, we use the choice experiment method to estimate the value of improvements in three components of ecological status. Given the high resource cost of valuation studies, benefits transfer methods will be needed in implementing the Directive. We thus also test the ability of choice experiments for benefits transfer across two very similar rivers in the UK.  相似文献
