The aim of this paper is to presents a progress report on how a subnational jurisdiction, the Australian state of Victoria, is attempting to implement regional governance for sustainability through its catchment planning framework. The paper examines the lessons learnt from a best practice approach to the implementation of network governance to see whether there are actions that can be taken to improve regional governance for sustainability in Victoria. The authors argue that Victoria is implementing a network governance approach to natural resource management (NRM) as a significant component of sustainability and that this has certain advantages. In particular the emergence of Regional Catchment Strategies developed by the State's ten statutory Catchment Management Authorities as 'regional sustainability blueprints' is bringing a significant level of maturity to the state's governance framework. Furthermore the state is currently working to complete its governance for sustainability through new statewide integrating frameworks—an Environmental Sustainability Framework as well as a statewide Catchment Management and Investment Framework. The paper concludes that taking a network governance approach could have transformative potential but there are significant challenges ahead: the complex task of aligning of national, state, catchment and local government strategies through an outcomes focus; the scarcity of mechanisms and tools to assist in translation of strategies into integrated investment priorities; gaps in knowledge and understanding of natural resource management problems; limitations in the capacity of regional and local bodies, including local government; and getting the policy tools right within the framework. However, as the best practice examples illustrate, taking a gradual approach to the development of the institutions—building on successive wins in capacity—is the best and only way to proceed. 相似文献

Phenolic chemicals with their very low taste and odour thresholds, high persistence and toxicity, are of growing concern as water pollutants. The compounds are known to exist in raw water as well as in treated water. The level of phenolic priority pollutants in water within the catchment area of the Linggi River Treatment Plant in Negeri Sembilan, Malaysia, which includes the Linggi river basin, was monitored. The 4-aminoantipyrin colourimetric method was used to determine total phenols whereas capillary column gas chromatography was used to determine the individual compounds. The results show that at most sampling stations, particularly those within the Seremban municipality, the level of phenols was found to exceed the recommended Malaysian standard of 2.0 g/L-1 for raw water. This is seen as the direct impact of industrial and urbanization of the area and clearly indicates the unhealthy state of the Linggi river. Vehicle use during military training activities results in soil disturbance and vegetation loss. The capacity of lands to sustain training is a function of the sensitivity of lands to vehicle use and the pattern of land use. The sensitivity of land to vehicle use has been extensively studied. Less well understood are the spatial patterns of vehicle disturbance. Since disturbance from off-road vehicular traffic moving through complex landscapes varies spatially, a spatially explicit nonlinear regression model (disturbance model) was used to predict the pattern of vehicle disturbance across a training facility. An uncertainty analysis of the model predictions assessed the spatial distribution of prediction uncertainty and the contribution of different error sources to that uncertainty.For the most part, this analysis showed that mapping and modeling process errors contributed more than 95% of the total uncertainty of predicted disturbance, while satellite imagery error contributed less than 5% of the uncertainty. When the total uncertainty was larger than a threshold, modeling error contributed 60% to 90% of the prediction uncertainty. Otherwise, mapping error contributed about 10% to 50% of the total uncertainty. The capability of carbon nanotubes (CNTs) to adsorb lead (Pb) in aqueous solution was investigated. Batch mode adsorption experiment was conducted to determine the effects of pH, agitation speed, CNTs dosage and contact time. The removal of Pb(Ⅱ) reached maximum value 85% or 83% at pH 5 or 40 mg/L of CNTs, respectively. As a further step in developing a systems model of privacy, variables involved in the process of achieving a condition of privacy were examined cross-culturally. Subjects were students from Ireland, Senegal and the United States. Striking commonalities were found in the reasons why subjects required privacy, the affect that was associated with a desire for privacy, the definition of privacy as a condition of the person, the duration of the average privacy experience and the change in affect at the completion of the experience which supported the suggestion that privacy has a therapeutic effect. Within culture, variability was associated with age, gender and in the case of Senegal, with income. Between culture, variability was hardly noticeable. The majority of the subjects in each culture believed that not being disturbed was the most important element of privacy and grief, fatigue and need to focus were the main affective sets associated with seeking privacy.
