This paper examines the institutional impacts of the new English regional sustainability framework and highlights the tension between the need for regional involvement and the central desire to control the debates and intentions of the regional actors. The paper argues that the regional sustainable development frameworks have been worth writing because they have had a strong demonstration effect: they have allowed regional chambers to become more proactive bodies independent of the regional development agencies (which chambers were created to scrutinize). They have also allowed pluralistic conceptions of sustainable regional development to develop in the English regions alongside the economistic perspectives of national policy makers. 相似文献

ABSTRACT: When nonparametric frequency analysis was performed on 183 stations from Ontario and Quebec, unimodal and multimodal maximum annual flood density functions were discovered. In order to determine generating mechanisms, a monthly partitioning of the annual maximum floods was undertaken. The timing of the floods revealed that the unimodal distributions reflected a single flood generating mechanism while the multi-modal densities reflected two or more mechanisms. Based on the division of the flood series by mechanisms, nine homogeneous regions were delineated. L-moment distributional homogeneity tests along with smaller standard errors for the regional equations supported the delineation. 相似文献

This study examines sources of fecal coliform in Segment 2302 of the Rio Grande, located south of the International Falcon Reservoir in southern Texas. The watershed is unique because the contributing drainage areas lie in Texas and Mexico. Additionally, the watershed is mostly rural, with populated communities known as “colonias.” The colonias lack sewered systems and discharge sanitary water directly to the ground surface, thus posing an increased health hazard from coliform bacteria. Monitoring data confirm that Segment 2302 is not safe for contact recreation due to elevated fecal coliform levels. The goal of the study was to simulate the observed exceedences in Segment 2302 and evaluate potential strategies for their elimination. Fecal coliform contributions from ranching and colonia discharges were modeled using the Hydrologic Simulation Program‐Fortran (HSPF). Model results indicated that the regulatory 30‐day geometric mean fecal coliform concentration of 200 colony forming units (cfu) per 100 milliliters is exceeded approximately three times per year for a total of 30 days. Ongoing initiatives to improve wastewater facilities will reduce this to approximately once per year for 14 days. Best management practices will be necessary to reduce cattle access to streams and eliminate all exceedences. Remote marine environments such as many parts of the Great Barrier Reef (GBR) and the Antarctic are often assumed to be among the most pristine natural habitats. While distance protects them from many sources of pollution, recent studies have revealed extremely high concentrations of organotins in areas associated with shipping activities. Sediments at sites of ship groundings on the GBR have been found to contain up to 340,000 microg Sn kg(-1). Very high concentrations (up to 2290 microg Sn kg(-1)) have been detected in nearshore Antarctic sediments adjacent to channels cut through sea ice by ice-breaking vessels. In both cases, the bulk of the contamination is associated with flakes of antifouling paint abraded from vessel hulls, resulting in patchy but locally intense contamination of sediments. These particulates are likely to continue releasing organotins, rendering grounding sites and ice-breaking routes point-sources of contamination of surrounding environments. While the areas exposed to biologically-harmful concentrations of leached chemicals are likely to be limited in extent (1000-10,000 m(2)), deposition of antifouling paints constitutes a persistent ecological risk in otherwise pristine marine environments of high conservation value. The risk of contamination of GBR and Antarctic sediments by organotins needs to be considered against an important alternative risk: that less effective antifouling of ships hulls may increase the frequency of successful invasions by non-indigenous species. Additional options to minimise ecological risk include accident prevention and reducing organotin contamination from grounding sites through removal or treatment of contaminated sediments, as has been done at some sites in the GBR. 相似文献

ABSTRACT: Beaver (Castor canadensis) are habitat‐modifying keystone species, and their activities broadly influence many other plants and animals. Beaver are especially important to waterfowl in the western U.S. where riparian and wetland habitats comprise less than 2 percent of the landscape yet provide habitat for greater than 80 percent of wildlife species. Wyoming is currently ranked sixth of the 50 states in the size of its breeding waterfowl population, and beaver ponds may play a significant role in providing habitat for these birds. The objectives of this research were to: (1) identify streams in Wyoming where beaver are currently present, extirpated, or used to manage riparian habitat; (2) identify areas where beaver could be relocated to create wetlands and improve riparian habitat; (3) compare wetland surface areas between areas that have beaver with those that did not; and (4) compare waterfowl numbers in areas with and without beaver. Using a survey of 125 land managers in Wyoming, we found that beaver have been removed from 23 percent (6,497 kin) of the streams for which managers had direct knowledge (28,297 kin). The same managers estimated that there are over 3,500 km of streams where beaver could improve habitat conditions. The riparian width in streams with beaver ponds averaged 33.9 m (95 percent CI = 25.1–42.7 m) in contrast to 10.5 m (CI = 8.6–12.4 m) in streams without beaver. During waterfowl surveys we counted 7.5 ducks/km (CI = O.9–14.4 ducks/kin) of stream in areas with beaver ponds and only O.1 ducks/km (no CIs calculated) of stream in similar areas without beaver present. Beginning in 1994, we restored beaver to 14 streams throughout Wyoming in an effort to create wetlands and improve riparian habitat. Waterfowl have been quick to respond to these important habitats. We feel that beaver restoration and management can be used to improve habitat in drainages where conflicts with other land uses are minimal. 相似文献

Ecosystem restoration in south Florida is a state and national priority centered on the Everglades wetlands. However, urban
development pressures affect the restoration potential and remaining habitat functions of the natural undeveloped areas. Land
use (LU) planning often focuses at the local level, but a better understanding of the cumulative effects of small projects
at the landscape level is needed to support ecosystem restoration and preservation. The South Florida Ecosystem Portfolio
Model (SFL EPM) is a regional LU planning tool developed to help stakeholders visualize LU scenario evaluation and improve
communication about regional effects of LU decisions. One component of the SFL EPM is ecological value (EV), which is evaluated
through modeled ecological criteria related to ecosystem services using metrics for (1) biodiversity potential, (2) threatened
and endangered species, (3) rare and unique habitats, (4) landscape pattern and fragmentation, (5) water quality buffer potential,
and (6) ecological restoration potential. In this article, we demonstrate the calculation of EV using two case studies: (1)
assessing altered EV in the Biscayne Gateway area by comparing 2004 LU to potential LU in 2025 and 2050, and (2) the cumulative
impact of adding limestone mines south of Miami. Our analyses spatially convey changing regional EV resulting from conversion
of local natural and agricultural areas to urban, industrial, or extractive use. Different simulated local LU scenarios may
result in different alterations in calculated regional EV. These case studies demonstrate methods that may facilitate evaluation
of potential future LU patterns and incorporate EV into decision making. 相似文献

In wetlands, translocation of Fe and Mn from reducing to oxidizing zones creates localized enrichments and depletions of oxide minerals. In zones of enrichment, oxides cement matrix particles together into aggregates. In this paper, we describe the various Fe- and Mn-cemented features present in the 1 to 2-mm size fraction of mine-waste contaminated wetland soils of the Coeur d'Alene (CDA) River Basin in northern Idaho. These aggregates are categorized based on color and morphology. Total Fe and Mn concentrations are also reported. Distribution of the aggregates in soil profiles along an elevation transect with varying water table heights was investigated. Six distinct categories of aggregates were characterized in the 1 to 2-mm size fraction. The two most predominant categories were aggregates cemented by only Fe oxides and aggregates cemented by a mixture of Fe and Mn oxides. Iron-depleted aggregates, Fe and Mn-cemented sand aggregates, and root channel linings were also identified. The remaining aggregates were categorized into a catch-all category that consisted of primarily charcoal particles. The highest Fe content was in the root channel linings, and the highest Mn content was in the Fe/Mn cemented particles. Iron-cemented aggregates were most common in surface horizons at all sites, and root channels were most common in the 30 to 45-cm core at the lowland point, reflecting the presence of deep rooting vegetation at this site. Spatial distributions of other aggregates at the site were not significant. 相似文献

ABSTRACT: Recurrent calls for integrated resource management urge that an understanding of human activities and populations be incorporated into natural resource research, management, and protection efforts. In this paper, we hypothesize that watersheds can be a valuable geography for organizing an inquiry into the relationship between humans and the environment, and we present a framework for conducting such efforts. The framework is grounded in the emerging field of landscape ecology and incorporates demographic theory and data. Demography has been advanced by technological capabilities associated with the 1990 Census. Employing Geographic Information System (GIS) tools, we couple Landsat Thematic Mapper (TM) land cover data with census‐derived housing density data to demonstrate the operation of our framework and its utility for better understanding human‐landscape interactions. In our investigation of the Kickapoo Watershed and two sub‐ watersheds, located in southwestern Wisconsin, we identify relationships between landscape composition and the distribution and social structure of human populations. Our findings offer insight into the interplay between people and biophysical systems. 相似文献

ABSTRACT: Riparian buffers have potential for reducing excess nutrient levels in surface water. Spatial variation in riparian buffer effectiveness is well recognized, yet researchers and managers still lack effective general tools for understanding the relevance of different hydrologic settings. We present several terrain‐based GIS models to predict spatial patterns of shallow, subsurface hydrologic flux and riparian hydrology. We then link predictions of riparian hydrology to patterns of nutrient export in order to demonstrate potential for augmenting the predictive power of land use/land cover (LU/LC) maps. Using predicted hydrology in addition to LUILC, we observed increases in the explained variation of nutrient exports from 290 sites across Lower Michigan. The results suggest that our hydrologic predictions relate more strongly to patterns of nutrient export than the presence or absence of wetland vegetation, and that in fact the influence of vegetative structure largely depends on its hydrologic context. Such GIS models are useful and complimentary tools for exploring the role of hydrologic routing in riparian ecosystem function and stream water quality. Modeling efforts that take a similar GIS approach to material transport might be used to further explore the causal implications of riparian buffers in heterogeneous watersheds. 相似文献
