During the JCO-accident in Tokai-mura in 1999, the surrounding village was irradiated by an uncontrolled neutron flux. At some locations in that village, the thermal neutron flux was determined retrospectively by measurement of the very low activity of 51Cr and 60Co in stainless-steel spoons using gamma-ray spectrometry in underground laboratories. Activities determined in the HADES underground facility are presented here, together with calibrations performed using a well-defined thermal neutron flux to directly estimate the fluence of thermal neutrons independent of most assumptions. The results show measurable 51Cr in three samples and 60Co in four samples taken from locations at distances of up to 430m from the accident location despite the elapse of 4 half-lives of 51Cr before measurement. Effects of air transport of the samples were considered and shown to be negligible. 相似文献

An international cooperative project on distribution of ozone in the Carpathian Mountains, Central Europe was conducted from 1997 to 1999. Results of that project indicated that in large parts of the Carpathian Mountains, concentrations of ozone were elevated and potentially phytotoxic to forest vegetation. That study led to the establishment of new long-term studies on ecological changes in forests and other ecosystems caused by air pollution in the Retezat Mountains, Southern Carpathians, Romania and in the Tatra Mountains, Western Carpathians on the Polish-Slovak border. Both of these important mountain ranges have the status of national parks and are Man & the Biosphere Reserves. In the Retezat Mountains, the primary research objective was to evaluate how air pollution may affect forest health and biodiversity. The main research objective in the Tatra Mountains was to evaluate responses of natural and managed Norway spruce forests to air pollution and other stresses. Ambient concentrations of ozone (O(3)), sulfur dioxide (SO(2)), nitrogen oxides (NO(x)) as well as forest health and biodiversity changes were monitored on densely distributed research sites. Initial monitoring of pollutants indicated low levels of O(3), SO(2), and NO(x) in the Retezat Mountains, while elevated levels of O(3) and high deposition of atmospheric sulfur (S) and nitrogen (N) have characterized the Tatra Mountains. In the Retezat Mountains, air pollution seems to have little effect on forest health; however, there was concern that over a long time, even low levels of pollution may affect biodiversity of this important ecosystem. In contrast, severe decline of Norway spruce has been observed in the Tatra Mountains. Although bark beetle seems to be the immediate cause of that decline, long-term elevated levels of atmospheric N and S depositions and elevated O(3) could predispose trees to insect attacks and other stresses. European and US scientists studied pollution deposition, soil and plant chemistry, O(3)-sensitive plant species, forest insects, and genetic changes in the Retezat and Tatra Mountains. Over recent decades, public participation in technology assessment has spread internationally as an attempt to overcome or
prevent societal conflicts over controversial technologies. One outcome of this new surge in public consultation initiatives
has been the increased use of participatory consensus conferences in a number of countries. Existing evaluations of consensus
conferences tend to focus on the modes of organization, as well as the outcomes, both procedural and substantial, of the conferences
they examine. Such evaluations seem to rest on the assumption that this type of procedure has universally agreed goals and
meanings, and that therefore consensus conferences can readily be interpreted and applied across national boundaries. This
article challenges this approach to consensus conferences. The core of the article is a study of national differences in ideas
about what constitutes legitimate goals for participatory arrangements. The study looks at three consensus conferences on
GMOs, which took place in France, Norway, and Denmark. Drawing on this study, the article discusses the ways in which interpretations
of the concept of participation; the value attributed to lay knowledge vs. technical expertise; as well as ideas about the
role of the layperson, are all questions that prompt entirely different answers from country to country. Further, the article

ABSTRACT: Thames Water is one of ten regional Water Authorities established in 1974 to manage all water services in England and Wales. This paper looks back at water reorganization and reviews the achievements and highlights of the last three years. Constitutionally, Water authorities are a combination of a nationalized industry and local authority. This has advantages and disadvantages. Freedom of action, particularly in financial matters, is constrained by Government and official agencies. A severe pollution of the upper Thames and the drought of 1976 tested Thames Water's ability to deal with emergencies. Thames Water does not have an operational monopoly. Private Water Companies supply one third of the water demand and local authorities manage nearly all the sewers. But Thames Water's control over planning and investment ensures that the river basin is managed in a coordinated fashion. Tariff structure changes have led the Authority to bill all its consumers direct. The Thames is a small but intensively used river and vigilance is needed to maintain water quality. Thames Water is proud of the restoration of the tidal Thames from a typical grossly polluted metropolitan estuary to its present excellent condition. The British Government intends to establish a national water industry strategic planning organization but at the same time they affirm that there can be no departure from the principle of integrated river basin management. 相似文献

ABSTRACT: The Ontario Ministry of the Environment has based its water quality management approach on a set of guidelines published in 1970. In light of the changing societal and economic background, advancement in technology and scientific knowledge, and philosophical attitudes towards water management, the water management program was recently revised. Factors influencing the revised approach, including federal-provincial interrelationships and international commitments under the Canada-U.S. Agreement, are summarized. The revised program consists of a goal statement, policies to implement this goal, revised water quality objectives, and detailed implementation procedures for field staff use. Rather than promulgating regulations to impose arbitrary effluent or receiving water standards on a province-wide basis, the revised approach involves the imposition of legally enforceable effluent requirements on a case-by-case basis. Although the paper emphasizes the surface water quality program, it also outlines the Ministry's goals, policies, and procedures for the management of surface-water quantity, as well as ground water quality and quantity. 相似文献

ABSTRACT: The density and distribution of land uses has important consequences for the planning of sewerage systems and for the costs of these systems. This paper examines these consequences using a simplified service area model. The model determines the area to be served by a central waste treatment plant, where alternative on-lot disposal systems are also available. The model is applied to various urban area configurations, which are summarized by their total populations and by their population density distributions. Both minimum regional cost and minimum local cost service area configurations are determined. In addition, the sensitivity of the model to the parameters of the cost and population density functions is assessed. The project on Biodiversity Uncertainties and Research Needs (BURN) ensures the advancement of usable knowledge on biodiversity by obtaining input from decision makers on their priority information needs about biodiversity and then using this input to engage leading scientists in designing policy-relevant research. Decision makers articulated concerns related to four issues: significance of biodiversity; status and trends of biodiversity; management for biodiversity; and the linkage of social, cultural, economic, legal, and biological objectives. Leading natural and social scientists then identified the research required to address the decision makers' needs and determined the probability of success. The diverse group of experts reached consensus on several fundamental issues, helping to clarify the role of biodiversity in land and resource management. The BURN participants identified several features that should be incorporated into policy-relevant research plans and management strategies for biodiversity. Research and assessment efforts should be: multidisciplinary and integrative, participatory with stakeholder involvement, hierarchical (multiple scales), and problem- and region-specific. The activities should be focused regionally within a global perspective. Meta-analysis of existing data is needed on all fronts to assess the state of the science. More specifically, the scientists recommended six priority research areas that should be pursued to address the information needs articulated by decision makers: (1) characterization of biodiversity, (2) environmental valuation, (3) management for sustainability—for humans and the environment (adaptive management), (4) information management strategies, (5) governance and stewardship issues, and (6) communication and outreach. Broad recommendations were developed for each research area to provide direction for research planning and resource management strategies. The results will directly benefit those groups that require biodiversity research to address their needs—whether to develop policy, manage natural resources, or make other decisions affecting biodiversity. 相似文献

Summary The leaf gland volatile oils of ten sweet gale plants from a Scottish population were extracted in early summer. The results differed notably from reports of other populations in respect of the sesquiterpenes, -elemenone and germacrone, which were major components of the volatile oil. Three dihydrochalcones were also detected in the volatile oil. Variation within the population existed, particularly with respect to the relative importance of germacrone. Five plants were resampled in late summer and exhibited a marked reduction in -elemenone, a lesser reduction in germacrone and changes in the proportions of some monoterpenes. 相似文献
