The natural resource damage assessment (NRDA) provisions of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Oil Pollution Act (OPA) are complex and have been difficult to implement. The complexity and difficulty in implementation arise both from the assessment procedures specified in agency NRDA guidance and from the limited ability of ecologists to quantify impacts of hazardous substances on natural resources. This paper explores the scientific aspects of NRDA implementation, and discusses conceptual and methodological relationships between NRDA and the much broader field of ecological risk assessment (ERA). We discuss three critical components of the NRDA assessment approach: measuring natural resource injuries and reductions in resource services; evaluating causality; and establishing baseline conditions. We identify (1) specific approaches drawn from ERA practice that could improve each of these components, and (2) research needs and institutional changes that may improve the ability of the NRDA process to achieve its stated objectives. We recommend the acceleration of the ongoing dialogue among NRDA practitioners from the Trustee and PRP communities as a first step toward resolving the procedural and technical deficiencies of the NRDA process.  相似文献

ABSTRACT: Ground-water level decline patterns in parts of Nebraska conform to the circular island concept of Bredehoeft et al. (1982), which indicates how water is derived by wells developed in a circular island. If elongated, the center of the island corresponds to a regional ground-water divide while the shoreline corresponds to a regional river. In both versions, ground-water table elevation is a function of recharge and transmissivity. A dynamic equilibrium exists such that the gradient of the water table will convey all recharge to discharge areas. Withdrawals of ground water result initially in mining, with a new equilibrium attained when pumping equals capture. During early development, capture is an important source of water in discharge areas, while mining is more significant in recharge areas. The pattern observed in many areas shows the greatest ground-water level decline in the vicinity of ground-water divides and the steepest gradient near regional rivers. A similar pattern has been observed adjacent to the Arkansas River in south-central Kansas. Similar decline patterns can be modeled for a hypothetical ground-water basin. This is of major importance to water-resource managers because it dictates that management programs be applied to the entire hydrologic system.  相似文献

This paper presents the outcome of a feasibility study on underground coal gasification (UCG) combined with direct carbon dioxide (CO2) capture and storage (CCS) at a selected site in Bulgaria with deep coal seams (>1,200 m). A series of state-of-the-art geological, geo-mechanical, hydrogeological and computational models supported by experimental tests and techno-economical assessments have been developed for the evaluation of UCG-CCS schemes. Research efforts have been focused on the development of site selection requirements for UCG-CCS, estimation of CO2 storage volumes, review of the practical engineering requirements for developing a commercial UCG-CCS storage site, consideration of drilling and completion issues, and assessments of economic feasibility and environmental impacts of the scheme. In addition, the risks of subsidence and groundwater contamination have been assessed in order to pave the way for a full-scale trial and commercial applications. The current research confirms that cleaner and cheaper energy with reduced emissions can be achieved and the economics are competitive in the future European energy market. However the current research has established that rigorous design and monitor schemes are essential for productivity and safety and the minimisation of the potential environmental impacts. A platform has been established serving to inform policy-makers and aiding strategies devised to alleviate local and global impacts on climate change, while ensuring that energy resources are optimally harnessed.  相似文献

The soil nematodeCaenorhabditis elegans is one of the simplest animals having the status of a laboratory model. Its already completely sequenced genome contains the remarkable number of 80 cytochrome P450 genes (CYP) and many further genes coding for enzymes involved in biotransformation. In order to study xenobiotically induced gene expression inC. elegans, liquid cultures were exposed to different, well-known xenobiotic inducers. The mRNA expression was detected by two different types of DNA arrays and semi-quantitative RT-PCR. β-naphthoflavone, PCB52 and lansoprazol were the most active and, in particular, induced almost all CYP35 isoforms strongly. In conclusion, the xenobiotic dependent gene expression ofC. elegans is a useful tool to reveal defense mechanisms against potential damaging substances as well as for developing a biomonitoring system.  相似文献

A new statistical testing approach using a weighted logrank statistic is developed for rodent tumorigenicity assays that have a single terminal sacrifice but not cause-of-death data. Instead of using cause-of-death assignment by pathologists, the number of fatal tumors is estimated by a constrained nonparametric maximum likelihood estimation method. For data lacking cause-of-death information, the Peto test is modified with estimated numbers of fatal tumors and a Fleming–Harrington-type weight, which is based on an estimated tumor survival function. A bootstrap resampling method is used to estimate the weight function. The proposed testing method with the weight adjustment appears to improve the performance in various situations of single-sacrifice animal experiments. A Monte Carlo simulation study for the proposed test is conducted to assess size and power of the test. This testing approach is illustrated using a real data set.  相似文献

SUMMARY

The generation, handling, and safe disposal of waste materials has become a major concern in North America. Approval of facilities for waste processing and proper disposal is becoming more difficult to obtain. Furthermore, there is a growing public awareness of the importance of conserving and preserving our valuable natural resources. This expanding awareness has given rise to the trend towards recycling or reuse of awide variety of solid wastes. Experiences with using waste materials in highway construction can vary considerably, depending on material characteristics, construction processes, and climatic differences. A number of waste materials may be suitable for use in highway construction, but others may not. The objective of this paper is introduced in two tasks. The first is to include a survey of the waste materials and by-products that have been used successfully, or may be used, as materials for highway construction or maintenance work. This also includes determination of the state of practice concerning economic and technical factors for these wastes. The second is to rank these materials based on three criteria: number of uses by State agencies, economic uses and performance aspects.  相似文献
