This commentary reviews current and past vehicle interlock programs for impaired driving offenders with a focus on the challenges that courts and motor vehicle departments face in attempting to implement mandatory programs as required by current federal legislation. There are few offenders in interlock programs compared to the large number of impaired drivers arrested each year. This suggests that, to increase participation, courts will have to threaten more severe sanctions for those offenders who reject interlock programs. A combination of electronic house arrest with interlock programs is suggested as a method of maximizing interlock use.  相似文献

In pond and wetland systems for wastewater treatment, plants are often thought to enhance the removal of ammonium and nitrogen through the activities of root-associated bacteria. In this study, we examined the role of plant roots in an aerated pond system with floating plants designed to treat high-strength septage wastewater. We performed both laboratory and full-scale experiments to test the effect of different plant root to septage ratios on nitrification and denitrification, and measured the abundances of nitrifying bacteria associated with roots and septage particulates. Root-associated nitrifying bacteria did not play a significant role in ammonium and total nitrogen removal. Investigations of nitrifier populations showed that only 10% were associated with water hyacinth [Eichhornia crassipes (Mart.) Solms] roots (at standard facility plant densities equivalent to 2.2 wet g roots L(-1) septage); instead, nitrifiers were found almost entirely (90%) associated with suspended septage particulates. The role of root-associated nitrifiers in nitrification was examined in laboratory batch experiments where high plant root concentrations (7.4 wet g L(-1), representing a 38% net increase in total nitrifier populations over plant-free controls) yielded a corresponding increase (55%) in the non-substrate-limited nitrification rate (V(max)). However, within the full-scale septage-treating pond system, nitrification and denitrification rates remained unchanged when plant root concentrations were increased to 7.1 g roots L(-1) (achieved by increasing the surface area available for plants while maintaining the same tank volume). Under normal facility operating conditions, nitrification was limited by ammonium concentration, not nitrifier availability. Maximizing plant root concentrations was found to be an inefficient mechanism for increasing nitrification in organic particulate-rich wastewaters such as septage.  相似文献

Sediments may act as both a carrier for and a potential source of contaminants such as toxic organics in aquatic environments. This study investigated the spatial distribution of the pesticide DDT [1,1, 1-trichloro-2,2-bis(p-chlorophenyl)ethane] in sediments from the Cedar and Ortega Rivers located in the lower St. Johns River basin, Florida, USA, using field measurements and three-dimensional kriging analysis. High DDT concentrations were found near the junction of the Cedar and Ortega Rivers and at the north end of the Ortega River in the upper 0.5 m of the sediments, indicating that the sediment was enriched with DDT in the top layer although use of this chlorinated compound was banned in 1972. Further study revealed that the influence of sediment grain size or texture on DDT contamination was negligible in this river system and no linear correlations existed among DDT and its metabolites such as DDD [1,1-dichloro-2,2-bis(p-chlorophenyl)ethane] and DDE [1,1-dichloro-2,2-bis(p-chlorophenyl)ethylene]. Comparison of three-dimensional distribution of DDT content to the Florida sediment quality assessment guideline or probable effect level (PEL) showed several "hot spots" in the Ortega River sediments, where DDT contents exceeded the PEL value of 4.78 microg kg(-1). Such contamination may pose a significant hazard to aquatic life.  相似文献

New computing tools and approaches allow tailored development of software to meet the needs of environmental managers. The processes required for such tailoring fit well with adaptive management concepts where, as knowledge and system understanding develop among managers, the software can be developed or replaced to match. This paper reports on development and adoption of a simple nonpoint source pollution modeling tool, including technical aspects of data support for modeling and social aspects of software design. The software, named FILTER, used a unit load model to generate expected pollutant loads from subcatchments of Port Phillip Bay, Australia. Monitoring data were used for calibration to modify the delivery of generated pollutants to receiving waters. Spatial, tabular, and charting software components were used to provide alternative forms of output visualization. FILTER was developed using a process that resulted in manager-stakeholders taking responsibility for setting of model parameter values and operation of the user interface, thereby encouraging uptake. The inclusive development process, tailoring of the software to manager needs and styles of usage, and matching of model complexity to data and knowledge, resulted in a successful application that has become the current agreed system representation among disparate stakeholder organizations.  相似文献

Sections of brood from colonies of the Cape honeybee ( Apis mellifera capensis), the African honeybee ( A. m. scutellata), and hybrid bees of the two races were exchanged between colonies to study the effect of different brood-origin/nurse-bee combinations on development of caste characters. When Cape larvae were raised by African workers the amount of food provided almost doubled in comparison with Cape larvae reared by their own workers. In contrast, African larvae raised by Cape workers were provided with only half the amount they received from their own workers. After the bees emerged, we found a large degree of plasticity in characters related to caste differentiation, which corresponded closely to the amount of food provided. Super-fed Cape bees had enlarged spermathecae, were heavier than normal workers and developed more rapidly, and had reduced pollen combs, all typical for a more queen-like condition. Ovariole numbers did not appear to be enhanced by additional feeding. Cape bees that behave as social parasites in African bee colonies were most queen-like in the characters studied, albeit within the range that was found for Cape bees from normal colonies, suggesting within-colony selection for characters that enhance reproduction.Communicated by R. Dimethylselenide (DMSe) is a highly volatile gas that is produced by indigenous microorganisms in seleniferous soils and sediments; however, little is known about the soil conditions that affect the persistence of DMSe and its transport to the atmosphere. In this study we investigated the effect of moisture content, temperature, and organic amendments on the degradation of soil-applied DMSe. The degradation of DMSe was entirely a result of biological mechanisms, but changes in temperature (20-40 degrees C) and soil moisture content (30-70% of the maximum water holding capacity) had little influence on the degradation rate. In contrast, amending soil with either 1% casein or gluten (by weight) had an inhibitory effect on the degradation of DMSe. After 18 d, 2.1 times more DMSe was present in the casein-amended soil and 2.6 times more DMSe was present in the gluten-amended soil. The transport of DMSe in packed soil columns was also investigated. Increasing the depth to soil surface was found to significantly decrease the amount of DMSe transported to the air. After 6 d, 57% of DMSe injected 10 cm below the soil surface was volatilized. At an injection depth of 20 cm the cumulative emissions were reduced by 38% and at 30 cm the cumulative emissions were reduced by 51%. In columns containing 1% casein or gluten in the top 5 cm of soil the cumulative loss of DMSe was about 9% higher than in unamended soil. Increasing our understanding of the soil conditions that influence the gaseous diffusion of DMSe should help in determining the feasibility of using Se volatilization as a remediation technique.  相似文献

A chemical survey of 69 high-altitude lakes in seven national parks in the western United States was conducted during the fallof 1999; the lakes were previously sampled during the fall of 1985, as part of the Western Lake Survey. Lakes in parks in the Sierra/southern Cascades (Lassen Volcanic, Yosemite, Sequoia/Kings Canyon National Parks) and in the southern RockyMountains (Rocky Mountain National Park) were very dilute; medianspecific conductance ranged from 4.4 to 12.2 S cm-1 andmedian alkalinity concentrations ranged from 32.2 to 72.9 eqL-1. Specific conductances and alkalinity concentrations were substantially higher in lakes in the central and northernRocky Mountains parks (Grand Teton, Yellowstone, and GlacierNational Parks), probably due to the prevalence of more reactivebedrock types. Regional patterns in lake concentrations of NO3 and SO4 were similar to regional patterns in NO3 and SO4 concentrations in precipitation, suggestingthat the lakes are showing a response to atmospheric deposition.Concentrations of NO3 were particularly high in Rocky Mountain National Park, where some ecosystems appear to be undergoing nitrogen saturation.  相似文献

Problem: Motorcycles constitute about 19% of all motorized vehicles in Singapore and are generally overrepresented in traffic accidents, accounting for 40% of total fatalities. Method: In this paper, an ordered probit model is used to examine factors that affect the injury severity of motorcycle accidents and the severity of damage to the vehicle for those crashes. Nine years of motorcycle accident data were obtained for Singapore through police reports. These data included categorical assessments of the severity of accidents based on three levels. Damage severity to the vehicle was also assessed and categorized into four levels. Categorical data of this type are best analyzed using ordered probit models because they require no assumptions regarding the ordinality of the dependent variable, which in this case is the severity score. Various models are examined to determine what factors are related to increased injury and damage severity of motorcycle accidents. Results: Factors found to lead to increases in the probability of severe injuries include the motorcyclist having non-Singaporean nationality, increased engine capacity, headlight not turned on during daytime, collisions with pedestrians and stationary objects, driving during early morning hours, having a pillion passenger, and when the motorcyclist is determined to be at fault for the accident. Factors leading to increased probability of vehicle damage include some similar factors but also show some differences, such as less damage associated with pedestrian collisions and with female drivers. In addition, it was also found that both injury severity and vehicle damage severity levels are decreasing over time.  相似文献

In the Cape honey bee Apis mellifera capensis, workers lay female eggs without mating by thelytokous parthenogenesis. As a result, workers are as related to worker-laid eggs as they are to queen-laid eggs and therefore worker policing is expected to be lower, or even absent. This was tested by transferring worker- and queen-laid eggs into three queenright A. m. capensis discriminator colonies and monitoring their removal. Our results show that worker policing is variable in A. m. capensis and that in one colony worker-laid eggs were not removed. This is the first report of a non-policing queenright honey bee colony. DNA microsatellite and morphometric analysis suggests that the racial composition of the three discriminator colonies was different. The variation in policing rates could be explained by differences in degrees of hybridisation between A. m. capensis and A. m. scutellata, although a larger survey is needed to confirm this.  相似文献

Polyacrylamide (PAM) is applied to 400000 irrigated hectares annually in the USA to control irrigation-induced erosion, yet the fate of dissolved PAM applied in irrigation water is not well documented. We determined the fate of PAM added to furrow streams under two treatments: Initial-10, 10 mg L(-1) PAM product applied only during the initial hours of the irrigation, and Cont-1, 1.0 mg L(-1) PAM product applied continuously during the entire irrigation. The study measured PAM concentrations in 167-m-long PAM-treated furrow streams and along a 530-m tail ditch that received this runoff. Soil was Portneuf silt loam (coarse-silty, mixed, superactive, mesic Durinodic Xeric Haplocalcid) with 1.5% slope. Samples were taken at three times during the irrigations, both during and after PAM application. Polyacrylamide was adsorbed to soil and removed from solution as the streams traversed the soil-lined channels. The removal rate increased with stream sediment concentration. Stream sediment concentrations were higher when PAM concentrations were <2 mg L(-1) a.i., for early irrigations, and when untreated tributary flows combined with the stream. In these cases, PAM concentration decreased to undetectable levels over the flow lengths used in this study. When inflows contained >6 mg L(-1) PAM a.i., stream sediment concentrations were minimal and PAM concentrations did not change down the furrow, though they decreased to undetectable levels within 0.5 h after application ceased. One percent of applied PAM was lost in tail-ditch runoff. This loss could have been eliminated by treating only the furrow advance or not treating the last two irrigations.  相似文献
