Review of present European environmental policies and legislation involving cultural heritage

Cultural heritage is being addressed by a number of charters and conventions and it is clear that its consideration within decision-making processes is progressively becoming a real challenge, both for developers and public authorities. Against this background, this paper reviews the environmental assessment framework developed by the European Community, as this should increasingly influence decision making about cultural heritage in an urban setting. The legislative framework for access to environmental information is also reviewed because of its relevance to the decision-making process.The Directives on Environmental Impact Assessment and Strategic Environmental Assessment both require a consideration of cultural heritage in decision making. This requirement can go some way to addressing the paradox in the European Community's position whereby the community wishes to conserve and enhance its own cultural identity whilst, at the same time, cultural heritage is usually defined at a local level. The present paper suggests that, given their flexibility, the two European Community directives on environmental assessment constitute a promising opportunity to address this seeming paradox, but that there is a significant gap between legal obligations and the methodological tools to meet them.

Abschätzung der Quecksilberexposition

A site contaminated by mercury serves as an example for evaluating the environmental medicine aspects of mercury emissions on individuals living in the surroundings. Based on defined, conventional scenarios, estimations of internal exposure were made for seven different age groups and with regard to such contact media as soil, air and food. Using human monitoring methods, an attempt was made to compare the epidemiological results. The site-specific and pathway-specific estimation of exposure is based on a multitude of various samples as well as on measurements of concentrations in the compartments relevant for intake. As based upon rigid guideline values, both these calculations and the epidemiological investigations reveal a slight increase in the mercury exposure.     

Quantitative and Molecular Genetic Variation in Captive Cotton-Top Tamarins (Saguinus oedipus)

Most genetic surveys of captive and endangered populations are carried out with single gene characters bearing no direct relationship to life history or other features for which genetic variation needs to be maintained. Quantitative genetic estimates of heritable variation for life-history traits may be a more direct and appropriate measure of genetic variation for some conservation purposes. Furthermore, recent theoretical and empirical results indicate that genetic variation measured on these two levels may not be concordant. We analyzed heterozygosity at 41 allozyme loci and heritability for body weight in captive cotton-top tamarins ( Saguinus oedipus ) from the Marmoset Research Center of the Oak Ridge Associated Universities in order to compare these two levels of genetic variation. Cotton-top tamarins are a highly endangered species native to Colombia. Many animals currently reside in research facilities and zoological parks. A total of 106 animals were used in the isozyme survey, while data on 364 animals contributed to the quantitative genetic study of body weight. We found a very low average heterozygosity ( H = 1%) for this colony. Body weight was moderately and significantly heritable ( h ² = 35%). This heritability is within the normal range for natural animal populations. The finding of biologically significant levels of heritability in a population with abnormally low allozyme heterozygosity illustrates the point that low levels of allozyme heterozygosity should not be taken as an indication of overall lack of genetic variation in important quantitative characters such as life-history traits. Genetic variation required for adaptation of species to future environmental challenges can exist despite low levels of enzyme heterozygosity.     

New birds on the block: new neighbors increase defensive costs for territorial male willow ptarmigan

Previous researchers have hypothesized that site-faithful animals may benefit from the presence of familiar neighbors. This study compares the relative costs of territorial defense against new and former neighbors by male willow ptarmigan (Lagopus lagopus). Territorial defense against new neighbors appeared to require a greater expenditure of both time and effort than did defense against former neighbors. Territorial males that had several new neighbors spent a higher proportion of time fighting than did males with fewer new neighbors, and males with both new and former neighbors spent a greater amount of time fighting with their new neighbors, on average, than with their former neighbors. In addition, fights with new neighbors occurred relatively more frequently and were longer than fights with former neighbors. Finally, fights involving new neighbors tended to escalate to higher levels than fights between former neighbors. Reduced defensive costs for site-faithful, territorial males may provide one explanation for the tendency of males to be more site-faithful than females in many species.

Concentrations of platinum and lead were measured in common grass sampled near the Autobahn. Additionally, platinum was determined in spot checks of ash from seawage sludge incinerators to 1972. The increase in Pt levels since 1987 was traced back to releases from automobile catalytic converters. The emission rate of a car equipped with a catalytic converter has been estimated by comparison with Pb.     

Photodegradation of TCDD in soil containing organic solvents

Studies were conducted to understand 2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD) behaviour in the near surface zone in relation to the operating conditions: UV-intensity, temperature and exposure modes. Comparisons have been made between Oriel lamp exposure tests and sunlight exposure tests. Under Oriel lamp exposure, the convective transport of TCDD, which depends on operating temperature, was the limiting factor in the cleanup process. The product differences between Oriel exposure tests and sunlight exposure tests probably result from the difference of UV-intensities.
