This paper describes the problems, issues and challenges faced by Sri Lanka based on the outcome of a recent study conducted in the country's Southern Province. The study consists of a public survey, discussions with local authority staff involved in waste management, discussions with Provincial Council and Government officials, dialogue with local politicians, review of documents and field observations. The study revealed that only 24% of the households have access to waste collection and that in rural areas it was less than 2%. A substantial number of households in areas without waste collection expect local authorities to collect their waste. The study also showed that most sites in the province are under capacity to handle any increased demand. Urgent and immediate improvement of the waste disposal sites is necessary to meet the current demand for improved waste collection. Building a community that is resilient to disasters has become one of the main goals of disaster management. Communities that are more disaster resilient often experience less impact from the disaster and reduced recovery periods afterwards. This study develops a methodology for constructing a set of indicators measuring Community Disaster Resilience Index (CDRI) in terms of human, social, economic, environmental, and institutional factors. In this study, the degree of community resilience to natural disasters was measured for 229 local municipalities in Korea, followed by an examination of the relationship between the aggregated CDRI and disaster losses, using an ordinary least squares (OLS) regression method and a geographically weighted regression (GWR) method. Identifying the extent of community resilience to natural disasters would provide emergency managers and decision-makers with strategic directions for improving local communities' resilience to natural disasters while reducing the negative impacts of disasters. 相似文献

Three sampling and analytical methods have been developed and evaluated for ortho-phthalaldehyde (OPA): (1) an HPLC-UV method for OPA in air, (2) a fluorimetric method for OPA on surfaces, and (3) a colorimetric method for OPA on surfaces. (1) The air sampler contains 350 mg of silica gel coated with 1 mg of acidified 2,4-dinitrophenylhydrazine (DNPH). Air sampling may be conducted at 0.03 to 1.0 L min(-1) for periods up to 8 h. Samples were eluted with ethyl acetate, and the eluents were allowed to stand for 72 h. Analysis was by high performance liquid chromatography (HPLC) with a UV detector set at 369 nm. An unusual phenomenon was the observation that the stability of the sample on a sampler at 3 degrees C tends to decrease as the total quantity of OPA collected on the sampler decreases. Elution of the samples within 24 h of air sampling is required. The detection limit (LOD) is approximately 0.02 microg of OPA per sample. OPA on surfaces may be collected with strips cut from a sheet of polyvinyl alcohol (PVA wipe). (2) In the surface wipe method with analysis by fluorescence measurement, the strips of PVA wipe were placed into dimethyl sulfoxide. An aliquot was treated with aqueous N-acetyl-l-cysteine and ethylenediamine. Analysis was performed with a portable fluorometer (excitation and emission wavelengths = 365 nm and 438 nm, respectively). The LOD is 0.2 microg per sample. (3) In the surface wipe method with visual colorimetric detection, the strips of PVA wipe were placed into 30 : 70 acetonitrile : water. An aliquot was treated with N-(1-naphthyl)ethylenediamine in 0.1 m sulfuric acid. After color development, the LOD is approximately 48 microg per sample. Predicting environmental impacts is essential when performing an environmental assessment on urban transport planning. System dynamics (SD) is usually used to solve complex nonlinear problems. In this study, we utilized system dynamics (SD) to evaluate the environmental impacts associated with urban transport planning in Jilin City, China with respect to the local economy, society, transport, the environment and resources. To accomplish this, we generated simulation models comprising interrelated subsystems designed to utilize changes in the economy, society, road construction, changes in the number of vehicles, the capacity of the road network capacity, nitrogen oxides emission, traffic noise, land used for road construction and fuel consumption associated with traffic to estimate dynamic trends in the environmental impacts associated with Jilin's transport planning. Two simulation scenarios were then analyzed comparatively. The results of this study indicated that implementation of Jilin transport planning would improve the current urban traffic conditions and boost the local economy and development while benefiting the environment in Jilin City. In addition, comparative analysis of the two scenarios provided additional information that can be used to aid in scientific decision-making regarding which aspects of the transport planning to implement in Jilin City. This study demonstrates that our application of the SD method, which is referred to as the Strategic Environmental Assessment (SEA), is feasible for use in urban transport planning. 相似文献

Hydrochemical analyses of groundwater samples were used to establish the hydrochemistry of groundwater in the Densu River Basin. The groundwater was weakly acidic, moderately mineralized, fresh to brackish with conductivity ranging from of 96.6 μS cm???1 in the North to 10,070 μS cm???1 in the South. Densu River basin have special economic significance, representing the countries greatest hydrostructure with freshwater. Chemical constituents are generally low in the North and high in the South. The order of relative abundance of major cations in the groundwater is Na?+??> Ca2?+??> Mg2?+??> K?+? while that of anions is Cl????> HCO $_{3}^{-} >$ SO $_{4}^{2-} >$ NO $_{3}^{-}$ . Four main chemical water types were delineated in the Basin. These include Ca–Mg–HCO3, Mg–Ca–Cl, Na–Cl, and mixed waters in which neither a particular cation nor anion dominates. Silicate weathering and ion exchange are probably the main processes through which major ions enter the groundwater system. Anthropogenic activities were found to have greatly impacted negatively on the quality of the groundwater. 相似文献

The potential health risks due to inorganic substances, mainly metals, was evaluated for the two resident marine mammals in Hong Kong, the Indo-Pacific Humpback Dolphin (Sousa chinensis) and the Finless Porpoise (Neophocaena phocaenoides). The stomachs from the carcasses of twelve stranded dolphins and fifteen stranded porpoises were collected and the contents examined. Concentrations of thirteen trace elements (Ag, As, Cd, Co, Cr, Cs, Cu, Hg, Mn, Ni, Se, V and Zn) were determined by inductively coupled plasma mass spectrometer (ICP-MS). An assessment of risks of adverse effects was undertaken using two toxicity guideline values, namely the Reference Dose (RfD), commonly used in human health risk assessment, and the Toxicity Reference Value (TRV), based on terrestrial mammal data. The levels of trace metals in stomach contents of dolphins and porpoises were found to be similar. Risk quotients (RQ) calculated for the trace elements showed that risks to the dolphins and porpoises were generally low and within safe limits using the values based on the TRV, which are less conservative than those based on the RfD values. Using the RfD-based values the risks associated with arsenic, cadmium, chromium, copper, nickel and mercury were comparatively higher. The highest RQ was associated with arsenic, however, most of the arsenic in marine organisms should be in the non-toxic organic form, and thus the calculated risk is likely to be overestimated. 相似文献
