A company's decision to implement a risk reduction programme must take account of employees' behavioural responses to the target risk. Hazard reporting by train drivers is examined in semi-structured interviews and a questionnaire study. It is suggested that the behavioural response of drivers, in terms of writing a report, depends on how the hazard is perceived. The response to “trivial” and “routine” hazards is habitual non-reporting, being characterized by a lack of risk evaluation. However, hazards that are evaluated as posing a significant risk are reported. Possible ways of breaking habitual responses to hazards, using behavioural change programmes, are discussed, and it is argued that management commitment is essential for their success. 相似文献

The overall objective of this project was to determine the cost and impacts of Hg control using sorbent injection into a Compact Hybrid Particulate Collector (COHPAC) at Alabama Power's Gaston Unit 3. This test is part of a program funded by the U.S. Department of Energy's National Energy Technology Laboratory (NETL) to obtain the necessary information to assess the costs of controlling Hg from coal-fired utility plants that do not have scrubbers for SO2 control. The economics will be developed based on various levels of Hg control. Gaston Unit 3 was chosen for testing because COHPAC represents a cost-effective retrofit option for utilities with existing electrostatic precipitators (ESPs). COHPAC is an EPRI-patented concept that places a high air-to-cloth ratio baghouse downstream of an existing ESP to improve overall particulate collection efficiency. Activated carbons were injected upstream of COHPAC and downstream of the ESP to obtain performance and operational data. Results were very encouraging, with up to 90% removal of Hg for short operating periods using powdered activated carbon (PAC). During the long-term tests, an average Hg removal efficiency of 78% was measured. The PAC injection rate for the long-term tests was chosen to maintain COHPAC cleaning frequency at less than 1.5 pulses/bag/hr. 相似文献

To increase the operating lifetime of landfills and to lower leachate treatment costs, an increasing number of municipal solid waste (MSW) landfills are being managed as either aerobic or anaerobic bioreactors. Landfill gas composition, respiration rates, and subsidence were measured for 400 days in 200-L tanks filled with fresh waste materials to compare the relative effectiveness of the two treatments. Tanks were prepared to provide the following conditions: (1) air injection and leachate recirculation (aerobic), (2) leachate recirculation (anaerobic), and (3) no treatment (anaerobic). Respiration tests on the aerobic wet tank showed a steady decrease in oxygen consumption rates from 1.3 mol/day at 20 days to 0.1 mol/day at 400 days. Aerobic wet tanks produced, on average, 6 mol of carbon dioxide (CO2)/kg of MSW as compared with anaerobic wet tanks, which produced 2.2 mol methane/kg of MSW and 2.0 mol CO2/kg methane. Over the test period, the aerobic tanks settled on average 35%, anaerobic tanks settled 21.7%, and the no-treatment tank settled 7.5%, equivalent to overall mass loss in the corresponding reactors. Aerobic tanks reduced stabilization time and produced negligible odor compared with anaerobic tanks, possibly because of the 2 orders of magnitude lower leachate ammonia levels in the aerobic tank. Under the 11th Five Year Plan (FYP, 2006–2010) for national environmental protection by the Chinese government, the overarching goal for sulfur dioxide (SO2) controls is to achieve a total national emissions level of SO2 in 2010 10% lower than the level in 2005. A similar nitrogen oxides (NOx) emissions control plan is currently under development and could be enforced during the 12th FYP (2011–2015). In this study, the U.S. Environmental Protection Agency (U.S.EPA)’s Community Multi-Scale Air Quality (Models-3/CMAQ) modeling system was applied to assess the air quality improvement that would result from the targeted SO2 and NOx emission controls in China. Four emission scenarios — the base year 2005, the 2010 Business-As-Usual (BAU) scenario, the 2010 SO2 control scenario, and the 2010 NOx control scenario—were constructed and simulated to assess the air quality change from the national control plan. The Fifth-Generation NCAR/Penn State Mesoscale Model (MM5) was applied to generate the meteorological fields for the CMAQ simulations. In this Part I paper, the model performance for the simulated meteorology was evaluated against observations for the base case in terms of temperature, wind speed, wind direction, and precipitation. It is shown that MM5 model gives an overall good performance for these meteorological variables. The generated meteorological fields are acceptable for using in the CMAQ modeling. 相似文献

The science of nature reserve design has benefited from crossover between ecology and operations research since the 1980s. Applications of ecological theory had generated debate about reserve design in the 1970s and 1980s, when problems of reserve design were reformulated to draw on the methods of operations research and decision science. Advances in simulation modeling, especially models of forest growth, provided new tools for understanding ecological dynamics. The mixture of 1,3-dichloropropene (1,3-D) and chloropicrin (CP) is used as a preplant soil fumigant. In comparison with individual fumigants, application of a mixture may affect the environmental dissipation and fate of each chemical, such as emission and degradation. We investigated the degradation of CP, 1,3-D, and their mixture in fresh soils and sterile soils, and evaluated the competitive characteristic of fumigants in the mixture. The degradation of low concentrations of CP in fresh soil was accelerated at early times in the presence of 1,3-D, whereas the addition of CP reduced the degradation rate of trans-1,3-D, possibly by inhibiting the activity of trans-1,3-D degrading microorganisms. The potential of applying amendments to the soil to increase the rate of CP and 1,3-D degradation was also illustrated. The degradation of both fumigants was significantly enhanced in soils amended with ammonium thiosulfate (ATS) and sodium diethyldithiocarbamate (Na-DEDTC) compared with unamended soil. Competitive degradation was observed for CP in amended soils in the presence of 1,3-D. The degradation of cis-1,3-D in amended soils spiked as a mixture of 1,3-D and CP was repressed compared with the rate of degradation in samples spiked with 1,3-D only. This implied that in abiotic degradation, CP and cis-1,3-D competed for a limited number of reaction sites in amended soil, resulting in decreased degradation rates. Pathogens are the number one cause of impairments of assessed rivers and streams in the USA and pose a significant human health hazard. The Dry Run Creek Watershed in Northeast Iowa has been designated as impaired by the State of Iowa because of high levels of Escherichia coli bacteria. To investigate the nature of this impairment, land use and stream bank assessments were coupled with comprehensive water quality monitoring. Physical, chemical, and biological parameters were measured at 13 different sites in the watershed, including pH, temperature, conductivity, dissolved oxygen, turbidity, total Kjeldahl nitrogen, ammonia-N, nitrate?+?nitrite-N, total phosphorus, and E. coli. In addition, benthic macroinvertebrate communities were analyzed at seven sites, and optical brightener tests were performed late in the season. Results identified segments of the watershed that were more prominent contributors of E. coli, and correlations were observed between levels of E. coli and several chemical parameters, including ammonia-N, total Kjeldahl nitrogen, and total phosphorus. Interestingly, distinct sites emerged as more prominent contributors of these elements during rain vs. non-rain events, suggesting different types of sources. Both the amount of rainfall and the time elapsed between the rain event and the sampling influenced E. coli levels during wet weather conditions. Nitrate?+?nitrite-N displayed a unique response to rain events compared with the other parameters, suggesting a different delivery route. Analyses of benthic macroinvertebrate communities were consistent with pollution trends. Collectively, these data suggest distinct agriculturally related E. coli contributions, as well as specific areas and practices for water quality improvement strategies. A simple and dynamic pharmacokinetic model was developed to predict bioconcentration of organic contaminants in earthworms. The model was parameterized experimentally by placing Lumbricus terrestris in soil contaminated with 200 μg/cm2 of malathion. The toxicokinetics of malathion uptake, depuration, and degradation in soil is measured. After parameterization, the model was able to accurately predict the bioconcentration factor of malathion at steady state. Sensitivity analyses were performed and the rate of absorption was determined to be the most sensitive parameter. Varying the rate of malathion elimination from earthworm tissues, malathion degradation, and the amount of malathion applied to the soil by 25-fold did not result in the bioconcentration of malathion. An increase in the rate of malathion absorption into earthworm tissues by 25-fold did result in bioconcentration. Previously published pharmacokinetic studies on xenobiotics with log K ow values ranging up to 8.05 were used to test the predictive capacity of the model. The model was able to predict from 83% to 105% of the experimentally derived bioconcentration factors. 相似文献
