A method was developed to score the ecological condition of first- to third-order stream reaches in the Auckland region of
New Zealand based on the performance of their key ecological functions. Such a method is required by consultants and resource
managers to quantify the reduction in ecological condition of a modified stream reach relative to its unmodified state. This
is a fundamental precursor for the determination of fair environmental compensation for achieving no-net-loss in overall stream
ecological value. Field testing and subsequent use of the method indicated that it provides a useful measure of ecological
condition related to the performance of stream ecological functions. It is relatively simple to apply compared to a full ecological
study, is quick to use, and allows identification of the degree of impairment of each of the key ecological functions. The
scoring system was designed so that future improvements in the measurement of stream functions can be incorporated into it.
Although the methodology was specifically designed for Auckland streams, the principles can be readily adapted to other regions

Water Quality Improvement Policies: Lessons Learned from the Implementation of Proposition O in Los Angeles,California 总被引:1,自引:0,他引:1
This article evaluates the implementation of Proposition O, a stormwater cleanup measure, in Los Angeles, California. The
measure was intended to create new funding to help the city comply with the Total Maximum Daily Load requirements under the
federal Clean Water Act. Funding water quality objectives through a bond measure was necessary because the city had insufficient
revenues to deploy new projects in its budget. The bond initiative required a supermajority vote (two-thirds of the voters),
hence the public had to be convinced that such funding both was necessary and would be effective. The bond act language included
project solicitation from the public, as well as multiple benefit objectives. Accordingly, nonprofit organizations mobilized
to present projects that included creating new parks, using schoolyards for flood control and groundwater recharge, and replacing
parking lots with permeable surfaces, among others. Yet few, if any, of these projects were retained for funding, as the city
itself also had a list of priorities and higher technical expertise in justifying them as delivering water quality improvements.
Our case study of the implementation of Proposition O points to the potentially different priorities for the renovation of
urban infrastructure that are held by nonprofit organizations and city agencies and the importance of structuring public processes
clearly so that there are no misimpressions about funding and implementation responsibilities that can lead to disillusionment
with government, especially under conditions of fiscal constraints. 相似文献

Abstract: A recent study by the Texas Bacteria Total Maximum Daily Load (TMDL) Task Force has recommended the use of load duration curves as a primary tool in calculating bacterial TMDLs. This method is attractive because it effectively integrates flow regimes into TMDL analyses, clearly communicates data through a method that is understandable to the general public, and has been successfully applied in TMDL studies in other states. To ease the creation of load duration curves, an automated load duration curve creation tool called LDCurve has been created within a Microsoft Excel framework. Web services and a webscraper are used to retrieve U.S. Geological Survey streamflow data and Texas Commission on Environmental Quality water quality data. Data are imported to the spreadsheet, combined to create flow and load duration curves, and plotted. Final steps result in a preliminary estimate of the overall load reductions needed to meet water quality standards in the modeled segment. LDCurve is currently only applicable in the state of Texas, but may be updated to model water quality throughout the nation using analogous web services from the EPA STORET database. By using automated data retrievals and computations, the LDCurve tool reduces the amount of time required to create curves and calculate load reductions to a matter of minutes. Introduction
This study compared the conspicuity of three types of first-responder safety garments (NFPA 1971-2007 turnout gear coats, and ANSI/ISEA 107 and 207 safety vests).Method
Participants drove instrumented vehicles on a closed track during both daytime and nighttime, indicating when they could first detect pedestrians in a simulated emergency response scene. Pedestrians wore one of the safety garments and stood on either side of the emergency scene, facing or perpendicular to oncoming traffic, and either stationary or walking in place.Results
All three garment standards provided equal levels of conspicuity, in that the distances at which the pedestrians were detected were equivalent. Time of day was a significant factor, with longer mean detection distances being observed in daytime. Pedestrian orientation was significant, with mean detection distances being longest when facing traffic. Pedestrian motion did not result in significant differences in detection distance.Discussion
The results suggest that all three garment types studied are equivalent in making first responders conspicuous as pedestrians when working an emergency response scene in close proximity to traffic.Impact on Industry

This study focuses on the human-ecological dimension of disaster resilience after the 2004 tsunami. The paper examines how concepts of social capital and external aid delivery influence community performance in conservation of mangrove ecosystems. Experiences are reported through the words of local informants in six villages in Thailand. Findings indicate that social capital represents a potential for collective action, but design of aid programmes may prevent such action. Programmes that emphasised bottom-up aid delivery mobilised local social capital and directed it toward obtaining resources that fit local needs and capabilities. Alternatively, top-down aid programmes provided significant resources, but oppressed mobilisation of social capital. Implications are that disaster stricken communities should be treated as active participants, rather than the more common perspective that views them as vulnerable and in a state of helplessness. 相似文献

We use ensemble-mean Lagrangian sampling of a 3-D Eulerian air quality model, CMAQ, together with ground-based ambient monitors data from several air monitoring networks and satellite (MODIS) observations to provide source apportionment and regional transport vs. local contributions to sulfate aerosol and PM2.5 concentrations at Baltimore, MD, for summer 2004. The Lagrangian method provides estimates of the chemical and physical evolution of air arriving in the daytime boundary layer at Baltimore. Study results indicate a dominant role for regional transport contributions on those days when sulfate air pollution is highest in Baltimore, with a principal transport pathway from the Ohio River Valley (ORV) through southern Pennsylvania and Maryland, consistent with earlier studies. Thus, reductions in sulfur emissions from the ORV under the EPA's Clean Air Interstate Rule may be expected to improve particulate air quality in Baltimore during summer. The Lagrangian sampling of CMAQ offers an inexpensive and complimentary approach to traditional methods of source apportionment based on multivariate observational data analysis, and air quality model emissions separation. This study serves as a prototype for the method applied to Baltimore. EPA is establishing a system to allow air quality planners to readily produce and access equivalent results for locations of their choice. 相似文献

Laboratory experiments suggest that strong acids promote formation of enhanced levels of secondary organic aerosol (SOA), and organic aerosols may contribute to the health impacts of fine PM. We report results from examining hourly speciated fine particle data for evidence of ambient aerosol acidity-catalyzed SOA formation, as indicated by larger increases in the concentrations of organic aerosol mass occurring on days and in locations where more acidic aerosol (lower NH4+/SO4= molar ratios) exists. Data sets from the southeastern U.S. were examined for which hourly acidity of PM2.5 aerosols could be estimated, and for which hourly organic carbon (OC) content had been measured simultaneously. Within-day organic aerosol changes during selected periods were statistically related to concurrent aerosol acidity levels estimated from nitrate-corrected ammonium-to-sulfate ratios. Data from the Look Rock, TN, TVA/IMPROVE site for mid-July to mid-August 2004 showed average compositions frequently as acidic as NH4HSO4, however, no apparent increases in OC levels with increasing aerosol acidity were observed, even when [OC] changes were compared with time-delayed aerosol acidity estimates. SEARCH network data (2003–2004) for rural Centreville, AL (CTR) and Yorkville, GA (YRK) sites were also examined. Warm-season acidity levels were higher at CTR than at YRK, and daytime levels exceeded those at night at both sites. At the YRK site no consistent positive correlations were found between changes in OC or TC levels and aerosol acidity, even with time lags up to 6 h. Aerosol acidity at this site, however, is relatively low due to nearby agricultural sources of NH3. In contrast, during selected periods from April to October 2004, at CTR, 6-h lagged OC changes were weakly correlated with daytime, nitrate-corrected NH4+/SO4= molar ratios, but distinguishing this apparent relationship from meteorological effects on measured OC levels is challenging. 相似文献

Numerous emission and air quality modeling studies have suggested the need to accurately characterize the spatial and temporal variations in on-road vehicle emissions. The purpose of this study was to quantify the impact that using detailed traffic activity data has on emission estimates used to model air quality impacts. The on-road vehicle emissions are estimated by multiplying the vehicle miles traveled (VMT) by the fleet-average emission factors determined by road link and hour of day. Changes in the fraction of VMT from heavy-duty diesel vehicles (HDDVs) can have a significant impact on estimated fleet-average emissions because the emission factors for HDDV nitrogen oxides (NOx) and particulate matter (PM) are much higher than those for light-duty gas vehicles (LDGVs). Through detailed road link-level on-road vehicle emission modeling, this work investigated two scenarios for better characterizing mobile source emissions: (1) improved spatial and temporal variation of vehicle type fractions, and (2) use of Motor Vehicle Emission Simulator (MOVES2010) instead of MOBILE6 exhaust emission factors. Emissions were estimated for the Detroit and Atlanta metropolitan areas for summer and winter episodes. The VMT mix scenario demonstrated the importance of better characterizing HDDV activity by time of day, day of week, and road type. More HDDV activity occurs on restricted access road types on weekdays and at nonpeak times, compared to light-duty vehicles, resulting in 5-15% higher NOx and PM emission rates during the weekdays and 15-40% lower rates on weekend days. Use of MOVES2010 exhaust emission factors resulted in increases of more than 50% in NOx and PM for both HDDVs and LDGVs, relative to MOBILE6. Because LDGV PM emissions have been shown to increase with lower temperatures, the most dramatic increase from MOBILE6 to MOVES2010 emission rates occurred for PM2.5 from LDGVs that increased 500% during colder wintertime conditions found in Detroit, the northernmost city modeled. 相似文献

The availability of high-quality water plays a pivotal role for the protection of the ecosystem and the quality of human life. An important step in assessing ground and surface water quality is sampling. The time-integrated accumulation of environmental contaminants by passive sampling is an attractive alternative to conventional snap-shot sampling. Thein situ accumulation during passive sampling allows the detection of even lowconcentrated contaminants and reduces cost and time for continuous monitoring. Passive sampling provides information on the whole sampling period and avoids the transport and storage of large sample volumes. Matrix effects are reduced due to the selective enrichment. Various passive samplers have been developed for sampling in aqueous media. Early developments used water filled dialysis tubes for the sampling of trace elements. Later on, solvent filled devices and triolein-filled semipermeable membrane devices (SPMDs) were deployed. More recent developments use a solid rather than a liquid sorbent as the receiving phase. Examples of this are the solid phase microextraction (SPME) and the membrane enclosed sorptive coating (MESCO). In addition to comprising miniature devices, SPMEs as well as MESCO are thermodesorbable and, as such, no longer require solvent extraction. Conventionally the sampled contaminants are removed from the passive sampling devices by solvent extraction or thermodesorption in order to be analyzed chemically. For an in-depth analysis of sampled analytes, however, it would be advantageous to modify passive sampling such that sampled contaminants can also be analyzed biologically. Thus, it is our goal to construct a passive sampling device that serves both as a sampling device as well as an exposure chamber for toxicity testing. The Sahel has been the object of intensive international research since the drought of the early 1970s. A considerable part of the research has focused on environmental change in general and land degradation, land cover change and climate change in particular. Rich and diverse insights from many different scientific disciplines about these three domains have been put forward. One intriguing feature is that an agreement on the overall trends of environmental change does not appear to emerge: questions such as whether the Sahel is greening, cropland is encroaching on rangelands, drought persists remain contested in the scientific literature, and arguments are supported by contrasting empirical evidence. The paper explores the generic reasons behind this situation in a systematic manner. We distinguish between divergences in interpretations emerging from (1) conceptualizations, definitions and choice of indicators, (2) biases, for example, related to selection of study sites, methodological choices, measurement accuracy, perceptions among interlocutors, and selection of temporal and spatial scales of analysis. The analysis of the root causes for different interpretations suggests that differences in findings could often be considered as complementary insights rather than mutually exclusive. This will have implications for the ways in which scientific results can be expected to support regional environmental policies and contribute to knowledge production. 相似文献
