The field of climate change is full of uncertainties that are limiting strategic disaster risk reduction planning. In this paper, however, we argued that there is lot to do before we get our hands on reliable estimates of future climate change impacts. It includes bringing together different stakeholders in a framework suggested in this paper, developing case studies that reflect long-term local impacts of climate change, capacity building of local stakeholders that enables them to take decisions under uncertainty etc. We proposed a simple scheme that brings together climate, disaster and policy community together to start a dialogue in a run-up to understanding wider aspects of long-term risk reduction at local level. Strategic thinking, which has only been restricted to national and regional planning to date, needs to be inculcated in local level disaster risk reduction and policy personnel as well. There is a need to move from the attitude of considering local level players as ‘implementers’ to ‘innovators’ for which developing a network of self learning and evolving organizations are required at the local level.  相似文献

The East coast of India is subject to continuous changes by high energy events. We sought to assess the depositional conditions along the coast from the geophysical and sedimentological character of the dune sands of the Gopalpur and Paradeep coast of Odisha, and the Sagarnagar coast of North Visakhapatnam. Quartz layers of the heavy mineral-rich zone collected at a depth of ~2 m from the landward foot of the dunes in the Visakhapatnam and Odisha coast, gave the OSL age estimates as 1,050?±?50 and 260?±?10 years respectively, revealing that the age of the dunes in Visakhapatnam are older than those on the Odisha coast. Episodic high energy events have affected the coast. Evidence from ground penetrating radar data consists of three stratigraphic units. The upper unit consists of vague reflections, parallel to the ground in continuous manner, most probably formed by wind action. On the other hand, the middle layer shows high amplitude reflections of heavy mineral-rich massive layers, possibly the result of tsunami activity. The lower massive layer parallel to the ground surface shows a low reflection pattern. The GPR studies showed that the thickness of the heavy mineral layers is greater on the landward foot of the dune as compared to that on the seaward side. According to the grain size analysis, the dune is composed of both wind generated and tsunamigenic sediments. The scanning electron microscope studies revealed that the heavy minerals present in the dunes are mainly sillimanite, ilmenite, garnet, pyroxene, rutile, sphene, biotite, hornblende, zircon, monazite and magnetite. The study demonstrates the origin of sand dunes in different ages along the East Coast of India by the effect of various natural phenomena.  相似文献

Abstract: As one of the primary inputs that drive watershed dynamics, the estimation of spatial variability of precipitation has been shown to be crucial for accurate distributed hydrologic modeling. In this study, a Geographic Information System program, which incorporates Nearest Neighborhood (NN), Inverse Distance Weighted (IDW), Simple Kriging (SK), Ordinary Kriging (OK), Simple Kriging with Local Means (SKlm), and Kriging with External Drift (KED), was developed to facilitate automatic spatial precipitation estimation. Elevation and spatial coordinate information were used as auxiliary variables in SKlm and KED methods. The above spatial interpolation methods were applied in the Luohe watershed with an area of 5,239 km2, which is located downstream of the Yellow River basin, for estimating 10 years’ (1991‐2000) daily spatial precipitation using 41 rain gauges. The results obtained in this study show that the spatial precipitation maps estimated by different interpolation methods have similar areal mean precipitation depth, but significantly different values of maximum precipitation, minimum precipitation, and coefficient of variation. The accuracy of the spatial precipitation estimated by different interpolation methods was evaluated using a correlation coefficient, Nash‐Sutcliffe efficiency, and relative mean absolute error. Compared with NN and IDW methods that are widely used in distributed hydrologic modeling systems, the geostatistical methods incorporated in this GIS program can provide more accurate spatial precipitation estimation. Overall, the SKlm_EL_X and KED_EL_X, which incorporate both elevation and spatial coordinate as auxiliary into SKlm and KED, respectively, obtained higher correlation coefficient and Nash‐Sutcliffe efficiency, and lower relative mean absolute error than other methods tested. The GIS program developed in this study can serve as an effective and efficient tool to implement advanced geostatistics methods that incorporate auxiliary information to improve spatial precipitation estimation for hydrologic models.  相似文献

Observed water quality data obtained from eight stream monitoring locations within Richland–Chambers Watershed in north central Texas were analyzed for trends using box-and-whisker plots, exceedance probability plots, and linear and Mann–Kendall statistical methods. Total suspended solids decreased at seven out of eight stations, and at two of these stations, the decrease was significant. Mixed results were obtained for nitrogen across the stations. A nonsignificant and significant increase in nitrite plus nitrate nitrogen (nitrite + nitrate N) was noticed in two stations each, whereas at the other four stations showed nonsignificant decrease. The results of organic nitrogen (Org N) was similar to nitrite + nitrate N except that the two stations that showed significant increase in nitrite + nitrate N showed nonsignificant decrease in Org N. Mixed results were also noticed for orthophosphorus (Ortho P) including nonsignificant decrease at two stations, significant decrease and increase at one station each, and nonsignificant increase in four stations. In general, total phosphorus (TP) decreased at all stations, significantly at some, except one station where it increased significantly. Decreasing trends in sediment, Org N, Ortho P, and TP were likely related to implementation of best management practices (BMPs). Increasing trends in dissolved constituents including Ortho P and nitrite + nitrate N were likely due to increased surface residue as a result of some BMPs such as conservation tillage.  相似文献

Problems due to the taste and odor in drinking water are common in treatment facilities around the world. Taste and odor are perceived by the public as the primary indicators of the safely and acceptability of drinking water and are mainly caused by the presence of two semi-volatile compounds – 2-methyl isoborneol (MIB) and geosmin. A review of these two taste and odor causing compounds in drinking water is presented. The sources for the formation of these compounds in water are discussed alongwith the health and regulatory implications. The recent developments in the analysis of MIB/geosmin in water which have allowed for rapid measurements in the nanogram per liter concentrations are also discussed. This review focuses on the relevant treatment alternatives, that are described in detail with emphasis on their respective advantages and problems associated with their implementation in a fullscale facility. Conventional treatment processes in water treatment plants, such as coagulation, sedimentation and chlorination have been found to be ine ective for removal of MIB/geosmin. Studies have shown powdered activated carbon, ozonation and biofiltration to be e ective in treatment of these two compounds. Although some of these technologies are more e ective and show more promise than the others, much work remains to be done to optimize these technologies so that they can be retrofitted or installed with minimal impact on the overall operation and e ectiveness of the treatment system.  相似文献

During a radiation emergency subsequent to a nuclear accident orweapon fallout, quick assessment of the ground contamination andthe resulting exposure is of prime importance in planning and execution of effective counter measures. For an online assessmentof ground contamination, it is essential to calibrate the detector system for several parameters viz. the source energy,source deployment matrix, the flight altitude and position abovethe contaminated surface. This article discusses the methodology to predict all the necessary parameters like photon fluence atvarious altitudes, the photo-peak counts in different energy windows, Air to Ground Correlation Factors (AGCF) and the doserate at any height due to air scattered gamma ray photons. Themethodology includes generation of theoretically simulated gammaspectra at a required detector position for a given source distribution on the ground using Monte-Carlo method provided by general purpose coupled neutron/photon transport code (MCNP CCC-200). Thus generated gamma spectra are analyzed to arrive at the required parameters mentioned above.  相似文献

Abstract

A study of the comparitlve distribution pattern of β‐ and γ‐isomers of hexachlorocyclohexane (HCH) in albino rat tissues as a function of duration of treatment at two dose levels revealed different accumulation patterns for the two isomers in tissues. In general, the accumulation pattern was found to be in the order: fat > kidney > lungs > liver > muscle > heart > spleen > brain > blood for β‐HCH and fat > brain > kidney > muscle > lungs > heart > spleen > liver > blood for γ‐HCH. The tissue accumulation of β‐isomer was always greater than that of γ‐isomer in any tissue except in brain. Brain β‐HCH residue levels were relatively lower than in many other tissues except blood, whereas brain γ‐HCH concentration was only next to fat. A higher dose or a longer period of treatment generally produced a more marked elevation of tissue residue levels in β‐HCH fed rats, but not in γ‐HCH treated animals.

Food restriction subsequent to a period of exposure to dietary β‐ or γ‐HCH caused a mobilization of depot fat without drastic redistribution of the HCH residues stored in it. During food restriction, the residue levels in fat and muscle increased much. The residue levels in brain and other organs were not adversely affected during partial starvation.  相似文献

ABSTRACT: A curve number based model, Soil and Water Assessment Tool (SWAT), and a physically based model, Soil Moisture Distribution and Routing (SMDR), were applied in a headwater watershed in Pennsylvania to identify runoff generation areas, as runoff areas have been shown to be critical for phosphorus management. SWAT performed better than SMDR in simulating daily streamflows over the four‐year simulation period (Nash‐Sutcliffe coefficient: SWAT, 0.62; SMDR, 0.33). Both models varied streamflow simulations seasonally as precipitation and watershed conditions varied. However, levels of agreement between simulated and observed flows were not consistent over seasons. SMDR, a variable source area based model, needs further improvement in model formulations to simulate large peak flows as observed. SWAT simulations matched the majority of observed peak flow events. SMDR overpredicted annual flow volumes, while SWAT underpredicted the same. Neither model routes runoff over the landscape to water bodies, which is critical to surface transport of phosphorus. SMDR representation of the watershed as grids may allow targeted management of phosphorus sources. SWAT representation of fields as hydrologic response units (HRUs) does not allow such targeted management.  相似文献
