The Countryside and Rights of Way Act 2000 places a duty on highways and national park authorities to establish local access forums (LAFs), to advise on the improvement of public access to land for the purposes of open air recreation and enjoyment. This paper examines these proposals in the context of recent academic and political debates about deliberative democracy, and empirical research on the nature and practice of existing access liaison groups and forums. While demonstrating that the proposed LAFs are consistent with contemporary constructs of participative, if not deliberative democracy, the paper argues that most existing groups and forums fall short of this ideal, in a number of significant respects. The paper proceeds to discuss the extent to which the draft regulations for LAFs in England and Wales address these issues, and concludes by questioning the extent to which such consultative arrangements can contribute to new forms of local governance. 相似文献

This paper develops a technique which can be used as a preliminary tool for assessing air quality related to urban traffic. It combines a Geographic Information System (GIS) with an interaction matrix-type methodology based on a system analysis approach. The matrix identifies and quantifies interactions between all selected variables involved in a system as well as their interaction with the system as a whole. This matrix is used to determine the weightings to apply to spatial datasets within a GIS to develop a pollution vulnerability map. The focus of the paper is to introduce and assess a more versatile coding of the interaction matrix with respect to previously used coding. A case study is presented in which the modified interaction methodology is applied to data for a busy urban location. The resulting vulnerability map, in terms of pollution vulnerable hot spots, was compared to a pollution map derived from an advanced dispersion model. The interaction matrix technique with GIS can be used as a tool complementary to sophisticated numerical modelling and has potential as an analytical tool to evaluate multidisciplinary systems. 相似文献

ABSTRACT: Churchill County, Nevada, has approximately 23,000 residents, among whom an estimated 13,500 relied on private wells for water supply in 2002. This study examined exposure to arsenic in water supplies among residents with private domestic wells and factors related to householder choice to consume tap water. It compared opinions and concerns about water quality with consumption habits and observed concentrations from tap water samples. The results from 351 households indicated that a majority (75 percent) of respondents consumed tap water and that a minority (38 percent) applied treatment. Approximately 66 percent of those who consumed tap water were exposed to concentrations of arsenic that exceeded 10 ppb. Water consumption was related to application of treatment. Among 98 respondents who were not at all concerned about the health effects of aqueous arsenic, 59 (60 percent) reported consuming tap water with concentrations of arsenic exceeding 10 ppb. Conversely, among 86 respondents who were highly concerned about arsenic, 33 (37 percent) consumed tap water with concentrations of arsenic exceeding 10 ppb. Results from a national sampling effort showed that 620 of 5,304 private wells sampled (11.7 percent) had arsenic concentrations above 10 ppb. The paradox of awareness of arsenic in water supplies coupled with consumption of aqueous arsenic in concentrations greater than 10 ppb may be common in other parts of the nation. Enhanced educational efforts, especially related to tap water sampling and explanations of efficacy of available treatment, may be useful means of reducing exposure through private water supplies. 相似文献

The heuristic value of the ecological footprint (EF) conceptual device has met with considerable political and civic buy-in at national, regional and local levels. ABSTRACT: Recently, Congress designated irrigated agriculture under the “nonpoint source” category, covered by Section 208 of P.L. 92-500 and involves the use of “best management practices.” Generally, the most appropriate solutions for pollution abatement from irrigated agriculture involve the delivery and use of water rather than the treatment of irrigation return flows. 1. Technological alternatives should be utilized that are sensitive to local conditions and acceptable to the farmers. 2. Informational and educational programs to assist farm operators individually and collectively must be instituted prior to the start of the project; imaginatively conceived, and continuously modified and upgraded if motivation for change is to be encouraged. 3. Technical assistance personnel should be given short courses in skills needed for working effectively with irrigators. 4. Communication techniques used for working with farmers as individuals and groups should be designed into the implementation program and evaluated. 5. Credibility and trustworthiness of Federal and state agencies in the eyes of the irrigators provide the important final ingredient in effectively implementing change and reducing nonpoint source pollution from irrigated agriculture. 相似文献

Forest Protection and Reforestation in Costa Rica: Evaluation of a Clean Development Mechanism Prototype 总被引:8,自引:1,他引:8

/ Costa Rica has recently established a program that provides funds for reforestation and forest protection on private lands, partly through the sale of carbon certificates to industrialized countries. Countries purchasing these carbon offsets hope one day to receive credit against their own commitments to limit emissions of greenhouse gases. Costa Rica has used the proceeds of the sale of carbon offsets to Norway to help finance this forest incentive program, called the Private Forestry Project, which pays thousands of participants to reforest or protect forest on their lands. The Private Forestry Project is accompanied by a monitoring program conducted by Costa Rican forest engineers that seeks to determine net carbon storage accomplished on these lands each year. The Private Forestry Project, which is officially registered as an Activity Implemented Jointly, is a possible model for bundled projects funded by the Clean Development Mechanism (CDM) established by the 1997 Kyoto Protocol to the UN Framework Convention on Climate Change. It also serves as an interesting example for the CDM because it was designed by a developing country host-not by an industrialized country investor. Accordingly, it reflects the particular "sustainable development" objectives of the host country or at least the host planners. Early experience in implementing the Private Forestry Project is evaluated in light of the main objectives of the CDM and its precursor-Activities Implemented Jointly. It is concluded that the project appears to meet the criteria of global cost-effectiveness and financing from non-ODA sources. The sustainable development implications of the project are specific to the region and would not necessarily match the ideals of all investing and developing countries. There is evidence that degradation of pesticides in simple laboratory systems may differ from that in the field, but it is not clear which of the simplifications inherent in laboratory studies present serious shortcomings. Laboratory experiments evaluated several simplifying assumptions for a clay loam soil and contrasting pesticides. Degradation of cyanazine [2-(4-chloro-6-ethylamino-1,3,5-triazin-2-ylamino)-2-methylpropiononitrile] and bentazone [3-isopropyl-1H-2,1,3-benzothiadiazin-4(3H)-one 2,2-dioxide] at fluctuating temperature and moisture was predicted reasonably well based on parameters derived from degradation under constant conditions. There was a tendency for slower degradation of cyanazine and bentazone in soil aggregates of 3 to 5 mm in diameter (DT50 at 15 degrees C and 40% maximum water holding capacity of 25.1 and 58.2 d, where DT50 is the time for 50% decline of the initial pesticide concentration) than in soil sieved to <3 mm (DT50 of 19.1 and 37.6 d), but the differences were not significant for most datasets. Degradation of cyanazine, isoproturon [3-(4-isopropylphenyl)-1,1-dimethylurea], and chlorotoluron [3-(3-chloro-p-tolyl)-1,1-dimethylurea] was measured in soil amended with different amounts of lignin. The effect of lignin on degradation was small despite considerable differences in sorption. The DT50 values of cyanazine, isoproturon, and chlorotoluron were 16.2, 18.6, and 33.0 d, respectively, in soil without lignin and 19.0, 23.4, and 34.6 d, respectively, in soil amended with 2% lignin. Degradation of bentazone and cyanazine in repacked soil columns was similar under static and flow conditions with 50.1 and 47.2% of applied bentazone and 74.7 and 73.6% of applied cyanazine, respectively, degraded within 20 d of application. Thus, the assumptions underpinning laboratory to field extrapolation tested here were considered to hold for our experimental system. The Glen Canyon Dam has severely altered the riparian zone of the Colorado River in the Grand Canyon. One result of the controlled river discharge is more efficient prediction of water stages at the major rapids, leading to higher visitor use. Increased visitation results in heavy foot traffic, trampling along the river banks, erosion of the campsite soils, and the destruction of vegetation. Erosion occurs when the surfaces are roughened, exposing them to wind transport and runoff. In addition, each footstep physically displaces sand downhill.The results of a field experiment designed to measure the amount of sand displaced by footsteps show that each year trampling alone displaces 230 m3 of sand downslope and into the river. With the controlled river flow, no natural processes exist to replace the lost sediment. 相似文献

All the maintained trails in Great Smoky Mountains National Park were surveyed for width, depth, and a variety of types of erosion. Trail erosion is related to a number of environmental variables, including vegetation type, elevation, trail slope, and section of the park. Open grass balds and spruce-fir forest are the most erosion-sensitive plant communities, and the xeric oak and pine types are the least sensitive. Trails in virgin or mature forest tend to be in poorer condition than those in successional areas. The most important physical factor is the slope of the trail.Trails in the Tennessee district are in slightly poorer condition, on the average, than those in the North Carolina district, but the Appalachian Trail is more eroded than either. A poor section of the park may have ten times the erosion of a good section. On an allpark basis, water erosion is the most important problem, with 15% of the trail surface affected.A comparison of visitation patterns with trail condition indicates that redistribution of use would help to mitigate some erosion problems. Because trail condition is correlated to physical environmental factors, however, some sites will require intensive maintenance, even if visitation is low.The data from this survey have already been used in environmental analysis of proposed developments within the park and can be applied to long-range planning for the park trail system as a whole. 相似文献

The origin of the grassy balds of the Great Smoky Mountains is examined. Some of the areas were cleared by settlers. Grazing by sheep and cattle and the cutting of trees were probably the most important factors in maintaining the grass sward; fire apparently was not used.Vegetation survey plots indicated that little of the original balds' area was still grassy and that most of the invading trees and shrubs could be expected to sprout if cut or burned. Areas presently trampled or mowed had a flora similar to a bald that was still grazed. High-elevation burn scars had many species in common with the grassy balds but had dissimilar community structures; therefore, a policy favoring natural fires would be unlikely to encourage maintanence or formation of grassy balds.The management of open grassy areas on National Forest lands was investigated. Burning was the favored technique, although hand cutting, mowing, and grazing were used. The results of testing various management practices on Gregory Bald are reviewed in terms of cost, impact, and historical authenticity. Implications for park management are discussed. 相似文献
