This paper estimates the true economic income of Peru’s metal mining sector for the period 1992–2006, using a model of green economic income based on Hamilton (2000). The total depletion of natural capital caused by metal mining is calculated by estimating, on the one hand, the depreciation of mining resources (using the Hotelling rent approach) and, on the other, the environmental degradation provoked by metal mining activities. The results show that the total loss of natural capital represents between 31% and 51% of the metal mining GDP and between 2% and 4.9% of Peru’s GDP. On the other hand, correcting the usual GDP measure produced by the traditional National Account System (NAS) for the total loss of natural capital caused by mining activities shows that the GDP traditional measure overestimated by 51–64% the true economic income generated by Peruvian's metal mining sector during the period 1992–2006. The importance of the generation, taxation, and disposition of mining economic rents for Peru’s sustainable development in the future is also discussed. 相似文献

At the district heating plant of Kalmar, Sweden an on-line unit for production of granulated wood ash for nutrient recycling on forest soils is being applied. Currently, the granules are dried by hot air from an oil-fired burner. The objective of this work was to investigate how drying by flue gas affects the hardening of granules, or impacts their chemical composition and properties. Ninety-six granule samples were treated by flue gas from natural gas combustion in a laboratory pilot scale flue gas generator. CO2, CO, O2, C3H8 and NO concentrations were varied during the experiment. Additionally, some samples were treated by flue gas from combustion of sawdust at the heating plant in Kalmar. Drying by flue gases did not affect the chemical composition of granules, but minor effects were seen in their mineralogy. The carbonate content was slightly higher in granules treated with flue gas from natural gas combustion compared to the granules dried by hot air only, when measured by wet chemical methods. Results from XRD analysis imply that the calcite content is higher and the portlandite and arcanite content slightly less in granules treated with flue gas from sawdust combustion compared to the granules dried by hot air only. The results from this investigation showed no negative effects on ash granule composition or physical structure by the use of a flue as a drying medium. 相似文献

Effective management of the energy sector has come to be widely accepted as a necessary factor in economic development in the world's developing countries. High energy costs, coupled with growing demand, have made planning in this sector increasingly important, and this calls for co-ordinated and sustained efforts on many different fronts.
Most developing countries are at present ill-prepared to meet this challenge, and rapid implementation of institutional arrangements for energy planning is essential. These arrangements should be undertaken both at the national level through a national energy entity in the form of a ministry, a commission or an authority; and at the secotoral level through public or private companies.
The current state of development of institutional development in the Asia and Pacific region is reviewed and a scenario for the implementation of the institutional framework is outlined.

ABSTRACT: Unsustainable withdrawals from regional aquifers have resulted in adverse impacts considerable distances from the point locations of supply wells. In one area of the southeastern (SE) Coastal Plain, conservative estimates for repair/replacement of some residential wells damaged or destroyed by unsustainable yield from the Floridan aquifer system exceeded $4 million. However, a comprehensive assessment of damage/economic loss to private property and public resources due to unsustainable yield from that regional karst aquifer has not been made. Uncalculated direct costs to home‐owners from damage attributed to those withdrawals are associated with destruction of homes from increased sinkhole formation, devalued waterfront property, and removal of diseased and dead trees. Examples of other uncalculated economic burdens resulting from unsustainable aquifer yield in the SE Coastal Plain include: (1) irreversible damage to the aquifer matrix and concomitant increased potential for groundwater contamination, (2) large‐scale wildfires with subsequent degradation of air quality, debilitation of transportation corridors, and destruction of timber, wildlife habitat and property, and (3) destruction of “protected” natural areas. This paper provides a general background of the regional Floridan aquifer system's karst characteristics, examples of known impacts resulting from ground water mining in the SE Coastal Plain, and examples of additional damage that may be related to unsustainable yield from the Upper Floridan aquifer. Costs of these impacts have not been calculated and are not reflected in the price users pay for ground water. Evidence suggests that the classic watershed management approach must be revised in areas with mined regional karst aquifers to include impacts of induced recharge from the surficial aquifer, and subsurface inter‐basin flow. Likewise, associated impacts to surface water and interrelated systems must be calculated. The true cost of groundwater mining to this and future generations should be determined using a multidisciplinary approach. 相似文献

Atrazine (6-chloro-N2-ethyl-N4-isopropyl-1,3,5-triazine-2,4-diamine) and metolachlor [2-chloro-N-(2-ethyl-6-methylphenyl)-N-(2-methoxy-1-methylethyl)acetamide] have been found with increasing occurrence in rivers and streams. Their continued use will require changes in agricultural practices. We compared water quality from four crop-tillage treatments: (i) conventional moldboard plow (MB), (ii) MB with ryegrass (Lolium multiflorum Lam.) intercrop (IC), (iii) soil saver (SS), and (iv) SS + IC; and two drainage control treatments, drained (D) and controlled drainage-subirrigation (CDS). Atrazine (1.1 kg a.i. ha-1), metribuzin [4-amino-6-(1,1-dimethylethyl)-3-(methylthio)-1,2,4-triazine-5(4H)-one] (0.5 kg a.i. ha-1), and metolachlor (1.68 kg a.i. ha-1) were applied preemergence in a band over seeded corn (Zea mays L.) rows. Herbicide concentration and losses were monitored from 1992 to spring 1995. Annual herbicide losses ranged from < 0.3 to 2.7% of application. Crop-tillage treatment influenced herbicide loss in 1992 but not in 1993 or 1994, whereas CDS affected partitioning of losses in most years. In 1992, SS + IC reduced herbicide loss in tile drains and surface runoff by 46 to 49% compared with MB. The intercrop reduced surface runoff, which reduced herbicide transport. Controlled drainage-subirrigation increased herbicide loss in surface runoff but decreased loss through tile drainage so that total herbicide loss did not differ between drainage treatments. Desethyl atrazine [6-chloro-N-(1-methylethyl)-1,3,5-triazine-2,4-diamine] comprised 7 to 39% of the total triazine loss. 相似文献

The main aim of this study was to determine how the application of a mulch cover (a mixture of household biocompost and woodchips) onto heavy metal-polluted forest soil affects (i) long-term survival and growth of planted dwarf shrubs and tree seedlings and (ii) natural revegetation. Native woody plants (Pinus sylvestris, Betula pubescens, Empetrum nigrum, and Arctostaphylos uva-ursi) were planted in mulch pockets on mulch-covered and uncovered plots in summer 1996 in a highly polluted Scots pine stand in southwest Finland. Spreading a mulch layer on the soil surface was essential for the recolonization of natural vegetation and increased dwarf shrub survival, partly through protection against drought. Despite initial mortality, transplant establishment was relatively successful during the following 10 yr. Tree species had higher survival rates, but the dwarf shrubs covered a larger area of the soil surface during the experiment. Especially E. nigrum and P. sylvestris proved to be suitable for revegetating heavy metal-polluted and degraded forests. Natural recolonization of pioneer species (e.g., Epilobium angustifolium, Taraxacum coll., and grasses) and tree seedlings (P. sylvestris, Betula sp., and Salix sp.) was strongly enhanced on the mulched plots, whereas there was no natural vegetation on the untreated plots. These results indicate that a heavy metal-polluted site can be ecologically remediated without having to remove the soil. Food and food-related waste is a high priority in terms of waste minimisation in New Zealand. Over the summer of 2012–2013, a survey of 147 participants was conducted on a range of views and practices related to environmental challenges and understandings. The survey, undertaken in Palmerston North, New Zealand, captured a wide socio-demographic. This article focuses on respondents’ food practices from purchase, to plate, to disposal and the environmental implications of these practices. The survey data have allowed an enriched understanding of both individual and structural level challenges as well as incentives towards improving environmental practices in relation to household food waste minimisation. The results indicated that, in keeping with other research in this area, food waste increases according to the number of individuals in a household, and in particular the number of younger people. Also, while the majority of participants were at least “somewhat concerned” about their households’ environmental impact, over three quarters of participant households put food waste into their rubbish bin. Some solutions and directions to further progress research, policy, and practice in this area are offered, and include the need for more direct and personalised communication regarding waste minimisation, along with the provision of kerbside food waste collections. It is clear that individual- or household-level changes are important and must be supported systemically by both local body and state level legislation and initiatives, if there is to be any substantial decline in food waste going to landfill. 相似文献

In the Ohio River (OR), backwater confluence sedimentation dynamics are understudied, however, these river features are expected to be influential on the system’s ecological and economic function when integrated along the river’s length. In the following paper, we test the efficacy of organic and inorganic tracers for sediment fingerprinting in backwater confluences; we use fingerprinting results to evidence sediment dynamics controlling deposition patterns in confluences used for wetland and marina functions; and we quantify the spatial extent of tributary drainages with wetland and marina features in OR confluences. Both organic and inorganic tracers statistically differentiate sediment from stream and river end‐members. Carbon and nitrogen stable isotopes produce greater uncertainty in fingerprinting results than inorganic elemental tracers. Uncertainty analysis of the nonconservative tracer term in the organic matter fingerprinting application estimates an apparent enrichment of the carbon stable isotopes during instream residence, and the nonconservativeness is quantified with a statistical approach unique to the fingerprinting literature. Wetland and marina features in OR confluences impact 42% and 11% of tributary drainage areas, respectively. Sediment dynamics show wetland and marina confluences experience deposition from river backwaters with longitudinally linear and nonlinear patterns, respectively, from sediment sources. 相似文献
