/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. It demonstrated that in order to be effective, environmental assessment and land-use planning should be seen as one effort that is integrated from the start and in each stage of the plan-making process.KEY WORDS: Environmental assessment; Development planning; Galilee  相似文献

ABSTRACT: Many users of hydrometeorological records are not aware of the number of inconsistencies and biases that occur in hydrometeorological records. Examples are presented illustrating how the exposures of sites for measurement of precipitation, wind, snow on the ground, and evaporation determine to a large extent how useful the records are for estimating areal conditions. For areas where precipitation in the form of snow produces a significant portion of the runoff, a smaller number of quality records may be more valuable for modeling than a much larger number of records of lower quality. Information is presented to show that the overall value of an operational hydrometeorological network is dependent upon how consistent and representative of average conditions the collected records are, especially for mountainous areas in cold regions.  相似文献

ABSTRACT: A study was conducted to determine the effects of mining and reclaiming originally undisturbed watersheds on surface-water hydrology in three small experimental watersheds in Ohio. Approximately six years of data were collected at each site, with differing lengths of premining (Phase 1), mining and reclamation (Phase 2), and post-reclamation (Phase 3) periods. Mining and reclamation activities showed no consistent pattern iii base-flow, and caused slightly more frequent higher daily flow volumes. Phase 2 activities can cause reductions in seasonal variation in double mass curves compared with Phase 1. Restoration of seasonal variations was noticeably apparent at one site during Phase 3. The responses of the watersheds to rainfall intensities causing larger peak flow rates generally decreased due to mining and reclamation, but tended to exceed responses observed in Phase 1 during Phase 3. Natural Resources Conservation Service (NRCS) curve numbers increased due to mining and reclamation (Phase 2), ranging from 83 to 91. During Phase 3, curve numbers remained approximately constant from Phase 2, ranging from 87 to 91.  相似文献

Cyberspace, defined by William Gibson as a consensual hallucination, now refers to all computer-generated interactive environments. Virtual reality, one of a class of interactive cyberspaces, allows us to create and interact directly with objects not available in the everyday world. Despite successes in the entertainment and aviation industries, this technology has been called a 'solution in search of a problem'. The purpose of this commentary is to suggest such a problem: the inability to acquire experience with a hazard to motivate mitigation. Direct experience with a hazard has been demonstrated as a powerful incentive to adopt mitigation measures. While we lack the ability to summon hazard events at will in order to gain access to that experience, a virtual environment can provide an arena where potential victims are exposed to a hazard's effects. Immersion as an active participant within the hazard event through virtual reality may stimulate users to undertake mitigation steps that might otherwise remain undone. This paper details the possible direction in which virtual reality may be applied to hazards mitigation through a discussion of the technology, the role of hazard experience, the creation of a hazard simulation and the issues constraining implementation.  相似文献

Until now no structured methodology existed for attuning environmental considerations to the business strategy of companies. The Environmental Competence Centre of Philips Sound & Vision in The Netherlands has developed and tested a methodology for this purpose. This methodology, called Selection of STRrategic Environmen Tal CHallenges (STRETCH), has proven to lead to promising results and should therefore be actively promoted. In this article, the authors show how the application of STRETCH provides the possibility of meeting three main objectives: First, focusing on the incorporation of environmental aspects into the company's business strategy can elicit innovations that may enhance the competitive position of the company by cost reduction and/or higher market shares. Second, the environmental opportunities and threats to be expected in the future can be anticipated in an earlier phase. Through this proactive approach a company can avoid external criticism and take the lead in environmental priority setting. Third, by applying the STRETCH methodology even higher eco-efficiencies are expected to be reached than through incremental, step-by-step environmental improvements.  相似文献

ABSTRACT: Atrazine and atrazine-residue (atrazine + two metabolites - deethylatrazine and deisopropylatrazine) concentrations were examined to determine if consideration of these atrazine metabolites substantially adds to our understanding of the distribution of this pesticide in groundwater of the midcontinental United States. The mean of atrazine.residue concentrations was 53 percent greater than that of atrazine alone for those observations above the detection limit (> 0.05 μg/l). Furthermore, a censored regression analysis using atrazine-residue concentrations revealed significant factors not identified when only atrazine concentrations were used. Thus, knowledge of concentrations of these atrazine metabolites is required to obtain a true estimation of risk of using these aquifers as sources for drinking water, and such knowledge also provides information that ultimately may be important for future management policies designed to reduce atrazine concentrations in ground water.  相似文献

ABSTRACT: A non-linear optimization model is applied to the California State Water Project (SWP) and portions of the Central Valley Project (CVP). The model accounts for the major hydrologic, regulatory, and operational features of both projects. The model maximizes long-term SWP yields over a 70-year period, using a quarterly time step. The potential for increased yield associated with a proposed facility improvement is evaluated with the model. The proposed facility is an extension of the Folsom-South Canal, which would allow water to be conveyed from the American River below Folsom Reservoir into New Melones Reservoir on the Stanislaus River or into the California Aqueduct. Model results indicate that extension of the Folsom-South Canal has the potential to increase SWP yields by 13 percent.  相似文献

ABSTRACT: Recent studies suggest that waste generation from the freshwater phase of Atlantic salmon (Salmo salar L.) production varies considerably on an annual basis. A fish farm on the West Coast of Scotland was visited regularly during a two-year period to determine inflow and outflow water quality. Waste output budgets of suspended solids (SS), biochemical oxygen demand (BOD), total nitrogen (TN), total phosphorus (TP), total ammonia nitrogen (TAN = NH3+NH4+), dissolved reactive phosphorus (DRP) and total phosphorus (TP) were produced. The annual waste loadings obtained were 71 kg TN t fish?1 yr?1 (one year of data only), 10.9–11.1 kg TP t fish?1 yr?1, 1.2–2.1 kg DRP t fish?1 yr?1, 422–485 kg BOD5 t fish?1 yr?1, 327–337 kg SS t fish?1 yr?1, and 30–35 kg TAN-N t fish?1 yr?1. Simple linear regression models relating waste parameter production to water temperature and feeding regime were developed. When compared to existing data for other salmonid production systems, greater ranges of daily waste loadings were observed. Wide variations in concentrations of these parameters during a daily cycle were also observed, suggesting that mass balance estimates of waste production will provide more robust estimates of waste output than frequent monitoring of outflow water quality.  相似文献
