Objective: This article describes the patterns of self-reported driving under the influence of alcohol (DUIA) and driving under the influence of cannabis (DUIC) among licensed Ontario students in 2009 and examines their associations with graduated licensing, risk taking, and substance use problems for understanding DUIA and DUIC behaviors. Ontario's graduated licensing system requires new drivers to hold a G1 license for a minimum of 8 months and a G2 license for a minimum of 12 months before a full and unrestricted G license can be obtained. Among other restrictions, G1 drivers must maintain a 0 blood alcohol content (BAC), have an experienced driver in the passenger seat, not drive on any high-speed expressways, and not drive between the hours of midnight and 5 a.m. A G2 license is more similar to a G license, with fewer restrictions.

Method: This study analyzed data from the 2009 Ontario Student Drug Use and Health Survey (OSDUHS). The OSDUHS is a biennial population-based survey of students (grades 7 to 12) in Ontario, Canada.

Results: The results showed that 16.3% of licensed students in Ontario reported DUIC and 11.5% reported DUIA during the past year. After controlling for the effect of age, type of license emerged as a robust predictor for both DUIA and DUIC behavior, because students with a G2 and full license were significantly more likely to report DUIA and DUIC than drivers with a G1 license. Multivariate analyses suggested that risk-seeking behaviors were more important for understanding DUIA behavior than for DUIC behavior. Elevated problem indicators for alcohol and for cannabis were associated with DUIA and DUIC, respectively.

Conclusions: Though much attention has been paid to drinking and driving among adolescents, this research shows that more Ontario students now report driving after cannabis use than after drinking alcohol. The results identify important correlates of both behaviors that may be useful for prevention purposes.  相似文献

The presence of several anthropogenic chemicals has been documented in the atmosphere of the Canadian prairies. The deposition of these chemicals as a mixture is of importancesince little is known of the combined effects of these chemicalson aquatic organisms. This study was designed to evaluate theacute and chronic toxicity of a complex mixture of nineatmospherically transported pesticides to Ceriodaphniadubia. The nine selected pesticides (bromoxynil, dicamba, 2,4-D,MCPA, triallate, trifluralin, pentachlorophenol, lindane, and4,4-DDT) were detected in appreciable quantities in dryatmospheric deposits. The concentration of each pesticide in themixture was based on maximum measured daily dry deposition ratesfor central Canada, except for pentachlorophenol, which wasestimated based on atmospheric concentrations. The 48-h LC50estimate for C. dubia exposed to the pesticide mixture was174.60 g L-1 (340 times the measured total dry deposition concentration). The estimated NOEC and LOEC for bothsurvival and reproduction, as determined in the 7-d chronic toxicity test, were 51.3 (100 times) and 154 g L-1 (300 times), respectively. A basic risk assessment, using the toxic unit approach, suggested that the toxicity of the pesticide mixture was mainly due to 4,4-DDT. Overall, this atmospherically transported complex mixture of pesticides appearsto pose a negligible toxicological risk to non-target aquatic invertebrates such as zooplankton.  相似文献

We compared the levels of arsenic, cadmium, chromium, lead, manganese, mercury and selenium in a small species of fish (Central stonerollers, Campostoma anomalum) collected from East Fork Poplar Creek (EFPC) and a reference site in eastern Tennessee. Stonerollers are minnows in the Cyprinidae family that serve as prey for many carnivores in aquatic systems. Fish were collected from East Fork Poplar Creek within the U.S. Department of Energy's Y-12 National Security Complex, part of the Oak Ridge Reservation, and from a reference stretch of the Little River in East Tennessee. Whole fish were homogenized for analysis. Concentrations of all metals (except arsenic) were significantly higher in stonerollers from EFPC compared to the reference site. Mercury levels in minnows from EFPC averaged 0.4 ppm (μg/g), four times higher than the average for fish in the U.S. in general. This was higher than levels in fish from the nearby Clinch River and higher than fillets of white bass (Morone chrysops) from the same creek. Most metal levels were inversely related to size and weight of the stonerollers, perhaps due to growth dilution.  相似文献

The rocky intertidal mussel Mytilus californianus is exposed to potentially damaging thermal conditions during low tide. However, because the temperatures of ectothermic organisms are driven by multiple climatic factors, we do not fully understand what the body temperatures of intertidal invertebrates are under field conditions, or how thermal stress varies between intertidal sites. We designed a temperature logger that thermally matches (similar size, color, morphology and thermal inertia) living mussels of the species M. californianus, and tested its ability to provide realistic measurements of body temperature in the field. As part of these tests, we examined the propensity of M. californianus to gape, a behavior in which the mussel opens its shell valves, and which may permit evaporative cooling. Because our instruments were unable to mimic this behavior, we tested the degree to which gaping contributes to animal cooling by exposing M. californianus to a range of climatic conditions while recording body temperatures, gaping behavior and water loss. Results indicated no significant influence of gaping on body temperature. Tests comparing temperatures of loggers to those of real mussels under laboratory and field conditions showed that thermally matched loggers recorded temperatures within a few degrees of living animals and that unmodified loggers regularly incurred errors of up to 14°C. We then deployed a series of thermally matched loggers at two sites in central Oregon (Boiler Bay and Strawberry Hill) previously hypothesized to display site-specific differences in aerial temperature, and at various wave-exposure regimes within each site. Significant differences were demonstrated between sites using a subset of temperature metrics in a multivariate analysis. Yearly peaks in maximum temperature, average daily maximum temperature, and degree hours were useful in discriminating between sites. In 2001, wave-exposed sites at Strawberry Hill displayed fewer degree–hours than wave-protected sites, but an equivalent or greater maximum temperature. In 2002 both of these metrics were significantly lower in wave-exposed sites. Summary. The furoquinoline alkaloids skimmianine and dictamnine were tested for effects on the feeding and growth of larvae of the generalist lepidopteran, Spodoptera litura. Skimmianine was further investigated for toxic and phototoxic effects on the larvae of Trichoplusia ni, also a generalist species. In feeding experiments with S. litura, growth and consumption of larvae decreased with increasing concentration of furoquinolines; skimmianine caused a greater reduction in growth than dictamnine. In T. ni, dietary skimmianine reduced growth and consumption; when administered topically, it significantly reduced consumption but without a concomitant reduction in growth. Phototoxicity of skimmianine was not apparent in T. ni because UV light failed to increase the negative effects of the alkaloid on larvae.  相似文献

Political inaction at the federal level in the United States has driven increased attention to the importance of planning for climate change at the metropolitan level. This study reports on a survey of 25 regional councils in the United States that measures the extent to which they have adopted climate change plans and to identify the factors that influence their ability to implement climate change initiatives. The findings revealed that a majority of regional councils are involved in planning for and seeking to reduce climate change, and that existing efforts in complementary policy domains make this involvement possible. The findings support a multi-level framework to assess the institutional capacity of regional councils to implement climate change policy and planning in a metropolitan area.  相似文献

The Federal Clean Air Act (FCAA) framework envisions a federal-state partnership whereby the development of regulations may be at the federal level or state level with federal oversight. The U.S. Environmental Protection Agency (EPA) establishes National Ambient Air Quality Standards to describe “safe” ambient levels of criteria pollutants. For air toxics, the EPA establishes control technology standards for the 187 listed hazardous air pollutants (HAPs) but does not establish ambient standards for HAPs or other air toxics. Thus, states must ensure that ambient concentrations are not at harmful levels. The Texas Clean Air Act authorizes the Texas Commission on Environmental Quality (TCEQ), the Texas state environmental agency, to control air pollution and protect public health and welfare. The TCEQ employs three interactive programs to ensure that concentrations of air toxics do not exceed levels of potential health concern (LOCs): air permitting, ambient air monitoring, and the Air Pollutant Watch List (APWL). Comprehensive air permit reviews involve the application of best available control technology for new and modified equipment and ensure that permits protect public health and welfare. Protectiveness may be demonstrated by a number of means, including a demonstration that the predicted ground-level concentrations for the permitted emissions, evaluated on a case-by-case and chemical-by-chemical basis, do not cause or contribute to a LOC. The TCEQ's ambient air monitoring program is extensive and provides data to help assess the potential for adverse effects from all operational equipment in an area. If air toxics are persistently monitored at a LOC, an APWL area is established. The purpose of the APWL is to reduce ambient air toxic concentrations below LOCs by focusing TCEQ resources and heightening awareness. This paper will discuss examples of decreases in air toxic levels in Houston and Corpus Christi, Texas, resulting from the interactive nature of these programs.

Implications: Texas recognized through the collection of ambient monitoring data that additional measures beyond federal regulations must be taken to ensure that public health is protected. Texas integrates comprehensive air permitting, extensive ambient air monitoring, and the Air Pollutant Watch List (APWL) to protect the public from hazardous air toxics. Texas issues air permits that are protective of public health and also assesses ambient air to verify that concentrations remain below levels of concern in heavily industrialized areas. Texas developed the APWL to improve air quality in those areas where monitoring indicates a potential concern. This paper illustrates how Texas engaged its three interactive programs to successfully address elevated air toxic levels in Houston and Corpus Christi.  相似文献

Cold heavy oil production with sands (CHOPS) is a common oil extraction method in the Canadian provinces of Alberta and Saskatchewan that can result in significant methane emissions due to annular venting. Little is known about the magnitude of these emissions, nor their contributions to the regional methane budget. Here the authors present the results of field measurements of methane emissions from CHOPS wells and compare them with self-reported venting rates. The tracer ratio method was used not only to analyze total site emissions but at one site it was also used to locate primary emission sources and quantify their contributions to the facility-wide emission rate, revealing the annular vent to be a dominant source. Emissions measured from five different CHOPS sites in Alberta showed large discrepancies between the measured and reported rates, with emissions being mainly underreported. These methane emission rates are placed in the context of current reporting procedures and the role that gas-oil ratio (GOR) measurements play in vented volume estimates. In addition to methane, emissions of higher hydrocarbons were also measured; a chemical “fingerprint” associated with CHOPS wells in this region reveals very low emission ratios of ethane, propane, and aromatics versus methane. The results of this study may inform future studies of CHOPS sites and aid in developing policy to mitigate regional methane emissions.

Implications: Methane measurements from cold heavy oil production with sand (CHOPS) sites identify annular venting to be a potentially major source of emissions at these facilities. The measured emission rates are generally larger than reported by operators, with uncertainty in the gas-oil ratio (GOR) possibly playing a large role in this discrepancy. These results have potential policy implications for reducing methane emissions in Alberta in order to achieve the Canadian government’s goal of reducing methane emissions by 40–45% below 2012 levels within 8 yr.  相似文献
