The purpose of this research was to elicit and compare the open-space preferences of citizens and openspace experts in Albuquerque, New Mexico, USA. A randomly selected sample of 492 citizens and 35 open-space experts participated in a telephone survey during May 5–18, 1986. The following hypothesis was tested and used as a guideline for the study:HO1: There is no significant difference between respondents' status and preference for open space in Albuquerque, New Mexico.The hypothesis was rejected. Findings confirmed respondents' status affected preference for open space. Of the eight issues on which the citizen and expert groups were compared, five recorded significant differences in response profiles. The open-space expert group was significantly more supportive of using open space to accommodate offroad vehicle facilities, wildlife preserves, a citywide recreational trail, and a trail system along the arroyos and city ditches. The citizen sample was significantly more supportive of using open space to accommodate overnight camping facilities. Both groups equally supported using open space to accommodate an outdoor amphitheater, outdoor education facilities, and rafting, kayaking, and canoeing facilities.The finding indicated that expert preferences did not represent an aggregate of citizen preferences for managing open-space resources. As the number of proposals to divert streamflow for power production has increased in recent years, interest has grown in predicting the impacts of flow reductions on riparian vegetation. Because the extent and density of riparian vegetation depend largely on local geomorphic and hydrologic setting, site-specific geomorphic and hydrologic information is needed. This article describes methods for collecting relevant hydrologic data, and reports the results of such studies on seven stream reaches proposed for hydroelectric development in the eastern Sierra Nevada, California, USA. The methods described are: (a) preparing geomorphic maps from aerial photographs, (b) using well level records to evaluate the influence of streamflow on the riparian water table, (c) taking synoptic flow measurements to identify gaining and losing reaches, and (d) analyzing flow records from an upstream-downstream pair of gages to document seasonal variations in downstream flow losses. In the eastern Sierra Nevada, the geomorphic influences on hydrology and riparian vegetation were pronounced. For example, in a large, U-shaped glacial valley, the width of the riparian strip was highly variable along the study reach and was related to geomorphic controls, whereas the study reaches on alluvial fan deposits had relatively uniform geomorphology and riparian strip width. Flow losses of 20% were typical over reaches on alluvial fans. In a mountain valley, however, one stream gained up to 275% from geomorphically controlled groundwater contributions. 相似文献

A procedure is outlined which allows consideration of both objective and subjective indicators to establish priorities in plan implementation of water resource development. The objective procedure utilizes stepwise multiple discriminant analysis to predict community performance regarding planned project implementation, based on previous project implementation in the Northeast. The subjective procedure incorporates prior probabilities developed by the planner, based on observation and experience gained through the planning process. ABSTRACT: During the drought year of 1977, unusually low river flows during the summer caused the City of Fort Collins, Colorado, to institute lawn watering restrictions for six weeks as a conservation measure. Water use during the restriction period decreased 41 percent below the previous year. The effectiveness of the restrictions, however, has been unclear because abnormally wet weather also appeared to reduce evapotranspiration rates during the period the restrictions were in effect. The statistical analysis indicates that the reduction in water use due to lawn watering restrictions was 603 acre-feet and that abnormal weather reduced use by an additional 659 acre-feet during the same period. During a period of normal evapotranspiration rates, such restrictions would be expected to reduce Fort Collins municipal water usage by 19.7 percent. 相似文献

With the increasing Federal role in all aspects of water resource planning, the need for a planning model to enable calculations of projected Municipal Water requirements has become evident. This study represents an initial effort at developing an econometric model of Municipal Water requirements which (1) incorporates variables (or proxies) reflecting the various factors affecting water demand (i.e., demographic, social, industrial), and (2) requires only readily available, published data for its use. This model permits determinations of the water requirements of 488 cities grouped into 19 geographic regions or “Pseudo States.” Separate regression functions have been fitted to the cities within each of the 19 regions. Derivation of the exact functions for each region entailed a cross section stepwise regression analysis in which some 18 different variables were examined. This research deals with the manner in which the Arizona Legislature dealt with the issue of the Central Arizona Project. Due to the massive costs and impact, the Central Arizona Project was handled by the Legislature in a nonroutinized manner. There was no Legislative precedent for dealing with such a major public work project. ABSTRACT. This paper outlines an approach to planning the management of a lake heavily used for recreation and of substantial importance to the tourist economy of Northeastern Wisconsin. A framework, utilizing a three dimensional matrix, is developed to analyze levels of public concern, management alternatives and action agencies. Structural and non-structural alternatives are examined and evaluated on the basis of social and economic criteria, long- and short-term environmental impact and legal-political feasibility. Data requirements which created the necessity for an interdisciplinary approach involving social, physical, and biological sciences are enumerated.
