At the international level, India is emerging as a key actor in climate negotiations, while at the national and sub-national levels, the climate policy landscape is becoming more active and more ambitious. It is essential to unravel this complex landscape if we are to understand why policy looks the way it does, and the extent to which India might contribute to a future international framework for tackling climate change as well as how international parties might cooperate with and support India's domestic efforts. Drawing on both primary and secondary data, this paper analyzes the material and ideational drivers that are most strongly influencing policy choices at different levels, from international negotiations down to individual states. We argue that at each level of decision making in India, climate policy is embedded in wider policy concerns. In the international realm, it is being woven into broader foreign policy strategy, while domestically, it is being shaped to serve national and sub-national development interests. While our analysis highlights some common drivers at all levels, it also finds that their influences over policy are not uniform across the different arenas, and in some cases, they work in different ways at different levels of policy. We also indicate what this may mean for the likely acceptability within India of various climate policies being pushed at the international level.  相似文献

Purpose

The purpose of the research is to investigate the applicability of the low-cost natural biosorbents for the removal of Pb(II) ions from aqueous solution and effluent from battery industry.

Methods

Six different biosorbents namely rice straw, rice bran, rice husk, coconut shell, neem leaves, and hyacinth roots have been used for the removal of Pb(II) ions from aqueous solution in batch process. All the biosorbents were collected from local area near Kolkata, West Bengal, India. The removal efficiency was determined in batch experiments for each biosorbent.

Results

The biosorbents were characterized by SEM, FTIR, surface area, and point of zero charge. The sorption kinetic data was best described by pseudo-second-order model for all the biosorbents except rice husk which followed intraparticle diffusion model. Pb(II) ions adsorption process for rice straw, rice bran, and hyacinth roots were governed predominately by film diffusion, but in the case of rice husk, it was intraparticle diffusion. Film diffusion and intraparticle diffusion were equally responsible for the biosorption process onto coconut shell and neem leaves. The values of mass transfer coefficient indicated that the velocity of the adsorbate transport from the bulk to the solid phase was quite fast for all cases. Maximum monolayer sorption capacities onto the six natural sorbents studied were estimated from the Langmuir sorption model and compared with other natural sorbents used by other researchers. The Elovich model, the calculated values of effective diffusivity, and the sorption energy calculated by using the Dubinin?CRadushkevich isotherm were indicated that the sorption process was chemical in nature. The thermodynamic studies indicated that the adsorption processes were endothermic. FTIR studies were carried out to understand the type of functional groups responsible for Pb(II) ions binding process. Regeneration of biosorbents were carried out by desorption studies using HNO3. Battery industry effluents were used for the application study to investigate applicability of the biosorbents.

Conclusion

The biosorbents can be utilized as low-cost sorbents for the removal of Pb(II) ions from wastewater.  相似文献

A Visual Basic simulation software (WATTPPA) has been developed to analyse the performance of an advanced wastewater treatment plant. This user-friendly and menu-driven software is based on the dynamic mathematical model for an industrial wastewater treatment scheme that integrates chemical, biological and membrane-based unit operations. The software-predicted results corroborate very well with the experimental findings as indicated in the overall correlation coefficient of the order of 0.99. The software permits pre-analysis and manipulation of input data, helps in optimization and exhibits performance of an integrated plant visually on a graphical platform. It allows quick performance analysis of the whole system as well as the individual units. The software first of its kind in its domain and in the well-known Microsoft Excel environment is likely to be very useful in successful design, optimization and operation of an advanced hybrid treatment plant for hazardous wastewater.  相似文献

Two biodegradable polyesters, poly(butylene adipate-co-terephthalate) (PBAT) and poly(butylene succinate) (PBS) were melt-compounded in a twin screw extruder to fabricate a novel PBS/PBAT blend. The compatibility of the blend was attributed to the transesterification reaction that was confirmed by Fourier transform infrared spectroscopy. The Gibbs free energy equation was applied to explain the miscibility of the resulting blend. Dynamic mechanical analysis of the blends exhibits an intermediate tanδ peak compared to the individual components which suggests that the blend achieved compatibility. One of the key findings is that the tensile strength of the optimized blend is higher than each of the blended partner. Rheological properties revealed a strong shear-thinning tendency of the blend by the addition of PBAT into PBS. The phase morphology of the blends was observed through scanning electron microscopy, which revealed that phase separation occurred in the blends. The spherulite growth in the blends was highly influenced by the crystallization temperature and composition. In addition, the presence of a dispersed amorphous phase was found to be a hindrance to the spherulite growth, which was confirmed by polarizing optical microscopy. Furthermore, the increased crystallization ability of PBAT in the blend systems gives the blend a balanced thermal resistance property.  相似文献

Plastic is a broad name given to the different types of organic polymers having high molecular weight and is commonly derived from different petrochemicals. Plastics are generally not biodegradable or few are degradable but in a very slow rate. Day by day, the global demand of these polymers is sharply increasing; however, considering their abundance and potentiality in causing different environmental hazards, there is a great concern in the possible methods of degradation of plastics. Recently, there have been some debates at the world stage about the potential degradation procedures of these synthetic polymers and microbial degradation has emerged as one of the potential alternative ways of degradation of plastics. Alternatively, some scientists have also reported many adverse effects of these polymers in human health, and thus, there is an immediate need of a potential screening of some potential microbes to degrade these synthetic polymers. In this review, we have taken an attempt to accumulate all information regarding the chemical nature along with some potential microbes and their enzymatic nature of biodegradation of plastics along with some key factors that affect their biodegradability.  相似文献

The large differences in seasonal rates of wet sulfate deposition observed at many receptors in eastern North America imply that reducing SO2 emissions only in the summer half of the year (April-September) would bring about greater annual wet sulfate deposition reductions than reducing emissions by the same amount year-round. Targeting the emission reductions to those source areas which contribute the bulk of summer depositions in ecologically sensitive areas would increase further the gain factor, defined as the ratio of annual fractional deposition decrement to annual fractional emission decrement. In the northeastern U.S., between 10 and 15 rain episodes deposit about 60 percent of the annual wet sulfate; reducing emissions in the dry periods preceding these heavy deposition episodes could further increase the gain factor. However, it is difficult to predict these episodes, and they do not occur simultaneously over large regions of the country.  相似文献

The performance of the AERMOD air dispersion model under low wind speed conditions, especially for applications with only one level of meteorological data and no direct turbulence measurements or vertical temperature gradient observations, is the focus of this study. The analysis documented in this paper addresses evaluations for low wind conditions involving tall stack releases for which multiple years of concurrent emissions, meteorological data, and monitoring data are available. AERMOD was tested on two field-study databases involving several SO2 monitors and hourly emissions data that had sub-hourly meteorological data (e.g., 10-min averages) available using several technical options: default mode, with various low wind speed beta options, and using the available sub-hourly meteorological data. These field study databases included (1) Mercer County, a North Dakota database featuring five SO2 monitors within 10 km of the Dakota Gasification Company’s plant and the Antelope Valley Station power plant in an area of both flat and elevated terrain, and (2) a flat-terrain setting database with four SO2 monitors within 6 km of the Gibson Generating Station in southwest Indiana. Both sites featured regionally representative 10-m meteorological databases, with no significant terrain obstacles between the meteorological site and the emission sources. The low wind beta options show improvement in model performance helping to reduce some of the overprediction biases currently present in AERMOD when run with regulatory default options. The overall findings with the low wind speed testing on these tall stack field-study databases indicate that AERMOD low wind speed options have a minor effect for flat terrain locations, but can have a significant effect for elevated terrain locations. The performance of AERMOD using low wind speed options leads to improved consistency of meteorological conditions associated with the highest observed and predicted concentration events. The available sub-hourly modeling results using the Sub-Hourly AERMOD Run Procedure (SHARP) are relatively unbiased and show that this alternative approach should be seriously considered to address situations dominated by low-wind meander conditions.

Implications: AERMOD was evaluated with two tall stack databases (in North Dakota and Indiana) in areas of both flat and elevated terrain. AERMOD cases included the regulatory default mode, low wind speed beta options, and use of the Sub-Hourly AERMOD Run Procedure (SHARP). The low wind beta options show improvement in model performance (especially in higher terrain areas), helping to reduce some of the overprediction biases currently present in regulatory default AERMOD. The SHARP results are relatively unbiased and show that this approach should be seriously considered to address situations dominated by low-wind meander conditions.  相似文献

Spiromesifen (Oberon) is a new insecticide and miticide of chemical class ketoenol active against white flies (Bemisia spp., Trialeuroides spp.) and spider mites (Tetranychus and Panonychus spp.). Due to its potential significance in insect resistance management, it is important to establish its behaviour on crop and environment. In the present study, the degradation/dissipation of spiromesifen on tea crop under tropical environmental conditions was studied and its DT(50) (t(1/2)), and DT(90) (time to reduce to 90% of the initial value) were estimated. Spiromesifen was sprayed on tea crop after first rain flush at four different locations @ 96 and 192ga.i.ha(-1). Samples of tea leaves were drawn at 0, 1, 3, 5, 7, 10, 15, 21 and 30 days after treatment and that of soil at 10 days after treatment and at harvest from 0 to 15 and 15 to 30cm layers. After crude extraction of tea leaves for spiromesifen residues with acetone:water, the contents were partitioned with cyclohexane:ethyl acetate and cleaned up on Florosil column. Soil residues were also extracted similarly. Quantification of residues was done on GC-MS in Selected Ion Monitoring (SIM) mode in mass range 271-274m/z. The LOQ of this method was found to be 0.05microgg(-1) while LOD being 0.015microgg(-1). The DT(50) of spiromesifen when applied at recommended doses in tea leaves was found to be 5.0-8.5 days. Ninety-nine percent degradation was found to occur within 33-57 days after application. In soil, no residues of spiromesifen were detectable 10 days after treatment.  相似文献

A well known river hydrodynamic model RiverCAD has been used to simulate and visualize flood scenarios for different designated flood flows under complex riverbed geometry with several man made structures like bridges and barrages. The model applied successfully for the stretch of 23 km in the Yamuna floodplain of Delhi region from Wazirabad barrage in the upstream to Okhla barrage. Flood flows for various return periods namely once in 10, 25, 50 and 100 years were estimated based on recorded flow data for the period of 1963 to 2003 using standard flood frequency analysis techniques. The simulation results were compared and the model was calibrated with water surface elevation records of the previous floods at various barrage and bridge locations. Simulation results enabled prediction of maximum water levels, submergence scenarios and land availability under different designated flood flows for riverbed assessment, development and management.  相似文献
