ABSTRACT: The State of Florida (1994) has adopted a plan for addressing Everglades eutrophication problems by reducing anthropogenic phosphorus loads. The plan involves implementation of Best Management Practices in agricultural watersheds and construction of regional treatment marshes (Stormwater Treatment Areas or STA's). This paper describes the development, testing, and application of a mass-balance model for sizing STA's to achieve treatment objectives. The model is calibrated and tested against peat and water-column data collected in Water Conservation Area-2A (WCA-2A), where phosphorus dynamics and eutrophication impacts have been intensively studied. The 26-year-average rate of phosphorus accretion in peat is shown to be proportional to average water-column phosphorus concentration, with a proportionality constant of 10.2 m/yr (90 percent Confidence Interval = 8.9 to 11.6 m/yr). Spatial and temporal variations in marsh water-column data suggest that drought-induced recycling of phosphorus was important during periods of low stage in WCA-2A. Maintaining wet conditions will be important to promote phosphorus removal in STA's. Sensitivity analysis of STA performance is conducted over the range of uncertainty in model parameter estimates to assess the adequacy of the model as a basis for STA design.  相似文献

In 2020, the Chesapeake Bay Program moved to offset impacts from climate change for the 30-year period from 1995 through 2025 by having its seven watershed jurisdictions (Delaware, Maryland, New York, Pennsylvania, Virginia, West Virginia, and the District of Columbia) apply additional nutrient pollutant reduction practices. The climate change assessment was performed with integrated models of the Chesapeake watershed, airshed, and estuary. Scenarios run for the years 2025, 2035, 2045, and 2055 estimated effects from the different future climatic conditions. This article presents the results of that assessment and is intended to provide a guide to assist other modeling practitioners in assessing climate change impacts in coastal watersheds. Major influences of climate change that were quantified include increases in precipitation volume, potential evapotranspiration, watershed nutrient loads, tidal water temperature, and sea level. Minor influences quantified in the climate change analysis include changes in nutrient speciation and increases in wet deposition of nitrogen, CO2, rainfall intensity, tidal wetland loss, up-estuary salt intrusion, and phytoplankton biomass. To offset climate change impacts from 1995 to 2025 on water quality, the scenarios indicate an additional 2.3 million and 0.3 million kg of nitrogen and phosphorus per annum, respectively, will need to be reduced beyond what is called for in the Chesapeake Total Maximum Daily Load.  相似文献

Abstract: Opportunities for the development of an amalgam of park and leisure-oriented commercial establishments in urban-core waterfont settings exist in many U.S. cities. Public awareness of the need to enhance the environmental quality of these waterfont areas has resulted in a demand for planning and implementation action. However, the lack of understanding of urban political systems has been an inhibiting factor in the development of this park/ business concept. The major factors that influence the decision-making process leading to the development of urban-core waterfronts for park/business use are identified inthis paper. Understanding this decision-making process can aid project implementation and avoid waste of planning effort in time, dollars, and productivity.  相似文献

ABSTRACT: Most of California's precipitation falls at the wrong place in the wrong season in relation to the water needs. Redistribution and regulation are essential. Aquifer systems – groundwater basins – can provide a share of the future cyclic storage regulation. There are some differences in management concepts in using a full basin in comparison with a partially dewatered basin. Legal, water quality, and physical impacts on aquifer systems, including subsidence, are concerns. Storage may be for the benefit of overlying water users or for distant areas. Extraction during dry periods or recharge methods will require careful planning. Existing rights and uses and equitable treatment of all parties must be assured. Financial compensation may be involved. Changes in methods of operation or degree of self-determination by affected water agencies will require committed watermanship to resolve. Legislation or amendments to organic acts may be needed but much can be accomplished within existing statutes. Environmental impacts which can be avoided by not using large surface storage sites are important. Energy for pumping will be a key consideration. About 40 percent of California is underlain by aquifer systems. This resource offers major potential in overcoming the maldistribution of natural water resources.  相似文献

The purpose of this study was to collect specific information on the characteristics and intensity of local Blue Ridge Parkway use and to use that information to develop a recreation use model of local Parkway visitation. Data were obtained from a self-administered mail-back questionnaire sent to a random sample of people living in the 29 counties adjacent to the Parkway.We developed two recreation use projection/demand models that employ three variables (distance, alternative recreation sites, and population density) to predict visitation to different Parkway areas from various local origins. The derived model estimates indicated that about one-fourth of all Parkway visits in 1978 were one-day visits made by area residents.  相似文献

ABSTRACT: This paper presents the results of an investigation of the effects of the Maryland Critical Area Act on generation of non-point source loads of phosphorus, nitrogen, and sediment to the Rhode River estuary. The Simple Method model, the Marcus and Kearney regression model, and the CREAMS model were used to estimate annual loads under: (1) present conditions, (2) maximum land use development allowable under the Act, and (3) two sets of future land use conditions that might occur if the Act were not in place. Results indicate that the Critical Area Act can reduce the present generation of nonpoint nutrient and sediment loadings 20–30 percent from the regulated area. These reductions can occur while preserving agricultural lands and allowing limited residential and urban development. The decrease in nutrient loadings is primarily dependent upon implementation and enforcement of agricultural best management practices (BMPs). The BMPs could reduce present agricultural nutrient loadings by 90 percent to a level comparable to loadings from residential areas. The estimated effectiveness of the Critical Area Act is even greater when compared to potential future nutrient loadings if development in the area remains unregulated. Unrestricted residential and urban development could increase nutrient loadings by 200 percent to 1000 percent as compared to controlled development under Critical Area Act guidelines. The Critical Area Act primarily prevents these future increases by severely limiting woodland cutting, with lesser results obtained by requiring urban BMPs.  相似文献
