Institutional aspects of flood hazards significantly affect their outcomes in Malaysia. Institutional arrangements to deal with floods include: legislative activity, organisational structures, attitudes and sub-culture, and policies and instruments. When assessed in terms of four specific criteria, institutional aspects of flood hazards are found to be largely inadequate. Disaster reduction programmes are over-dependent on a reactive approach based largely on technology and not even aimed at floods specifically. Structual flood reduction measures are the predominant management tool and, although the importance of non-structural measures is recognised, thus far they have been under-employed. Current laws and regulations with regard to flood management are also insufficient and both the financial and human resources of flood hazard organisations are generally found to be wanting. Finally, economic efficiency, equity and public accountability issues are not adequately addressed by institutional arrangements for flood hazards. 相似文献
In this study, ambient air samples were taken concurrently in the vicinity area of a large-scale municipal waste incinerator (MWI) and the background area for measuring polychlorinated dibenzo-p-dioxins and furans (PCDD/Fs) concentrations from November 1999 through July 2000 in northern Taiwan. The results obtained from eighteen ambient air samples indicate that the mean PCDD/F concentration of seventeen 2,3,7,8-substituted congeners in wintertime (188–348 fg-I-TEQ/m3) is significantly higher than that measured in summertime (56–166 fg-I-TEQ/m3). In addition, the seasonal PCDD/F concentrations are compared with the ambient air quality data including CO, NO2, PM10 and TSP sampled from Taipei area to gain better insights. It indicates that the variation of ambient air PCDD/F concentrations is closely correlated with that of PM10 concentrations. Besides, the results indicate that the I-TEQ concentration of ambient air in sampling site B (directly downwind of the MWI) is of the highest while the sampling site A (upwind of MWI) is of the lowest among all sampling sites. This implies that existing MWI can be a significant emitter of PCDD/Fs in this area. Furthermore, the patterns of the PCDD/F congener distribution at all sampling sites (including the background site in Taoyuan) are quite similar. OCDD concentration is of the highest among seventeen PCDD/F congeners investigated and accounts for about 35% of the total concentration. As for the I-TEQ concentrations, 2,3,4,7,8-PeCDF is the most significant contributor, generally being responsible for 30–45% of the total I-TEQ values depending on the sampling sites and seasons. 相似文献

An evaluation is needed to monitor the progress of sustainable development (SD) in rice production systems. The purpose of this study is to provide policy inputs, examine the sustainability of rice production, and determine major policy areas. A requisite set of 12 indicators of three dimensions of SD, namely economic, was generated by employing an assemblage of top–down and bottom–up approaches. The data were gathered from farm households’ survey as well as in-depth discussion with stakeholders from the regions that represent irrigated, rain-fed lowland, rain-fed upland, flood-prone, and saline-prone rice-growing ecosystems in Bangladesh. By constructing composite indicators, the results revealed that 44 % of rice growers were economically viable, environmentally sound, and socially developed. The irrigated rice production system was found to be the most sustainable. The path analysis measured the contribution of the indicators to the index, and results highlighted that rice growers’ knowledge, skills, and social networks development, improving land productivity, and integrated nutrient management were essential for promoting sustainable rice production. However, the study findings suggest that pluralistic (i.e., government and non-government) agricultural advisory services can serve as an engine of transition to rice production sustainability in which a multi-year planning and strategy formulation are crucial besides investing in the modernization of extension services. Water pollution is a global environmental problem that affects the ecosystem severely. Treatment of oily wastewater and organic pollutants is a major challenge that waits to be solved as soon as possible. Adsorbing is one of the most effective strategies to deal with this problem. Three-dimensional (3D) porous adsorbents made of graphene or graphene-based nanomaterials skeletons had attracted more attention in wastewater treatment because of their large surface area, high porosity, low density, high chemical/thermal stability, and steady mechanical properties, which allow different pollutants to easily access and diffuse into 3D networks of adsorbents. This work presents an extensive summarization of recent progress in the synthesis methodologies and microstructures of 3D graphene foams and 3D graphene-based foams and highlights their adsorption performance for oils and organic solvents. Advantages and disadvantages of various preparation strategies are compared and the corresponded structures of these skeletons are studied in detail. Furthermore, the effects of the structures on oil-adsorption properties are analyzed and some data and parameters of the oil-adsorption properties are listed and studied for easier comparison. At last, the future research directions and technical challenges are prospected, which is hoped that the researchers will be inspired to develop the new graphene-based adsorbents.
