Over the past decades, the Dutch people have been confronted with severe water-related problems, which are the result of an unsustainable water system, arising from human interventions in the physical infrastructure of the water system and the water management style. The claims of housing, industry, infrastructure and agriculture have resulted in increasing pressure on the water system. The continuous subsidence of soil and climate change has put pressure on the land. Hence, the nature and magnitude of water-related problems have changed. Longitudinal research of relevant national policy documents reveals that the water management regime has changed its water management style over the past 30 years from a technocratic scientific style towards an integral and participatory style. We have investigated if the historical development in Dutch Water management can be characterized as a transition. Based on longitudinal research through an integrated systems analysis, document research and expert interviews, we have reconstructed the historical narrative by using the transition concepts of multi-level and multi-phase. This research indicates that the shift in Dutch Water management can be characterized as a transition. This transition is currently in the take-off stage and near the acceleration stage. This is a crucial stage as long as the considerable gap between the strategic macro-vision and the practical implementation at the micro-level remains. As long as these levels are not compatible (modulation), the transition will not be completed successfully. Transition management as multi-level governance model should therefore be adopted to facilitate the modulation.  相似文献

We used stable isotopes to examine the incorporation of plant carbon into the belowground food web of an agricultural system. Plots were established and planted with maize (Zea mays) in a rye field (Secale cereale) near G?ttingen (northern Germany) in May 1999. In October 1999, April 2000, and October 2000, meso- and macrofauna and maize and rye litter were collected in each plot and analyzed for 13C and 15N content. 15N signatures suggested that the soil animal species analyzed span three trophic levels with the trophic position of species varying little in time. The species investigated formed a continuum from primary to secondary decomposers to predators. On average, predator species differed from primary and secondary decomposers by 3.9 sigma15N suggesting that they fed on a mixed diet of both decomposer groups. The combined analysis of 13C and 15N signatures allowed us to identify links between prey and consumer species. In October 1999, shortly after maize residues had been incorporated into the plots, maize-born carbon was present in each of the animal species investigated, including top predators. The incorporation of maize carbon into the belowground food web increased during the following 12 months but the concentration of maize-born carbon never exceeded 50% in any of the species. Furthermore, the ranks of the incorporation of maize-born carbon of the species changed little. The results suggest that the belowground food web relies heavily on carbon originating from plant residues from before the recent two growing seasons. In most species the amount of maize-born carbon increased continuously; however, in some species it decreased during winter, suggesting that these species switched to a diet based more on C3 plants during winter, or predominantly metabolized carbon incorporated during the last growing season. The study documents that the combined analysis of 13C and 15N signatures in soil invertebrate species, after replacement of C3 by C4 plants, is a powerful tool to better understand the structure of the belowground food web and the flux of carbon through it.  相似文献

Over the last decade, sustainability science has been at the leading edge of widespread efforts from the social and natural sciences to produce use-inspired research. Yet, how knowledge generated by sustainability science and allied fields will contribute to transitions toward sustainability remains a critical theoretical and empirical question for basic and applied research. This article explores the limitations of sustainability science research to move the field beyond the analysis of problems in coupled systems to interrogate the social, political and technological dimensions of linking knowledge and action. Over the next decade, sustainability science can strengthen its empirical, theoretical and practical contributions by developing along four research pathways focused on the role of values in science and decision-making for sustainability: how communities at various scales envision and pursue sustainable futures; how socio-technical change can be fostered at multiple scales; the promotion of social and institutional learning for sustainable development.  相似文献

Over the past decades, significant efforts have been invested in the development of push-in technology for site characterization and monitoring for geotechnical and environmental purposes and have especially been undertaken in the Netherlands and Germany. These technologies provide the opportunity for faster, cheaper, and collection of more reliable subsurface data. However, to maximize the technology both from a development and implementation point of view, it is necessary to have an overview of the areas suitable for the application of this type of technology. Such an overview is missing and cannot simply be read from existing maps and material. This paper describes the development of a map showing the feasibility or applicability of Direct Push/Cone Penetrometer Technology (DPT/CPT) in Europe which depends on the subsurface and its extremely varying properties throughout Europe. Subsurface penetrability is dependent on a range of factors that have not been mapped directly or can easily be inferred from existing databases, especially the maximum depth reachable would be of interest. Among others, it mainly depends on the geology, the soil mechanical properties, the type of equipment used as well as soil-forming processes. This study starts by looking at different geological databases available at the European scale. Next, a scheme has been developed linking geological properties mapped to geotechnical properties to determine basic penetrability categories. From this, a map of soil penetrability is developed and presented. Validating the output by performing field tests was beyond the scope of this study, but for the country of the Netherlands, this map has been compared against a database containing actual cone penetrometer depth data to look for possible contradictory results that would negate the approach. The map for the largest part of Europe clearly shows that there is a much wider potential for the application of Direct Push Technology than is currently seen. The study also shows that there is a lack of large-scale databases that contain depth-resolved data as well as soil mechanical and physical properties that can be used for engineering purposes in relation to the subsurface.  相似文献

In 2000, Florida's fast-growing hard clam aquaculture industry became eligible for federal agricultural crop insurance through the US Department of Agriculture, but the responsibility for identifying the cause of mortality remained with the grower. Here we describe the continuous water quality monitoring system used to monitor hard clam aquaculture areas in Florida and show examples of the data collected with the system. Systems recording temperature, salinity, dissolved oxygen, water depth, turbidity and chlorophyll at 30 min intervals were installed at 10 aquaculture lease areas along Florida's Gulf and Atlantic coasts. Six of these systems sent data in real-time to a public website, and all 10 systems provided data for web-accessible archives. The systems documented environmental conditions that could negatively impact clam survival and productivity and identified biologically relevant water quality differences among clam aquaculture areas. Both the real-time and archived data were used widely by clam growers and nursery managers to make management decisions and in filing crop loss insurance claims. While the systems were labor and time intensive, we recommend adjustments that could reduce costs and staff time requirements.  相似文献

Tipping Toward Sustainability: Emerging Pathways of Transformation   总被引:2,自引:0,他引:2  
This article explores the links between agency, institutions, and innovation in navigating shifts and large-scale transformations toward global sustainability. Our central question is whether social and technical innovations can reverse the trends that are challenging critical thresholds and creating tipping points in the earth system, and if not, what conditions are necessary to escape the current lock-in. Large-scale transformations in information technology, nano- and biotechnology, and new energy systems have the potential to significantly improve our lives; but if, in framing them, our globalized society fails to consider the capacity of the biosphere, there is a risk that unsustainable development pathways may be reinforced. Current institutional arrangements, including the lack of incentives for the private sector to innovate for sustainability, and the lags inherent in the path dependent nature of innovation, contribute to lock-in, as does our incapacity to easily grasp the interactions implicit in complex problems, referred to here as the ingenuity gap. Nonetheless, promising social and technical innovations with potential to change unsustainable trajectories need to be nurtured and connected to broad institutional resources and responses. In parallel, institutional entrepreneurs can work to reduce the resilience of dominant institutional systems and position viable shadow alternatives and niche regimes.  相似文献

Sustainable development requires changes in socio-technical systems and wider societal change – in beliefs, values and governance that co-evolve with technology changes. In this article we present a practical model for managing processes of co-evolution: transition management. Transition management is a multilevel model of governance which shapes processes of co-evolution using visions, transition experiments and cycles of learning and adaptation. Transition management helps societies to transform themselves in a gradual, reflexive way through guided processes of variation and selection, the outcomes of which are stepping stones for further change. It shows that societies can break free from existing practices and technologies, by engaging in co-evolutionary steering. This is illustrated by the Dutch waste management transition. Perhaps transition management constitutes the third way that policy scientists have been looking for all the time, combining the advantages of incrementalism (based on mutual adaptation) with the advantages of planning (based on long-term objectives).  相似文献
