Oxygen Release Compound (ORC®) is a patented formulation of intercalated magnesium peroxide that releases oxygen slowly when hydrated. ORC treatment represents a “low intensity” approach to site remediation. It provides a simple, passive, low-cost and long-term acceleration of aerobic natural attenuation and has been shown to cost-effectively reduce time to site closure. ORC is now a proven technology as evidenced by its five years of use on over 5,000 sites in 50 states and 11 countries, and the existence of a full body of independent, peer reviewed literature on its performance. The first applications of ORC were for the treatment of benzene, toulene, ethylbenzene, and xylene (BTEX) and other light petroleum hydrocarbon fractions. Use has now expanded to the treatment of heavier fractions such as heating oil and some of the Polycyclic aromatic hydrocarbons (PAHs). More recently. ORC has been used to bioremediate the highly mobile and problematic gasoline oxygenate methyl tertiary butyl ether (MTBE) and has been applied to sites impacted with nitroaromatics, chloroaromatics, and some of the lower-order chlorinated hydrocarbons that can be treated aerobically—most notably vinyl chloride. Since ORC is an insoluble powder, it can be packaged in material composed of a specially designed filter fabric. These “filter socks” are then contacted with contaminated groundwater via an array of wells or trenches. ORC can also be mixed directly with water to form a slurry for permanent injection applications in the saturated zone or dispersed in powdered form for the in-situ or ex-situ treatment of soil. A broad array of treatment points, in which ORC slurry is backfilled or injected, can be implemented with low-cost, small-bore push-point technologies to directly treat dissolved phase plumes and moderate levels of sorbed contaminants. n -person game theory are most appropriate for these problems because they focus on the conditions for engendering and sustaining
the necessary cooperation among the involved stakeholders. These solution concepts seek to ensure that the allocation is based
on some norm of equity and, most often, also to minimize the incentive for any player to defect from the cooperative venture.
We illustrate these solution concepts with an application to a water resource project in Southern California. We argue how
the rigorous mathematical nature of these solution concepts should not hinder their application to actual situations and how,
with the use of heuristic rules and inexact notions of comparable worths, we can employ these concepts even in approximate
fashion. We remind ourselves that the goal of such an endeavor is to convince stakeholders of the equity of a proposed solution
and, in so doing, maximize the prospect of sustained cooperation. The alternative to cooperation, on the other hand, may be

/ This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved.
