Legitimacy is widely regarded as a founding principle of ‘good’ and effective governance, yet despite intense academic debate and policy discourse, the concept remains conceptually confusing and poorly articulated in practice. To bridge this gap, this research performed an interpretive thematic analysis of academic scholarship across public administration, public policy, law, political science, and geography. Four core themes were identified in relation to representative deliberation, procedural and distributive equity and justice, and socio-political acceptability, with numerous sub-themes therein. In an attempt to clarify conceptual confusion, this paper grounds these theoretical debates in the context of flood risk governance where numerous legitimacy dilemmas exist. A number of questions are presented as conceptual ‘signposts’ to encourage reflexive governance in the future. Thus, more broadly, we assert the importance of bringing legitimacy to the forefront of contemporary flood risk governance discourse and practice, moving beyond the realm of academic reflection.
Sustaining wildlife populations, which provide both ecosystem services and disservices, represents a worldwide conservation challenge. The ecosystem services and Ostrom's social–ecological systems frameworks have been adopted across natural and social sciences to characterize benefits from nature. Despite their generalizability, individually they do not include explicit tools for addressing the sustainable management of many wildlife populations. For instance, Ostrom's framework does not specifically address competing perspectives on wildlife, whereas the ecosystem services framework provides a limited representation of the social and governance context wherein such competing perspectives are embedded. We developed a unified social–ecological framework of ecosystem disservices and services (SEEDS) that advances both frameworks by explicitly acknowledging the importance of competing wildlife perspectives embedded in the social and governance contexts. The SEEDS framework emulates the hierarchical structure of Ostrom's social–ecological systems, but adds subsystems reflecting heterogeneous stakeholder views and experiences of wildlife-based services and disservices. To facilitate operationalizing SEEDS and further broader analyses across human–wildlife systems, we devised a list of variables to describe SEEDS subsystems, such as types and level of services and disservices, cost and benefit sharing, and social participation of stakeholders. Steps to implement SEEDS involve engaging local communities and stakeholders to define the subsystems, analyze interactions and outcomes, and identify leverage points and actions to remedy unwanted outcomes. These steps connect SEEDS with other existing approaches in social–ecological research and can guide analyses across systems or within individual systems to provide new insights and management options for sustainable human–wildlife coexistence. 相似文献
There is a need to support applied, community-relevant hydrologic research within changing climate, population, and socioeconomic conditions to better inform water policy and management. We hypothesized that providing a rural agricultural community in a semiarid valley with the necessary monitoring tool to meet local water management needs would increase adaptive capacity within the context of long-term drought. Through a community science approach, researchers installed a telemetry monitoring system at participating acequia irrigation diversions that remotely sent water data to a web interface every 15 min. Two surveys distributed before and after web interface access targeted seven adaptive capacity indicators. After the first season of improved data accessibility, the following adaptive capacity indicators significantly increased: information diversity, cognitive social capital, leadership, and proactivity. Rather than focusing on the water savings aspect of real-time monitoring, this paper summarizes a novel water resources study that assessed the social impact of real-time irrigation water delivery monitoring on adaptive capacity. This study suggests that bridging the gap between community need and hydrologic research through community science, sociologic analysis, and stakeholder engagement provides significant benefits for communities facing water management challenges, further supporting problem-driven water resources research. 相似文献
Sea urchins Loxechinus albus were collected from an unfished population inhabiting inshore areas of the eastern part of the Falkland Islands (Southwest
Atlantic) at bimonthly intervals between January 2005 and March 2006. The gonads of 491 specimens were sampled to ascertain
GSI, and a subsample was examined microscopically in order to determine sex and maturity stage. Age was determined by ring
counts on genital plates of 349 specimens with the annual periodicity of ring deposition validated by marginal increment analysis.
This investigation suggests that the study population spawns at the warmest time of the year thus allowing for greater growth
in their pelagic larvae and newly settled juveniles. Size at age data were found to be asymptotic and out of three growth
functions tested the von Beralanffy growth model best described the data. The relatively short period of optimal water temperatures
around the Falkland Islands does not enable L. albus to grow as fast as in other regions with higher seasonal temperatures (central Chilean coasts) resulting in relatively small

Increased future demands for food, fibre and fuels from biomass can only be met if the available land and water resources on a global scale are used and managed as efficiently as possible. The main routes for making the global agricultural system more productive are through intensification and technological change on currently used agricultural land, land expansion into currently non-agricultural areas, and international trade in agricultural commodities and processed goods. In order to analyse the trade-offs and synergies between these options, we present a global bio-economic modelling approach with a special focus on spatially explicit land and water constraints as well as technological change in agricultural production. For a global bioenergy demand scenario reaching 100 ExaJoule (EJ) until 2055 we derive a required rate of productivity increase on agricultural land between 1.2 and 1.4 percent per year under different land allocation options. A very high pressure for yield increase occurs in Sub-Saharan Africa and the Middle East, even without additional bioenergy demand. Moreover, we analyse the implicit values (shadow prices) of limited water resources. The shadow prices for bioenergy are provided as a metric for assessing the trade-offs between different land allocation options and as a link between the agricultural and energy sector. 相似文献
Homoscleromorph sponges such as Oscarella spp. are characterized by unique morphological features, and Homoscleromorpha were therefore recently proposed as the fourth class of sponges. The microbiology of these sponges was mainly studied by electron microscopy while molecular studies are scarce. The aim of this study was to characterize the bacteria in Oscarella sponges using molecular tools. Denaturing gradient gel electrophoresis revealed distinct bacterial profiles in five Oscarella species and several color morphs of Oscarella lobularis. These profiles are characteristic of low microbial abundance (LMA) sponges. This was further confirmed by analysis of a 16S rRNA clone library from O. lobularis that yielded a low phylum-level diversity with dominance of Alphaproteobacteria. Bacterial communities in O. lobularis were very similar among different individuals (collected at the same site and time), five different color morphs, and specimens from different depths and locations, indicating a species-specific association. These results allow novel insights into the microbiology of the first known LMA sponge genus within the new class Homoscleromorpha. 相似文献
The accumulation of carbon dioxide in the atmosphere will lower the pH in ocean waters, a process termed ocean acidification (OA). Despite its potentially detrimental effects on calcifying organisms, experimental studies on the possible impacts on fish remain scarce. While adults will most likely remain relatively unaffected by changes in seawater pH, early life-history stages are potentially more sensitive, due to the lack of gills with specialized ion-regulatory mechanisms. We tested the effects of OA on growth and development of embryos and larvae of eastern Baltic cod, the commercially most important fish stock in the Baltic Sea. Cod were reared from newly fertilized eggs to early non-feeding larvae in 5 different experiments looking at a range of response variables to OA, as well as the combined effect of CO2 and temperature. No effect on hatching, survival, development, and otolith size was found at any stage in the development of Baltic cod. Field data show that in the Bornholm Basin, the main spawning site of eastern Baltic cod, in situ levels of pCO2 are already at levels of 1,100 μatm with a pH of 7.2, mainly due to high eutrophication supporting microbial activity and permanent stratification with little water exchange. Our data show that the eggs and early larval stages of Baltic cod seem to be robust to even high levels of OA (3,200 μatm), indicating an adaptational response to CO2. 相似文献
In the United States local land trusts preserve and conserve land to protect water quality and supply, farmlands, habitat for native plants and animals, areas of cultural or historical significance, and scenic views. We surveyed the 24 active, local land trusts in North Carolina (U.S.A.) to determine how they report progress toward attaining such conservation goals. Twenty-two land trusts responded to our survey. Of these, eight reported developing specific conservation goals for all of the properties they protect, five identified conservation targets on all properties, and two reported monitoring biological indicators on all of their protected properties. On the basis of these results, we believe most of the land trusts surveyed could not determine whether they were meeting conservation goals because most did not identify explicit, measurable goals and monitor progress toward them. Instead they reported success in terms of the amount of land protected and money raised. We think this is a lost opportunity for land trusts to build sound approaches to environmental management, engage the public, entice new donors, and attain funding for additional conservation activities. We propose conservation professionals help local land trusts adopt the Open Standards for the Practice of Conservation, a framework developed by a consortium of international conservation organizations, to develop conservation goals and measure whether the goals are achieved. 相似文献
The role of the peregrine falcon (Falco peregrinus) as a bioindicator for the accumulation of organohalogen compounds and other persistent organic pollutants has been established in field studies. Biometric indices for damage caused by pollutants such as the shell thickness and the shell index were determined and the egg contents were analyzed for various pollutants by gas chromatography/mass spectrometry. A wide range of chemically activated luciferase expression (CALUX®) bioassays were performed on subsamples of the eggs.
The following organohalogen compounds were found in the eggs of 2009: dichlorodiphenyltrichloroethane (DDT) and dichlorodiphenyldichloroethane, heptachlor epoxide, hexachlorobenzene, dieldrin, hexachlorocyclohexane, polychlorobiphenyls and polychlorodibenzodioxins and polychlorodibenzofurans, polybromodiphenyl ethers, hexabromocyclododecane, tetrabromobisphenyl A, perfluoro compounds, and mercury. The DDT metabolite, dichlorodiphenyldichloroethene (DDE) (11,800 ng/g dry matter), was found to be the most highly concentrated egg contaminant followed by 2,2′,4,4′,5,5′-hexachlorobiphenyl (3800 ng/g). After a past general drop in pollution level, most egg contaminants presently plateau at levels that may still exceed limit values in foods of animal origin (DDE) or even toxicological thresholds (polychlorobiphenyls + polychlorodibenzodioxins, polybromodiphenyl ethers, perfluorooctanesulfonate, methylmercury).
Accumulation of DDE could be shown in peregrine falcon eggs from the uplands of Southwest Germany with elevations up to 1500 m, presumably due to its global distribution and its cold condensation in higher altitudes. In contrast, the concentration of polychlorobiphenyls in falcon eggs decreases with elevation, indicating that these pollutants originate mainly from conurbations and local industrial sites.
Significant negative correlations were found between both shell index and thickness and the concentration of Hg. A deleterious effect is also evident from a no-observed-adverse-effect level of 120 ng MeHg per gram egg determined by other authors in chronic feeding studies with ibises, which resulted in decreased egg productivity and male homosexual nesting and courtship behavior. The average Hg concentration in the peregrine falcon eggs from 2009 is almost four times higher than this level. MeHg accounted for 82.5% of the Hg present in the eggs of 2009 and 2010.
The cell test DR CALUX® for screening of dioxin-like activities can be used to detect not only the 29 regulated dioxin-like substances but also many other persistent organic pollutants with dioxin-like potencies, such as mixed halogenated dioxins/biphenyls. In our case, the results of bioanalytical screening methods showed no additional effect of other compounds with dioxin-like activity.
Ninety-three out of 177 analytes sought could be detected in the eggs. Chlorinated paraffins, organotin compounds, some pesticides that are still in use, and phthalic esters with the exception of traces of diethylhexyl phthalate could be excluded. All pollutants found in the eggs belong to substance classes banned by the Stockholm and Minamata Conventions. 相似文献
