In the aftermath of catastrophic natural disasters such as hurricanes, tsunamis and earthquakes, emergency management agencies come under intense pressure to provide temporary housing to address the large‐scale displacement of the vulnerable population. Temporary housing is essential to enable displaced families to reestablish their normal daily activities until permanent housing solutions can be provided. Temporary housing decisions, however, have often been criticized for their failure to fulfil the socioeconomic needs of the displaced families within acceptable budgets. This paper presents the development of (1) socioeconomic disruption metrics that are capable of quantifying the socioeconomic impacts of temporary housing decisions on displaced populations; and (2) a robust multi‐objective optimization model for temporary housing that is capable of simultaneously minimizing socioeconomic disruptions and public expenditures in an effective and efficient manner. A large‐scale application example is optimized to illustrate the use of the model and demonstrate its capabilities ingenerating optimal plans for realistic temporary housing problems.  相似文献

In Egypt, production has a high priority. To this end protecting the quality of the groundwater, specifically when used for drinking water, and delineating protection areas around the drinking water wellheads for strict landuse restrictions is essential. The delineation methods are numerous; nonetheless, the uniqueness of the hydrogeological, institutional as well as social conditions in the Nile Delta region dictate a customized approach. The analysis of the hydrological conditions and land ownership at the Nile Delta indicates the need for an accurate methodology. On the other hand, attempting to calculate the wellhead protected areas around each of the drinking wells (more than 1500) requires data, human resources, and time that exceed the capabilities of the groundwater management agency. Accordingly, a combination of two methods (simplified variable shapes and numerical modeling) was adopted. Sensitivity analyses carried out using hypothetical modeling conditions have identified the pumping rate, clay thickness, hydraulic gradient, vertical conductivity of the clay, and the hydraulic conductivity as the most significant parameters in determining the dimensions of the wellhead protection areas (WHPAs). Tables of sets of WHPAs dimensions were calculated using synthetic modeling conditions representing the most common ranges of the significant parameters. Specific WHPA dimensions can be calculated by interpolation, utilizing the produced tables along with the operational and hydrogeological conditions for the well under consideration. In order to simplify the interpolation of the appropriate dimensions of the WHPAs from the calculated tables, an interactive computer program was written. The program accepts the real time data of the significant parameters as its input, and gives the appropriate WHPAs dimensions as its output.  相似文献

Abstract

The objectives of this paper are to (1) quantify variability in hourly utility oxides of nitrogen (NOx) emission factors, activity factors, and total emissions; (2) investigate the autocorrelation structure and evaluate cyclic effects at short and long scales of the time series of total hourly emissions; (3) compare emissions for the ozone (O3) season versus the entire year to identify seasonal differences, if any; and (4) evaluate interannual variability. Continuous emissions monitoring data were analyzed for 1995 and 1998 for 32 units from nine baseload power plants in the Charlotte, NC, airshed. Unit emissions have a strong 24-hr cycle attributable primarily to the capacity factor. Typical ranges of the coefficient of variation for emissions at a given hour of the day were from 0.2 to 0.45. Little difference was found when comparing weekend emissions with the entire week or when comparing the O3 season with the entire year. There were substantial differences in the mean and standard deviation of emissions when comparing 1995 and 1998 data, indicative of the effect of retrofits of control technology during the intervening time. The wide range of variability and its autocorrelation should be accounted for when developing probabilistic utility emission inventories for analysis of near-term future episodes.  相似文献

Kuwait Bay is an imperative characteristic of the State of Kuwait. It has a number of major activities existing around it, including, business, industrial and recreational ones. The phase of construction and development of projects, and their resulting pollution have led to major change in the features of the area. The purpose of this research is to serve as a managing tool for decision-making through the environmental assessment of Kuwait Bay. Due to the multiplicities and diversities of the man-made activities and the natural environmental setting of the bay, the impacts are out looked on a holistic approach rather than on a single approach. The methodology of assessment including, sampling and analysis of water and sediment, statistical analysis, as well as application of the Rapid Impact Assessment Matrix (RAIM) in order to analysis the impacts in an integrated approach. The southern areas of the bay are the main sources of pollution that distributed northward to cover the central region of the bay. Sulaibikhat Bay (South-West sector of the bay) is the most vulnerable area due to its exposure to anthropogenic activities such as reclamations, sewage inflow and other activities. The area near Shuwaikh Port is suffering due to reclamation processes. The northern and north-west sectors suffer from coastal erosion as well as from pollutants arriving via Shatt Al Arab.  相似文献

The brackish groundwater production fields in Kuwait have been drilled intensively during the past three decades. However, poor spatial distribution of some of the measured parameters and limited measurements of others are forcing extended extrapolation during numerical simulations of management schemes. On the other hand, operational, time and budget constraints allow only limited additional field-generated data, raising the question of the significance of their impact on numerical modeling results. This study evaluates this significance by using nearest neighbor statistics and a synthesized data set to assess the impacts of a proposed field investigation on the spatial distribution and kriged values of transmissivity and storage coefficient arrays of the brackish groundwater production fields. A scale for the significance of the impacts was prepared based on the sensitivity of the aquifer system towards the studied properties. The transmissivity data array indicated a 25% reduction in the maximum distance and an 8% increase in the interquartile of the nearest neighbor analysis. The storage coefficient data arrays indicated the extension of the covered area to reach the southern boundary of the study area, which was reflected in more than doubling the maximum distance between the nearest neighbors. For the kriged values of the transmissivity, about 35% of the study area was significantly changed due to the addition of the new data points, while only 10% of the study area was significantly changed for the storage coefficient values. Overall, while the spatial distribution indicators were not conclusive, the significance of the new data was clear in the changes in the kriged values of the aquifer properties. Additionally, this approach highlights the aquifer test locations where the generated data had no impact on the kriged values, which may be utilized for optimizing the allocation and number of the aquifer tests.  相似文献

Densities, viscosities and refractive indices of 4-diethylamino-2-butanol + water mixtures were measured over the entire concentration range of 0–1 mole fraction and temperature range from 298.15 to 343.15 K. Excess molar volumes, viscosity deviations, and molar refraction changes were calculated from the measurement results and correlated as a function of the mole fractions. Various models were used for correlation with the measured data. Out of these, the Redlich–Kister equation was the most suitable model that correlated best with experimental data. The percent absolute deviations obtained with this model were 0.03% for density, 0.88% for viscosity and 0.009% for refractive index.  相似文献

The scarcity of water resources in Egypt has necessitated the use of various types of lower quality water. Agricultural drainage water is considered a strategic reserve for meeting increasing freshwater demands. In this study, a novel model series was applied to a drainage basin in the Nile Delta to optimize integrated water quality management for agriculture and the aquatic environment. The proposed model series includes a waste load allocation model, an export coefficient model, a stream water quality model, and a genetic algorithm. This model series offers an optimized solution for determining the required removal levels of total suspended solids (TSS), the chemical oxygen demand (COD) at point and non-point pollution sources, and the source flows that require treatment to meet a given water quality target. The model series was applied during the summer and winter to the El-Qalaa basin in the western delta of the Nile River. Increased pollutant removal and treated fractions at point and non-point sources reduced violations of the TSS standards from 732.6 to 238.9 mg/L in summer and from 543.1 to 380.9 mg/L in winter. Likewise, violations of the COD standards decreased from 112.4 mg/L to 0 (no violations) in summer and from 91.7 mg/L to no violations in winter. Thus, this model is recommended as a decision support tool for determining a desirable waste load allocation solution from a trade-off curve considering costs and the degree of compliance with water quality standards.  相似文献
