Ethanol and methyl-tertiary butyl ether (MTBE) were close substitutes in the gasoline additives market until MTBE was banned due to the concerns about groundwater contamination, leading to a sudden and dramatic substitution toward ethanol as an alternative oxygenate and octane-booster. We use variation in the timing of MTBE bans across states to identify their effects on gasoline prices. We find that state bans increased reformulated gasoline prices by 3–6 cents in non-Midwestern states for which the bans were binding, with larger impacts during times of high ethanol prices relative to MTBE and crude oil. We find qualitatively similar, yet smaller effects for conventional gasoline. We argue on the basis of a simple conceptual model and supporting empirical evidence that these bans functioned as implicit ethanol blending mandates in areas that were previously using MTBE to comply with strict environmental constraints. Overall, our results are consistent with the theoretical prediction that mandating a minimum market share for a more costly alternative fuel—either directly, or implicitly through a ban on the preferred conventional fuel—will inevitably increase fuel prices in a competitive market. 相似文献

Calls for biodiversity conservation practice to be more evidence based are growing, and we agree evidence use in conservation practice needs improvement. However, evidence-based conservation will not be realized without improved access to evidence. In medicine, unlike in conservation, a well-established and well-funded layer of intermediary individuals and organizations engage with medical practitioners, synthesize primary research relevant to decision making, and make evidence easily accessible. These intermediaries prepare targeted evidence summaries and distribute them to practitioners faced with time-sensitive and value-laden decisions. To be effective, these intermediaries, who we refer to as evidence bridges, should identify research topics based on the priorities of practitioners; synthesize evidence; prepare and distribute easy-to-find and easy-to-use evidence summaries; and develop and maintain networks of connections with researchers and practitioners. Based on a review of the literature regarding evidence intermediaries in conservation and environmental management, as well as an anonymous questionnaire searching for such organizations, we found few intermediaries that met all these criteria. Few evidence bridges that do exist are unable to reach most conservation practitioners, which include resource managers in government and industry, conservation organizations, and farmers and other private landowners. We argue that the lack of evidence bridges from research to practitioners contributes to evidence complacency and limits the use of evidence in conservation action. Nevertheless, several existing organizations help reduce the gap between evidence and practice and could serve as a foundation for building additional components of evidence bridges in conservation. Although evidence bridges need expertise in research and evidence synthesis, they also require expertise in identifying and communicating with the community of practitioners most in need of clear and concise syntheses of evidence. Near-term ecological forecasting has the potential to mitigate negative impacts of human modifications on wildlife by directing efficient action through relevant and timely predictions. We used the U.S. avian migration system to highlight ecological forecasting applications for aeroconservation. We used millions of observations from 143 weather surveillance radars to construct and evaluate a migration forecasting system for nocturnal bird migration over the contiguous United States. We identified the number of nights of mitigation required to reduce the risk of aerial hazards to 50% of avian migrants passing a given area in spring and autumn based on dynamic forecasts of migration activity. We also investigated an alternative approach, that is, employing a fixed conservation strategy based on time windows that historically capture 50% of migratory passage. In practice, during both spring and autumn, dynamic forecasts required fewer action nights compared with fixed window selection at all locations (spring: mean of 7.3 more alert days; fall: mean of 12.8 more alert days). This pattern resulted in part from the pulsed nature of bird migration captured in the radar data, where the majority (54.3%) of birds move on 10% of a migration season's nights. Our results highlight the benefits of near-term ecological forecasting and the potential advantages of dynamic mitigation strategies over static ones, especially in the face of increasing risks to migrating birds from light pollution, wind energy infrastructure, and collisions with structures. 相似文献

The effects of a polymeric chain extender on the properties of bioplastic film made from blends of plasticized polylactic acid (p-PLA) and thermoplastic starch (TPS) were studied. Joncryl? ADR 4370S, a polymeric chain extender, was blended with TPS and p-PLA at a level of 1% (w/w). A co-rotating twin-screw extrusion process was used to prepare films with various ratios of TPS and p-PLA. Mechanical and physical properties of films, including film tensile properties, surface energy, moisture content, hydrophilicity, moisture sorption behaviour and thermal mechanical properties were determined. During extrusion, films enhanced by 1% Joncryl addition demonstrated more desirable and consistent qualities, such as smoother film edge and surface. Addition of Joncryl significantly improved film tensile strength, 0.2% offset yield strength, and elongation, especially evident with the 250% elongation of 70/30 (TPS/p-PLA) film. Total surface energy of films was not significantly influenced by addition of Joncryl. However, the polar contribution to the total surface energy of 70/30 (TPS/p-PLA) film increased after the addition of Joncryl. The study showed that blending TPS with p-PLA transformed TPS film from being highly hydrophilic to highly hydrophobic. On the other hand, addition of Joncryl had limited effects on moisture content, water solubility, glass transition temperature and moisture sorption behaviour of TPS/p-PLA blend films. 相似文献

Out study deals with the demand for water and alternative agricultural production and land use patterns under varying prices for both surface and ground water. We derive irrigation water demands for both the United States and regions of it. Not only is a different amount of water used at each set of water prices but also a different mix of crops, livestock, and production technology develops among the different regions. Under the highest set of prices used, more than fourteen million acres are converted into dryland farming. Total irrigated water use decreases by more than 25 million acre-feet. Irrigated crop yields are reduced and cropping patterns shift away from irrigation. Commodity shadow prices increase as much as 15 percent under high prices for both surface and ground water. A redistribution of farm income occurs between irrigated and dryland regions. 相似文献

As far as the impact of air pollutants on human health being is concerned, ozone (O3) is one of the most pollutant sources, and, in particular, the ground level ozone is responsible for a variety of adverse effects on both human being and plant life. To protect the population from such adverse health effects, early information and precautions about the high ozone level need to be ascertained. In this study, statistical characteristics of ground level ozone is analyzed according to field monitoring data in mixed residential, commercial and industrial areas, e.g., Tsuen Wan area in Hong Kong. The study deals with the characteristics of hourly and daily mean ozone levels under different climatic conditions such as temperature, solar radiation (SR), wind speed (WS), and other pollutant concentration levels. The study aims to investigate the importance of meteorological factors and their impact on relevant pollutant concentration levels from a chemical aspect. Further, reasons for the spatial and temporal variation of ozone levels are discussed. All these results will provide a physical basis for accurately predicting ozone concentration in similar research. 相似文献

Nitrogen (N) loss during beef cattle (Bos taurus) feedlot manure composting may contribute to greenhouse gas emissions and increase ammonia (NH(3)) in the atmosphere while decreasing the fertilizer value of the final compost. Phosphogypsum (PG) is an acidic by-product of phosphorus (P) fertilizer manufacture and large stockpiles currently exist in Alberta. This experiment examined co-composting of PG (at rates of 0, 40, 70, and 140 kg PG Mg(-1) manure plus PG dry weight) with manure from feedlot pens bedded with straw or wood chips. During the 99-d composting period, PG addition reduced total nitrogen (TN) loss by 0.11% for each 1 kg Mg(-1) increment in PG rate. Available N at the end of composting was significantly higher for wood chip-bedded (2180 mg kg(-1)) than straw-bedded manure treatments (1820 mg kg(-1)). Total sulfur (TS) concentration in the final compost increased by 0.19 g kg(-1) for each 1 kg Mg(-1) increment in PG rate from 5.2 g TS kg(-1) without PG addition. Phosphogypsum (1.6 g kg(-1) P) addition had no significant effect on total phosphorus (TP) concentration of the final composts. Results from this study demonstrate the potential of PG addition to reduce overall N losses during composting. The accompanying increase in TS content has implications for use of the end-product on sulfur-deficient soils. Co-composting feedlot manure with PG may provide an inexpensive and technologically straightforward solution for managing and improving the nutrient composition of composted cattle manure. 相似文献

Concern over nonpoint source P losses from agricultural lands to surface waters in frigid climates has focused attention on the role of freezing and thawing on P loss from catch crops (cover crops). This study evaluated the effect of freezing and thawing on the fate of P in bare soils, soils mixed with dairy manure, and soils with an established catch crop of annual ryegrass (Lolium multiflorum L.). Experiments were conducted to evaluate changes in P runoff from packed soil boxes (100 by 20 by 5 cm) and P leaching from intact soil columns (30 cm deep). Before freezing and thawing, total P (TP) in runoff from catch-cropped soils was lower than from manured and bare soils due to lower erosion. Repeated freezing and thawing significantly increased water-extractable P (WEP) from catch crop biomass and resulted in significantly elevated concentrations of dissolved P in runoff (9.7 mg L(-1)) compared with manured (0.18 mg L(-1)) and bare soils (0.14 mg L(-1)). Catch crop WEP was strongly correlated with the number of freeze-thaw cycles. Freezing and thawing did not change the WEP of soils mixed with manures, nor were differences observed in subsurface losses of P between catch-cropped and bare soils before or after manure application. This study illustrates the trade-offs of establishing catch crops in frigid climates, which can enhance P uptake by biomass and reduce erosion potential but increase dissolved P runoff. 相似文献

Application of municipal biosolids to mine tailings can enhance revegetation success, but may cause adverse environmental impacts, such as increased leaching of NO3- and metals to ground water. Kinetic weathering cells were used to simulate geochemical weathering to determine the effects of biosolid amendment on (i) pH of leachate and tailings, (ii) leaching of NO3- and SO4(2-), (iii) leaching and bioavailability (DTPA-extractable) of selected metals, and (iv) changes in tailing mineralogy. Four Cu mine tailings from southern Arizona differing in initial pH (3.3-7.3) and degree of weathering were packed into triplicate weathering cells and were unamended and amended with two rates (equivalent to 134 and 200 Mg dry matter ha(-1)) of biosolids. Biosolid application to acid (pH 3.3) tailings resulted in pH values as high as 6.3 and leachate pH as high as 5.7, and biosolids applied to circumneutral tailings resulted in no change in tailing or leachate pH. Concentrations of NO3--N of up to 23 mg L(-1) occurred in leachates from circumneutral tailings. The low pH of the acidic tailing apparently inhibited nitrification, resulting in leachate NO3--N of <5 mg L(-1). Less SO4(2-)-S was leached in biosolid-amended versus unamended acid tailings (final rate of 0.04 compared with 0.11 g SO4(2-)-S wk(-1)). Copper concentrations in leachates from acidic tailings were reduced from 53 to 27 mg L(-1) with biosolid amendment. Copper and As concentrations increased slightly in leachates from biosolid-amended circumneutral tailings. Small increases in DTPA-extractable Cu, Ni, and Zn occurred in all tailings with increased biosolid rate.
