Increasing levels of visitor use and consequent resource damage have necessitated that backcountry use restrictions be established in the Mineral King area of Sequoia National Park, California. In this paper we review the steps taken in developing a trailhead quota system. The availability of acceptable campsites, based on a detailed inventory of site distribution and impact, was used to quantitatively derive use capacities for each camp area. Wilderness permit data on visitor dispersal patterns from the major trailheads, including length of stay at each camp area, were then used to translate the area capacities into daily trailhead quotas that would assure that these capacities were not surpassed. The general approach is applicable to any backcountry area, although large complex areas may require the use of available computer simulation models. 相似文献

/ Source reduction is recognized as the preferred form of waste management, but its definition is ambiguous. This study proposes four underlying dimensions of the source reduction concept. Source reduction is foremost a preventive activity that reduces the number or extent of environmental impacts. Second, source reduction can prevent both resource consumption and pollution generation impacts. Third, source reduction may be viewed as both a producer and consumer activity. Lastly, it may include frugal and more efficient activities. In surveys exploring these fourdimensions, Polish and American university students evaluated whether 20 activities were examples of source reduction. The American students gave higher ratings to preventive activities over adaptive activities. The Polish students most prominently rated efficient over frugal activities. Factor analysis indicated that both samples identified a group of consumer-based resource conservation activities, with the American students recognizing a cluster of recycling activities. In a separate ranking of environmental protection priorities, the Polish students endorsed pollution prevention, whereas the American students favored both efficient and frugal resource conservation. These findings suggest that the conceptualization of source reduction varies according to contextual factors and that prevention is still an obscure environmental management theme. Any recycled material for re-use must be competitive in both quality and cost when compared with virgin raw materials. In the case of domestic refuse these two constraints mean that direct recycling for materials re-use is very restricted and indirect uses are sought instead. One major area of indirect recycling is energy recovery. This paper presents economic analyses performed on a net energy output basis for incineration for both heat and electrical energy production and also for gas production by pyrolysis. Acid hydrolysis of refuse for the production of ethyl alcohol or protein is also presented and analysed in detail since by this means finite oil reserves are conserved. An economic case is made for further work in this area as it is shown to be the only refuse recycling process with the potential to accomplish both refuse disposal and energy recovery at costs substantially less than straight incineration. 相似文献

A matrix has been developed to guide the assessment of urban water resources. The matrix provides a means for determining the relative importance of water-related problems, and for identifying the data needed to evaluate these problems for the purpose of urban planning. The matrix columns list nine categories of potential water-related urban problems. The rows list 51 categories of data inputs which may be needed to evaluate the potential problems. The inputs include standard types of basic hydrologic data, information based on analysis and interpretation of these data, and information on the interfacing factors of climate, land, and culture. A system is described for ranking the relative importance of the problem categories and data inputs on a numerical scale of 0 to 3. From this, an index is derived that evaluates the relative importance of each input item to an overall program for water resource assessment. From the completed matrix the hydrologist can determine the availability of data to meet the identified requirements. Judgement can then be made as to priorities on work elements to provide the planner with maximum information in minimum time. The matrix also provides a basis for the development of programs and their funding in order to overcome critical data deficiencies. 相似文献

ABSTRACT: A stochastic estimation of low flow in the upper reaches of streams is needed for the planning, development, and management of water resources and/or water use systems. In this paper, the definition and development procedure for the stochastic flow duration curve is presented and applied to five catchments located in eastern Japan and to two catchments in western Thailand. The probability distribution of N‐year daily discharge data is extracted at various percentages of time for which specified discharges are equaled or exceeded in a water year. Such a distribution is usually represented with a straight line on log‐normal probability paper. However, some of the probability plots for the annual minimum daily discharge are best represented with a straight line on Weibull probability paper. The effectiveness of the stochastic flow duration curve defined for the evaluation of flow regime is illustrated through its application. The ten year probability for the discharge exceeded 97 percent of the time may be recognized as an index of low flow. The recession shape of the lower part of the flow duration curve is dependent on the strength of low flow persistence. 相似文献

Free‐phase light nonaqueous phase liquids (LNAPLs) may be trapped in certain stratigraphic and structural features near or at contaminated sites due to seasonal or other variations in the water table elevation. The purpose of this article is to point out particular subsurface conditions that are conducive to trapping of free‐phase LNAPLs and to suggest approaches to remediating LNAPL‐contaminated sites exhibiting similar subsurface geometry and stratigraphy. To trap free‐phase LNAPL, a structure must have, in addition to closed contours, an upper boundary with pores small enough so that the LNAPL will not enter them. This boundary usually consists of clay‐rich sediments. The Lower Mississippi River Valley contains thousands of these potential traps associated with the geomorphic surfaces mapped as outwash or braided stream terraces, which are covered with thin layers of backswamp clays. These traps may have closure heights ranging from about 1 to 7.5 meters or more and have variable lateral extents. Based on surface geomorphic analysis, the potential LNAPL traps in the Lower Mississippi River Valley range in size from about 0.06 by 0.02 km to 4.19 by 0.69 km. The apparent best remediation strategy for LNAPL sites located on these geomorphic surfaces, which contain these trapping structures, is to first determine if free‐phase is present. If it is present, and is contained in one of the stratigraphic traps, the free‐phase can be removed through an extraction well or wells located at the trap apex. Geomorphic analysis and geophysical surveys may be necessary to accurately locate the trap apex. The remaining residual hydrocarbons might best be remediated using an air sparging system, although it may be necessary to install air vents through the clay cap by backfilling augured holes with washed sand. If it is determined that, due to geometry, the dissolved LNAPL plume cannot be adequately remediated using an air sparging system, then groundwater circulation wells or monitored natural attenuation may be alternative technologies. © 2002 Wiley Periodicals, Inc. 相似文献

This paper discusses the treatment of social and economic impacts within UK environmental impact assessment (EIA). Socio-economic effects have an uncertain status in EIA, guidance on their assessment is limited and their treatment is often partial and of poor quality. This has led some commentators to view socio-economic impacts as the 'poor relations' in EIA. The paper presents the results of a recent review of the socio-economic component of UK environmental statements (ESs), which provides information on the extent, scope, balance and quality of socio-economic impact treatment. The review reveals that, although most ESs include some information on socio-economic issues, coverage tends to be narrowly focused on a small number of--primarily beneficial economic--impact types. Quantification of socio-economic impacts is also rarely attempted. The review findings are compared with those of similar studies undertaken in the mid-1990s, and the paper concludes with some recommendations for EIA practitioners relating to the treatment of socio-economic impacts. 相似文献

This paper describes the progress that local authorities in England and Wales are making in adapting to the threat of climate change and taking action to reduce greenhouse gas emissions. The responses from surveys of local authorities in England and Wales carried out in 2000 (IDeA, Reducing Greenhouse Gas Emissions: survey of activities and initiatives by local authorities. (Questionnaire and results) Improvement and Development Agency, 2000) and 2002 (Allman et al., Climate Change: a survey of local authorities, Local Government Association, 2002) were compared. Progress in implementing the International Council for Local Environmental Initiatives (ICLEI) five-step methodology (ICLEI, Local Government Implementation of Climate Protection—report to the United Nations, International Council for Local Environmental Initiatives, 1997) was used to identify the 'successful' local authorities. The barriers faced by these authorities were then compared with those faced by the remaining local authorities.
Most local authorities are not making substantial progress. However, a small number have successfully prepared greenhouse gas emissions inventories, developed strategies and implemented adaptation and greenhouse gas reduction measures. These successful authorities have made progress despite the fact that addressing climate change is not a legal requirement.
Their success is due to three key factors. Firstly, they have recognised the secondary benefits of tackling climate change, e.g. potential employment, improved quality of life and reduction in fuel poverty. Secondly, they have the strong political, professional and technical support necessary to champion climate change activities. The Bhopal disaster in India in 1984 has compelled manufacturing companies to review their operations in order to minimize their risk exposure. Much study has been done on the subject of risk assessment and in refining safety reviews of plant operations. However, little work has been done to address the broader needs of decision makers in the multinational environment. The corporate headquarters of multinational organizations are concerned with identifying vulnerable areas to assure that appropriate risk-minimization measures are in force or will be taken. But the task of screening global business units for safety prowess is complicated and time consuming. This article takes a step towards simplifying this process by presenting the decisional model developed by the authors. Beginning with an overview of key issues affecting global safety management, the focus shifts to the multinational vulnerability model developed by the authors, which reflects an integration of approaches. The article concludes with a discussion of areas for further research. While the global chemical industry and major incidents therein are used for illustration, the procedures and solutions suggested here are applicable to all manufacturing operations. 相似文献

We investigated the effects of herbage removal on three subalpine meadow plant communities in the Rock Creek drainage of Sequoia National Park, California, USA. In the xericCarex exserta Mkze. (short-hair sedge) type, annual aboveground productivity averaged 19 g/m2 in control plots (clipped once after plant senescence in late September) over a five-year period. Annual aboveground productivity was enhanced about 30%–35% when plots in this community type were clipped more frequently (i.e., additional herbage removal in the early, mid, and late seasons) during each of four treatment years but was reduced by 13%–19% during a fifth (recovery) year in which all but late September clipping was suspended. In a moderately mesicEleocharis pauciflora (Lightf.) Link. (few-flowered spike rush)-Calamagrostis breweri Thurb. (short-hair grass) type, control plot productivity averaged 115 g/m2/yr and was reduced by 20–30% by the additional herbage removal. A more mesicDeschampsia caespitosa (L.) Beauv. (tufted hairgrass)-Carex rostrata Stokes, (beaked sedge) type had the greatest mean above-ground productivity (169 g/m2/yr) but also showed damage (i.e., decrease in productivity by 15%–20%) caused by the additional herbage removal. These data suggest that longterm, intensive herbage removal may be more detrimental to moderately mesic and mesic subalpine meadow community types than to xeric types. 相似文献
