Abstract

A new institutional architecture is emerging in Wales to govern sustainable development. The National Assembly for Wales (hereafter referred to as the ‘Welsh Assembly’)1 1The National Assembly for Wales is the legal entity and title given to the devolved body in Wales. ‘Welsh Assembly Government’ is the term used by the current administration. has a statutory duty to promote sustainable development in the exercise of all its functions; its response has been to design a set of political and organizational arrangements to manage this policy area, and to prepare a Scheme that sets out how it proposes to discharge this duty. Devolved government in Wales has also been the catalyst for the emergence of collaborative relationships and partnerships between different sectors and interests. The Welsh Assembly and the Welsh Local Government Association have published a Compact jointly committing them to promote sustainable development; national non-governmental organizations such as Oxfam and the World Wide Fund for Nature have set up Welsh agencies; local government sustainable development coordinators have formed a national network; a national Sustainable Development Forum has been created; and the Welsh Assembly has taken the lead in establishing a European network of countries interested in sharing best practice on sustainable development. A new Wales-specific structure and system is materializing and the test now is how far this will be effective in delivering sustainable development policies and solutions at local and national levels. This paper examines the challenges in managing sustainable development, and the potential for success of this new governance system, drawing on recent research undertaken by the author on behalf of the Joseph Rowntree Foundation. The examination is set in the context of different theories of governance, and sustainable development is conceptualized as a ‘wicked issue’—one that cannot be resolved by organizations and agencies acting autonomously, but rather needs concerted focus and action across all sectors.  相似文献

Conservation translocation is a common method for species recovery, for which one increasingly frequent objective is restoring lost ecological functions to promote ecosystem recovery. However, few conservation translocation programs explicitly state or monitor function as an objective, limiting the ability to test assumptions, learn from past efforts, and improve management. We evaluated whether translocations of hihi (Notiomystis cincta), a threatened New Zealand passerine, achieved their implicit objective of restoring lost pollination function. Through a pollinator-exclusion experiment, we quantified, with log response ratios (lnR), the effects of birds on fruit set and seed quality in hangehange (Geniostoma ligustrifolium), a native flowering shrub. We isolated the contributions of hihi by making comparisons across sites with and without hihi. Birds improved fruit set more at sites without hihi (lnR = 1.27) than sites with hihi (lnR = 0.50), suggesting other avian pollinators compensated for and even exceeded hihi contributions to fruit set. Although birds improved seed germination only at hihi sites (lnR = 0.22–0.41), plants at sites without hihi had germination rates similar to hihi sites because they produced 26% more filled seeds, regardless of pollination condition. Therefore, although our results showed hihi improved seed quality, they also highlighted the complexity of ecological functions. When an important species is lost, ecosystems may be able to achieve similar function through different means. Our results underscore the importance of stating and monitoring the ecological benefits of conservation translocations when functional restoration is a motivation to ensure these programs are achieving their objectives.  相似文献

The presence of small numbers of fetal nucleated red cells in the maternal circulation has been a stimulus for the development of technologies for non-invasive prenatal genetic analysis. Our laboratory has been assessing the feasibility of density gradient centrifugation followed by magnetic activated cell sorting (MACS) of cells expressing CD32 and CD45, to deplete maternal nucleated blood cells. We have examined the efficiency of each of the steps of this procedure using cord blood from term pregnancies as a source of nucleated red blood cells. Cord blood was shown to contain highly variable numbers of nucleated red cells. Three different density gradients were examined. There was no major difference in the performances of the double and triple gradients. Density gradient centrifugation resulted in enrichments of nucleated red blood cells of about 1000-fold relative to the total cell count. However, it was apparent that the selection of the cell layers which were most enriched for these cells would result in significant losses of nucleated red cells in other layers. MACS sorting of cells using CD45 resulted in white cell depletions ranging from 7 to 34-fold. These data provide a foundation for comparison with other methods and for optimization of the MACS technique.  相似文献

46,XY/47,XY, + 17p + mosaicism was found in two primary amniotic fluid cultures (AFCs). Fetal blood karyotype was normal, but ultrasonography revealed Dandy-Walker malformation and bilateral choroid plexus cysts. Following termination of pregnancy, fetal examination revealed post-axial polydactyly and neuroblastoma-in-situ affecting both adrenals in addition to the cerebellar abnormalities. Mosaicism for the aberrant cell line was confirmed in all fetal tissues sampled and in the placenta.  相似文献

Relatively low concentrations of fluorine in drinking water ( 1 mg F/l) have been shown to significantly reduce the degree of dental caries in children and fluorine would also appear to have a beneficial effect on bone formation in both humans and farm animals. However, it is apparent that elevated levels of fluorine in the diet have sometimes resulted in problems of increased dental caries and of the development of bone deformities. Much of the fluorine in rocks and soils occurs in apatite and hydroxysilicate minerals, fluorite being the only relatively common rock forming mineral containing fluorine as an essential constituent.Little systematic data are available on fluorine concentrations in soils, plants and natural waters in the UK. General background soil concentrations lie in the range 200 – 400 mg F/kg. For waters the average fluorine content is low, <0.1 mg F/l.In the British Isles there are several areas where there are enhanced levels of fluorine. In the northern Pennines, Derbyshire, northeast Wales and Cornwall, fluorite occurs as a significant component of mineralisation and much fluorine has been added to the environment from mining waste dumps. Soils in northeast Wales contain up to 3,650 mg F/kg and in the northern Pennines up to 20,000 mg F/kg. Waters contain up to 2.3 mg F/l. In southwest England, the granites are generally fluorine-rich with the fluorite granites of the St Austell pluton containing as much as 1 percent fluorine. These rocks are frequently kaolinised and intensively worked as a source of china clay. Soils in the vicinity of the waste tips contain up to 3,300 mg F/kg and grasses up to 2,950 mg F/kg. Surface waters in the St Austell area contain up to 1.25 mg F/l.Atmospheric fluorine pollution around brickworks in the Peterborough and Bedford areas has resulted in fluorosis in farm animals. Other sources of atmospheric fluorine pollution are aluminium smelters, steelworks and fossil fuel burning.  相似文献

ABSTRACT. This study investigates economies associated with size of New England water utilities. Regression analysis techniques were applied to annual water cost and production data reported in the American Directory of Water Utilities (1968-1969). Modest economies of size in the production of water were found. Because in large communities more water is used per person, total cost increases at a slightly faster rate than population increases, but per unit costs of producing water decline. Substantial economies occurred when the number of customers was held constant and volume of water per customer increased. This study indicates possible economies when two or more of the many very small utilities combine activities to form a larger unit and by encouraging present customers to use more water.  相似文献
