The effects of 'natural' disasters in cities can be worse than in other environments, with poor and marginalised urban communities in the developing world being most at risk. To avoid post-disaster destruction and the forced eviction of these communities, proactive and preventive urban planning, including housing, is required. This paper examines current perceptions and practices within international aid organisations regarding the existing and potential roles of urban planning as a tool for reducing disaster risk. It reveals that urban planning confronts many of the generic challenges to mainstreaming risk reduction in development planning. However, it faces additional barriers. The main reasons for the identified lack of integration of urban planning and risk reduction are, first, the marginal position of both fields within international aid organisations, and second, an incompatibility between the respective professional disciplines. To achieve better integration, a conceptual shift from conventional to non-traditional urban planning is proposed. This paper suggests related operative measures and initiatives to achieve this change.  相似文献

This paper examines the impact of training programs on the ability of trainee watch officers to make decisions in collision avoidance situations.It draws on previous studies which have shown that experts are able to manage complex situations in an acceptable way. However, observations of students on simulators have revealed that many of them are unable to manage such situations or even to recall their main features. It is therefore necessary to identify new training tools that will give trainees the capacity to assess a situation quickly and accurately, and to perform satisfactory actions. These would be in addition to formal regulations.Exercises were designed to evaluate the impact of such tools on the decision-making process of trainees. The impact of the type of navigation experienced by trainees during their on-the-job training was also evaluated.Results showed that decision-making exercises did tend to improve the trainees’ capacity to analyse a complex situation; however, they did not have a clear impact on the manoeuvre performed. On the contrary, there was an obvious difference between the trainees who experienced complex avoidance situations during their on-the-job training period and those who did not.At a time where ship-owners are looking to reduce the length of the “on-the-job” training period, these results point to its vital importance.  相似文献

Anticipating changes in hydrologic variables is essential for making socioeconomic water resource decisions. This study aims to assess the potential impact of land use and climate change on the hydrologic processes of a primarily rain‐fed, agriculturally based watershed in Missouri. A detailed evaluation was performed using the Soil and Water Assessment Tool for the near future (2020–2039) and mid‐century (2040–2059). Land use scenarios were mapped using the Conversion of Land Use and its Effects model. Ensemble results, based on 19 climate models, indicated a temperature increase of about 1.0°C in near future and 2.0°C in mid‐century. Combined climate and land use change scenarios showed distinct annual and seasonal hydrologic variations. Annual precipitation was projected to increase from 6% to 7%, which resulted in 14% more spring days with soil water content equal to or exceeding field capacity in mid‐century. However, summer precipitation was projected to decrease, a critical factor for crop growth. Higher temperatures led to increased potential evapotranspiration during the growing season. Combined with changes in precipitation patterns, this resulted in an increased need for irrigation by 38 mm representing a 10% increase in total irrigation water use. Analysis from multiple land use scenarios indicated converting agriculture to forest land can potentially mitigate the effects of climate change on streamflow, thus ensuring future water availability.  相似文献

Two wild subspecies of snapdragon, Antirrhinum majus, subspecies pseudomajus and striatum, differ in floral color and can be visually discriminated by insect visitors. The extent to which olfactory cues derived from floral scents contribute to discrimination between snapdragon subspecies is however unknown. We tested whether these two subspecies differ in floral scent and whether these olfactory differences are used by bumblebees (Bombus terrestris) to discriminate between them. We grew individuals of both subspecies, collected from a total of seven wild populations, under controlled conditions. We quantified the volatile organic compounds (VOCs) emitted by the flowers using gas-chromatography/mass-spectrometry/flame-ionization-detection. We studied antennal detection of VOCs by bumblebees, by means of electroantennogram study (EAG). We also performed behavioral experiments in a Y-maze to determine the innate response of bumblebees to the main floral VOCs emitted by our snapdragon subspecies. The floral scent of Antirrhinum majus pseudomajus contained three volatile benzenoids absent in the floral scent of Antirrhinum majus striatum. One of them, acetophenone, contributed over 69% of the absolute emissions of A. majus pseudomajus. These benzenoids elicited a significantly higher EAG response compared with other VOCs. In the Y-maze, bumblebees were significantly less attracted by acetophenone, suggesting an aversive effect of this VOC. Our findings indicate that bumblebees are able to discriminate between the two Antirrhinum majus subspecies. Differences in flower scent between these subspecies and olfactory bumblebee preferences are discussed in the light of biochemical constraints on VOCs synthesis and of the role of flower scent in the evolutionary ecology of A. majus.  相似文献

To investigate the role of template plasticity in shaping nest-mate recognition processes in ants, we constructed experimental mixed-species groups of Manica rubida with either Myrmica rubra, Tetramorium bicarinatum or Formica selysi. Selecting Ma. rubida as the focal species, we observed the behaviour within mixed-species groups and the transfer rates of cuticular hydrocarbons (CHC) onto the focal ants, and we also tested the aggression of the focal species reared either alone or in association with each of the three different species. We show that Ma. rubida workers were always amicable towards their mixed group members, as towards members of the respective parental colonies, irrespective of the associated species. They did, however, express different levels of aggression towards single-species groups of the other species tested, depending on the species with which they were reared. The study suggests that similarity in CHC profiles in two species leads to a narrow template in mixed groups, while dissimilarity is followed by lower levels of aggression (a broader template), at least against species with similar CHC compound compositions (i.e. both a broader template in the focal ants and familiarity with the compound groups of the tested individuals operate together). This refutes the hypothesis that ants reared in mixed-species groups are systematically more tolerant. It also demonstrates that heterospecific information is not treated equally during development. We suggest that post-imaginal learning, template reforming and decision making are more precisely tuned when the two species' chemical complexes are similar.  相似文献

On-farm water storages (locally known as farm dams or farm ponds) are an important part of many agricultural landscapes, as they provide a reliable source of water for irrigation and stock. Although these waterbodies are artificially constructed and morphologically simple, there is increasing interest in their potential role as habitat for native flora and fauna. In this article, we present results from a case study which examined the habitat characteristics (such as water physical and chemical parameters, benthic metabolism, and macrophyte cover) and the macrophyte and macroinvertebrate biodiversity of eight farm ponds on four properties in the Stanley Catchment, Southeast Queensland, Australia. Each landowner was interviewed to allow a comparison of the management of the ponds with measured habitat and biodiversity characteristics, and to understand landowners’ motivations in making farm pond management decisions. The physical and chemical water characteristics of the study ponds were comparable to the limited number of Australian farm ponds described in published literature. Littoral zones supported forty-five macroinvertebrate families, with most belonging to the orders Hemiptera, Coleoptera, Odonata, and Diptera. Invertebrate community composition was strongly influenced by littoral zone macrophyte structure, with significant differences between ponds with high macrophyte cover compared to those with bare littoral zones. The importance of littoral zone macrophytes was also suggested by a significant positive relationship between invertebrate taxonomic richness and macrophyte cover. The landowners in this study demonstrated sound ecological knowledge of their farm ponds, but many had not previously acknowledged them as having high habitat value for native flora and fauna. If managed for aquatic organisms as well as reliable water sources, these artificial habitats may help to maintain regional biodiversity, particularly given the large number of farm ponds across the landscape.  相似文献

To assess the concern over declining base cation levels in forest soils caused by acid deposition, input-output budgets (1990s average) for sulphate (SO4), inorganic nitrogen (NO3-N; NH4-N), calcium (Ca), magnesium (Mg) and potassium (K) were synthesised for 21 forested catchments from 17 regions in Canada, the United States and Europe. Trend analysis was conducted on monthly ion concentrations in deposition and runoff when more than 9 years of data were available (14 regions, 17 sites). Annual average SO4 deposition during the 1990s ranged between 7.3 and 28.4 kg ha−1 per year, and inorganic nitrogen (N) deposition was between 2.8 and 13.8 kg ha−1 per year, of which 41–67% was nitrate (NO3-N). Over the period of record, SO4 concentration in deposition decreased in 13/14 (13 out of 14 total) regions and SO4 in runoff decreased at 14/17 catchments. In contrast, NO3-N concentrations in deposition decreased in only 1/14 regions, while NH4-N concentration patterns varied; increasing at 3/14 regions and decreasing at 2/14 regions. Nitrate concentrations in runoff decreased at 4/17 catchments and increased at only 1 site, whereas runoff levels of NH4-N increased at 5/17 catchments. Decreasing trends in deposition were also recorded for Ca, Mg, and K at many of the catchments and on an equivalent basis, accounted for up to 131% (median 22%) of the decrease in acid anion deposition. Base cation concentrations in streams generally declined over time, with significant decreases in Ca, Mg and K occurring at 8, 9 and 7 of 17 sites respectively, which accounted for up to 133% (median 48%) of the decrease in acid anion concentration. Sulphate export exceeded input at 18/21 catchments, likely due to dry deposition and/or internal sources. The majority of N in deposition (31–100%; median 94%) was retained in the catchments, although there was a tendency for greater NO3-N leaching at sites receiving higher (<7 kg ha-1 per year) bulk inorganic N deposition. Mass balance calculations show that export of Ca and Mg in runoff exceeds input at all 21 catchments, but K export only exceeds input at 16/21 sites. Estimates of base cation weathering were available for 18 sites. When included in the mass balance calculation, Ca, Mg and K exports exceeded inputs at 14, 10 and 2 sites respectively. Annual Ca and Mg losses represent appreciable proportions of the current exchangeable soil Ca and Mg pools, although losses at some of the sites likely occur from weathering reactions beneath the rooting zone and there is considerable uncertainty associated with mineral weathering estimates. Critical loads for sulphur (S) and N, using a critical base cation to aluminium ratio of 10 in soil solution, are currently exceeded at 7 of the 18 sites with base cation weathering estimates. Despite reductions in SO4 and H+ deposition, mass balance estimates indicate that acid deposition continues to acidify soils in many regions with losses of Ca and Mg of primary concern. Avian and Mammalian Translocations: Update and Reanalysis of 1987 Survey Data   总被引:12,自引:1,他引:12  
In 1993 we conducted a follow-up study of the 1987 survey by Griffith et al. (1989) of 421 avian and mammalian translocation programs in North America, Australia, and New Zealand to reassess the programs' status and the biological and methodological factors associated with success. Our survey response rate was 81%. Approximately 38% of usable programs in 1993 reported a change in outcome from 1987 (e.g., a translocated population was "declining" but now is "self-sustaining"), but the difference between the overall success rates was not statistically significant (66% in 1987 and 67% in 1993). Since 1987, an increase was observed in the median number of animals translocated per program (31.5 to 50.5), median duration of releases (2 to 3 years), and proportion of programs releasing more than 30 animals (46% to 68%). Multiple logistic regression analyses indicated that release into the core of the historical range, good-to-excellent habitat quality, native game species, greater numbers of released animals, and an omnivorous diet were positively associated with translocation success. Moreover, our results indicate that translocated birds were less successful at establishing self-sustaining populations than translocated mammals. Our findings, using comparable logistic analyses, generally corroborate the results of Grifftth et al. (1989). Variables not found to be significantly correlated with translocation success include species' reproductive potential (number of offspring and first age of reproduction), number and duration of the releases, and source of the translocated animals (wild-caught versus captive-reared).  相似文献

Plasma testosterone levels were evaluated, by validating and using a commercially available testosterone enzyme immunoassay (EIA) as an indicator of the sex of immature loggerhead turtles (Caretta caretta) recovered along the western coast of the central Adriatic Sea between November 2011 and February 2012. Testosterone levels were measured in blood samples collected from 28 immature turtles kept in short-term maintenance at the Fondazione Cetacea Rescue Centre (Italy). Overall, plasma testosterone ranged between 229.3 and 2628.6 pg ml?1, suggesting that the EIA procedure is effective for determining androgen titers in immature loggerhead sea turtles. Analysis of the obtained data indicates an unbiased sex ratio supporting previous studies of juvenile loggerhead turtle sex ratios in the Mediterranean Sea. The present work can be considered a starting point for augmenting knowledge on the dynamics of juvenile loggerhead aggregations increasingly found in the northern-central Adriatic Sea and for promoting local management for conservation actions.  相似文献
