ABSTRACTThe article explores one of the biggest controversies over sustainability in modern Czech history, a protracted conflict over whether the Brno railway station should be re-built in a new location. By examining the language of the interaction between a ‘modernizing discourse’ and a ‘sustainability discourse’, the article highlights reflexivity as analytic enterprise that bares the governance dimension of policy conflicts. The reflexive analysis focuses on how actors justify their positions, how they distinguish themselves from their opponents and how they express trust in their own group. It reveals that both discourses are not only related to the re-location issue per se, but that they entail contested notions of legitimate knowledge and modes of governance. Since such power contest is common in sustainability controversies, the reflexive analysis suggests a novel analytical agenda for addressing policy conflicts in sustainability issues. 相似文献

Urban growth is a key issue for spatial planning as it influences urban patterns and disrupts open landscapes. To effectively steer urban growth towards compact urban forms, many growth-management policies have been developed over recent decades. However, few studies have assessed how municipal policy mixes have evolved over time. In our representative Swiss-wide survey, we evaluated the prevalence and the time of introduction of 18 policies. Our results indicate that large municipalities use a broad range of reinforcing policies over decades. In contrast, small municipalities mostly rely on conventional land-use regulations. The lack of innovative, incentive-based policies casts doubt on small municipalities' ability to effectively manage urban growth. However, our analyses reveal recent efforts by small municipalities to diversify approaches to growth management and adopt innovative policies. These efforts should be supported by guiding small municipalities in their policy choices, and providing support to those lacking planning capacity. 相似文献

Global greenhouse gas emissions from air travel (GHG-A) are on the rise, and projections point towards a rapid growth in the coming decades. This study aims to examine how local government (cities), addresses GHG-A in their Sustainable Energy Action Plans (SEAP). To fulfil this aim, over 200 SEAPs were analysed focusing on three issues: (1) Treatment of GHG-A in local emissions inventories; (2) Policy initiatives within this domain; and (3) The cities’ perceptions of the conflicts of interests. Results showed that more than half of the cities acknowledge the challenge of GHG-A, around one third include GHG-A in their emissions inventories, and more than one quarter have initiated policy interventions. To categorise these interventions, we have added a mode ‘governing by agenda setting’ to an existing analytical framework, ‘Modes of governing’. With their authority limited to the local setting, this mode of governing is a common channel for cities to push changes at higher levels. 相似文献

Arsenic is a well-known human bladder and liver carcinogen, but its exact mechanism of carcinogenicity is not fully understood. Dimethylarsinic acid(DMAV) is a major urinary metabolite of sodium arsenite(i As~Ⅲ) and induces urinary bladder cancers in rats. DMAVand i As~Ⅲare negative in in vitro mutagenicity tests. However, their in vivo mutagenicities have not been determined. The purpose of present study is to evaluate the in vivo mutagenicities of DMAVand i As~Ⅲin rat urinary bladder epithelium and liver using gpt delta F344 rats.Ten-week old male gpt delta F344 rats were randomized into 3 groups and administered 0,92 mg/L DMAV, or 87 mg/L i As~Ⅲ(each 50 mg/L As) for 13 weeks in the drinking water. In the mutation assay, point mutations are detected in the gpt gene by 6-thioguanine selection(gpt assay) and deletion mutations are identified in the red/gam genes by Spi-selection(Spi-assay). Results of the gpt and Spi-assays showed that DMAVand i As~Ⅲhad no effects on the mutant frequencies or mutation spectrum in urinary bladder epithelium or liver. After extensive flooding in 2002, the European Union Solidarity Fund (EUSF) was created as an ex post loss-financing vehicle for EU member states and candidate countries in the case of disasters that exceed the government’s resources to cope. The EUSF is viewed as a valuable instrument for pooling risk among countries in Europe and potentially as a model for financing loss and damage from climate change in vulnerable countries worldwide. This paper assesses its future prospects taking account of reforms adopted in 2014. Our analysis is based on three recognized aims of the Solidarity Fund: its promotion of solidarity with those countries having the least capacity to cope with major disasters; its contribution to proactive disaster risk reduction and management (climate adaptation); and its robustness with regard to its risk of depletion (stress testing). Using a simulation approach for future disasters, we conclude that the reformed EUSF’s risk of depletion, although it is reasonably robust to more frequent disasters, could be reduced by increasing member state contributions and/or engaging in risk transfer. The European Commission has taken important steps in linking the fund to proactive risk reduction; yet, by changing its budgeting practices, the commission could be more proactive in encouraging risk management in member states. In its current form, the EUSF does not embed needs-based solidarity. Lower-income “new” member states have received disproportionately less compensation in terms of eligible losses, although on average, they have received more disaster aid than what they contribute to the fund. Solidarity could be enhanced by changing the rules for disbursing aid. After briefly describing alternative risk-pooling models in the Caribbean, Africa, and Europe, we suggest how design features of the EUSF as compared to other regional risk pools can inform discussions on the Warsaw International Loss and Damage Mechanism. 相似文献
