Reducing emissions from deforestation and forest degradation (REDD) can be an effective and efficient means of mitigating climate change. However, the perceived equity in the distribution of financial incentives for REDD could also emerge as a critical issue in international negotiations. The design of reference levels, which provide the benchmark for crediting emissions reductions, affects the economic incentives for national participation in a REDD mechanism and thus the overall willingness to reach an agreement on REDD. This paper compares the equity impacts of five proposed reference level designs using a partial-equilibrium model. Tradeoffs among equity, environmental effectiveness and cost-efficiency indicate the proposals trigger similar aggregate emissions reductions but lead to different outcomes in efficiency and alternative measures of equity. If equity across countries is measured as the financial incentive provided relative to a country's forest carbon stock, then a REDD mechanism compensating a uniform share of at-risk carbon stocks is the most equitable. On the other hand, if equity is evaluated as the financial incentive relative to the opportunity costs of participating in REDD, then the most equitable approach would be compensating emissions reductions but withholding a part of the payments to compensate for carbon stocks, which also encourages broader country participation under our model. 相似文献
Researchers can find the process of engaging with policy to be both rewarding and frustrating. In the context of land-use policy, we discuss various aspects of the research-policy nexus, including the various influences of research and policy on land use, the adoption of research results by policy makers, differences between policy and research, and the roles that researchers can play in policy. We present a case study from Australia in which a range of research into land use was integrated to develop an investment framework for policy makers and natural resource managers. We conclude that, to enhance their influence on land-use policy, researchers should strive to: understand the policy maker's perspective, practice excellent communication, be solution oriented, find a champion, avoid appearances of vested interest, and be simple, patient, persistent, resilient, responsive and timely. 相似文献
Objective: Whiplash-associated disorder (WAD), commonly denoted whiplash injury, is a worldwide problem. These injuries occur at relatively low changes of velocity (typically <25 km/h) in impacts from all directions. Rear impacts, however, are the most common in the injury statistics. Females have a 1.5–3 times higher risk of whiplash injury than males.?Improved seat design is the prevailing means of increasing the protection of whiplash injury for occupants in rear impacts. Since 1997, more advanced whiplash protection systems have been introduced on the market, the Saab Active Head Restraint (SAHR) being one of the most prominent. The SAHR—which is height adjustable—is mounted to a pressure plate in the seatback by means of a spring-resisted link mechanism.?Nevertheless, studies have shown that seats equipped with reactive head restraints (such as the SAHR) have a very high injury-reducing effect for males (~60–70%) but very low or no reduction effect for females. One influencing factor could be the position of the head restraint relative to the head, because a number of studies have reported that adjustable head restraints often are incorrectly positioned by drivers.?The aim was to investigate how female and male Saab drivers adjust the seat in the car they drive the most.Methods: The seated positions of drivers in stationary conditions have been investigated in a total of 76 volunteers (34 females, 42 males) who participated in the study. Inclusion criteria incorporated driving a Saab 9–3 on a regularly basis.Results: The majority of the volunteers (89%) adjusted the head restraint to any of the 3 uppermost positions and as many as 59% in the top position.?The average vertical distance between the top of the head and the top of the head restraint (offset) increase linearly with increasing statures, from an average of ?26 mm (head below the head restraint) for small females to an average of 82 mm (head above the head restraint) for large males. On average, the offset was 23 mm for females, which is within a satisfactory range and in accordance with recommendations; the corresponding value for males was 72 mm.?The backset tended to be shorter among female volunteers (on average 27 mm) compared to the male volunteers (on average 44 mm). Moreover, the backset tended to increase with increasing statures.Conclusions: Incorrect adjustment of the head restraint cannot explain the large differences found between the sexes in the effectiveness of the SAHR system. 相似文献
Objective: Real-world driving studies, including those involving speeding alert devices and autonomous vehicles, can gauge an individual vehicle's speeding behavior by comparing measured speed with mapped speed zone data. However, there are complexities with developing and maintaining a database of mapped speed zones over a large geographic area that may lead to inaccuracies within the data set. When this approach is applied to large-scale real-world driving data or speeding alert device data to determine speeding behavior, these inaccuracies may result in invalid identification of speeding. We investigated speeding events based on service provider speed zone data.
Methods: We compared service provider speed zone data (Speed Alert by Smart Car Technologies Pty Ltd., Ultimo, NSW, Australia) against a second set of speed zone data (Google Maps Application Programming Interface [API] mapped speed zones).
Results: We found a systematic error in the zones where speed limits of 50–60 km/h, typical of local roads, were allocated to high-speed motorways, which produced false speed limits in the speed zone database. The result was detection of false-positive high-range speeding. Through comparison of the service provider speed zone data against a second set of speed zone data, we were able to identify and eliminate data most affected by this systematic error, thereby establishing a data set of speeding events with a high level of sensitivity (a true positive rate of 92% or 6,412/6,960).
Conclusions: Mapped speed zones can be a source of error in real-world driving when examining vehicle speed. We explored the types of inaccuracies found within speed zone data and recommend that a second set of speed zone data be utilized when investigating speeding behavior or developing mapped speed zone data to minimize inaccuracy in estimates of speeding. 相似文献

The Mason Valley groundwater surface water model (MVGSM) couples the river/drain network with agricultural demand areas and the groundwater system using MODFLOW, MODFLOW’s streamflow routing package, as well as a surface water linking algorithm developed for the project. The MVGSM is capable of simulating complex feedback mechanisms between the groundwater and surface water system that is not dependent on linearity among the related variables. The spatial scale captures important hydrologic components while the monthly stress periods allow for seasonal evaluation. A simulation spanning an 11-year record shows the methodology is robust under diverse climatic conditions. The basin-wide modeling approach predicts a river system generally gaining during the summer irrigation period but losing during winter months and extended periods of drought. River losses to the groundwater system approach 25% of the river’s annual budget. Reducing diversions to hydrologic response units will increase river flows exiting the model domain, but also has the potential to increase losses from the river to groundwater storage. 相似文献
Social capacity building for natural hazards is a topic increasingly gaining relevance not only for so-called developing countries but also for European welfare states which are continuously challenged by the social, economic and ecological impacts of natural hazards. Following an outline of recent governance changes with regard to natural hazards, we develop a heuristic model of social capacity building by taking into account a wide range of existing expertise from different fields of research. Particular attention is paid to social vulnerability and its assessment, as well as to risk communication and risk education as specific strategies of social capacity building. We propose to distinguish between interventionist and participatory approaches, thus enabling for a better understanding of existing practices of social capacity building as well as their particular strengths and weaknesses. By way of conclusion, we encourage more research on social capacity building for natural hazards in the European context which at present is highly diverse and, at least in parts, only poorly investigated. 相似文献
Shellfish complying with European Regulations based on quantification of fecal bacterial indicators (FIB) are introduced into markets; however, information on viruses, more stable than FIB, is not available in the literature. To assess the presence of noroviruses (NoVs) GI and GII and human adenoviruses (HAdV) in domestic and imported mussels and clams (n = 151) their presence was analyzed during winter seasons (2004–2008) in north-west Spanish markets through a routine surveillance system. All samples tested negative for NoV GI and 13 % were positive for NoV GII. The role of HAdV as viral indicator was evaluated in 20 negative and 10 positive NoV GII samples showing an estimated sensitivity and specificity of HAdV to predict the presence of NoV GII of 100 and 74 % (cut-off 0.5). The levels of HAdV and NoVs and the efficiency of decontamination in shellfish depuration plants (SDP) were evaluated analyzing pre- and post-depurated mussels collected in May–June 2010 from three different SDP. There were no statistically significant differences in the prevalence and quantification of HAdV between pre- and post-depurated shellfish and between seawater entering and leaving the depuration systems. Moreover, infectious HAdV were detected in depurated mussels. These results confirm previous studies showing that current controls and depuration treatments limiting the number of FIB do not guarantee the absence of viruses in shellfish. 相似文献
