There is a growing recognition that knowledge of indigenous communities, based on accumulated observations and experience over time, is significant for sustainable environmental management in collaboration with modern scientific knowledge. A number of innovative policy initiatives are currently being implemented in New Zealand to enable indigenous Maori tribes and sub-tribes to rehabilitate and manage their local fisheries in accordance with customary values and practices. These policies are an important milestone from an historical perspective as they are meant to recognise and empower the role of Maori as Treaty partners. The fisheries management regime in New Zealand now provides for Maori representation at the local level within a co-management framework that enables local Maori communities to exercise their customary rights. These institutional arrangements have been crafted to facilitate Maori input, based on customary values and practices, to complement modern Western management practices for sustainable harvesting of marine resources. Nevertheless, the degree to which these initiatives constitute an adequate response to Maori Treaty aspirations is debatable. A major constraint in this respect is that the government is compelled to recognise the needs of other, economically and politically more dominant, non-Maori user-groups in allocating and managing access to fishery resources and the marine environment.  相似文献

Forests and soils are a major sink of carbon, and land use changes can affect the magnitude of above ground and below ground carbon stores and the net flux of carbon between the land and the atmosphere. Studies on methods for examining the future consequences of changes in patterns of land use change and carbon flux gains importance, as they provide different options for CO2 mitigation strategies. In this study, a simulation approach combining Markov chain processes and carbon pools for forests and soils has been implemented to study the carbon flows over a period of time. Markov chains have been computed by converting the land use change and forestry data of India from 1997 to 1999 into a matrix of conditional probabilities reflecting the changes from one class at time t to another class time t+1. Results from Markov modeling suggested Indian forests as a potential sink for 0.94 Gt carbon, with an increase in dense forest area of about 75.93 Mha and decrease of about 3.4 Mha and 5.0 Mha in open and scrub forests, if similar land use changes that occurred during 1997–1999 would continue. The limiting probabilities suggested 34.27 percent as dense forest, 6.90 as open forest, 0.4 percent mangrove forest, 0.1 percent scrub and 58 percent as non-forest area. Although Indian forests are found to be a potential carbon sink, analysis of results from transition probabilities for different years till 2050 suggests that, the forests will continue to be a source of about 20.59 MtC to the atmosphere. The implications of these results in the context of increasing anthropogenic pressure on open and scrub forests and their contribution to carbon source from land use change and forestry sector are discussed. Some of the mitigation aspects to reduce greenhouse gas emissions from land use change and forestry sector in India are also reviewed in the study.  相似文献

Pork producers in Western Europe moreand more encounter a variety of societalconcerns about pork and pork production. Sofar, however, producers predominantly focusedon low consumer prices, therewith addressingjust one concern. This resulted in an intensiveand large-scale production system, decreasinglyrelated to the area of farm land, andaccompanied with increasing concerns aboutsafety and healthiness of pork, animal welfare,environmental pollution, and others.An overview was given of possible concernsabout West-European pork production with theconsumers, citizens, and producers, and thoseconcerns are traced back to the pork productionsystem. The various kinds and qualities ofinformation about the pork production system onwhich possible concerns are based have beenworked out extensively in this paper. Knowledgeabout the aspects of pork production that cangive rise to concerns can be used in two ways.First, the communication about those aspectstowards consumers and citizens can be adjustedor extended to give them better possibilitiesto make food choices or to develop their ownopinions about pork production. Second,producers could change the pork productionsystem such that it better satisfies consumersand citizens. Such adaptations are wellpossible, as three pork quality schemes, whichhave been evaluated, illustrate. However, mostof these adaptations can only be carried out atthe cost of the present low consumer prices andwill not occur spontaneously on a large scale.Therefore, accounting for the type andrelevance of the concerns, legislation isnecessary to address societal concerns in abalanced way such that pork production systemsbecome acceptable for the majority of oursociety.  相似文献

ABSTRACT: Most watershed water quality simulation models require the user to specify pollutant buildup and washoff rate parameters for pollutants, by land use. Buildup and washoff rates are difficult to measure directly, and only limited guidance and few observed data are available from the literature. Many studies, however, report storm event mean concentrations (EMCs). These EMCs must arise as a result of the buildup and washoff processes, but typically represent the net contribution from a variety of pervious and impervious surfaces. This paper explores the relationship between EMCs and buildup/washoff parameters. An assumption of the mathematical form of the buildup/washoff relationship gives an algebraic expression for the EMC consistent with model assumptions. This yields techniques to separate observed EMCs into contributions from different land uses and from pervious and impervious surfaces. Given this relationship, numerical optimization may be used to estimate site specific values of buildup and washoff parameters from observed storm EMCs for use in modeling. Use of this approach helps ensure that model parameters are consistent with observed data, providing a rational starting point for final model calibration. Several site examples demonstrate use of the method.  相似文献

Open-cast lignite mining in the Lusatian mining district resulted in rehabilitated mine soils containing up to four organic matter types: (1) recent plant litter, (2) lignite deposited by mining activity, (3) carbonaceous ash particles deposited during amelioration of the lignite-containing parent substrate and (4) airborne carbonaceous particles deposited during contamination. The influence of lignite-derived carbon types on the organic matter development and their role in the soil carbon cycle was unknown. This paper presents the findings obtained during a six year project concerning the impact of lignite on soil organic matter composition and the biogeochemical functioning of the ecosystem. The organic matter development after rehabilitation was followed in a chronosequence of rehabilitated mine soils afforested in 1966, 1981 and 1987. A differentiation of the organic matter types and an evaluation of their role within the ecosystem was achieved by the use of 14C activity measurements, 13C CPMAS NMR spectroscopy and wet chemical analysis of plant litter compounds. The results showed that the amount and degree of decomposition of the recent organic matter derived from plant material of the 30 year old mine soil was similar to natural uncontaminated forest soil which suggests complete rehabilitation of the ecosystem. The decomposition and humification processes were not influenced by the presence of lignite. On the other hand it was shown that lignite, which was thought to be recalcitrant because of its chemical structure, was part of the carbon cycle in these soils. This demonstrates the need to elucidate further the stabilisation mechanisms of organic matter in soils.  相似文献

 This paper deals with the present scenario of hazardous waste management practices in Thailand, and gives some insights into future prospects. Industrialization in Thailand has systematically increased the generation of hazardous waste. The total hazardous waste generated in 2001 was 1.65 million tons. It is estimated that over 300 million kg/year of hazardous waste is generated from nonindustrial, community sources (e.g., batteries, fluorescent lamps, cleansing chemicals, pesticides). No special facilities are available for handling these wastes. There are neither well-established systems for separation, storage, collection, and transportation, nor the effective enforcement of regulations related to hazardous wastes management generated from industrial or nonindustrial sectors. Therefore, because of a lack of treatment and disposal facilities, these wastes find their way into municipal wastewaters, public landfills, nearby dump sites, or waterways, raising serious environmental concern. Furthermore, Thailand does not have an integrated regulatory framework regarding the monitoring and management of hazardous materials and wastes. In addition to the absence of a national definition of hazardous wastes, limited funding has caused significant impediments to the effective management of hazardous waste. Thus, current waste management practices in Thailand present significant potential hazards to humans and the environment. The challenging issues of hazardous waste management in Thailand are not only related to a scarcity of financial resources (required for treatment and disposal facilities), but also to the fact that there has been no development of appropriate technology following the principles of waste minimization and sustainable development. A holistic approach to achieving effective hazardous waste management that integrates the efforts of all sectors, government, private, and community, is needed for the betterment of human health and the environment. At the district heating plant of Kalmar, Sweden an on-line unit for production of granulated wood ash for nutrient recycling on forest soils is being applied. Currently, the granules are dried by hot air from an oil-fired burner. The objective of this work was to investigate how drying by flue gas affects the hardening of granules, or impacts their chemical composition and properties. Ninety-six granule samples were treated by flue gas from natural gas combustion in a laboratory pilot scale flue gas generator. CO2, CO, O2, C3H8 and NO concentrations were varied during the experiment. Additionally, some samples were treated by flue gas from combustion of sawdust at the heating plant in Kalmar. Drying by flue gases did not affect the chemical composition of granules, but minor effects were seen in their mineralogy. The carbonate content was slightly higher in granules treated with flue gas from natural gas combustion compared to the granules dried by hot air only, when measured by wet chemical methods. Results from XRD analysis imply that the calcite content is higher and the portlandite and arcanite content slightly less in granules treated with flue gas from sawdust combustion compared to the granules dried by hot air only. The results from this investigation showed no negative effects on ash granule composition or physical structure by the use of a flue as a drying medium.  相似文献
