Measures to manage demand include implicit and explicit messages about domestic water users, which have important potential impacts on their perceptions and practices. Drawing on recent literature, this paper identifies three different ‘dimensions’ along which demand management measures' constructions of the water user may vary: these relate to whether the water user is passive or active, whether they are motivated by individual or common needs and whether they perceive water as a right or a commodity. Demand management measures currently used in England and Wales are then discussed and analysed. The paper concludes by highlighting the importance of communications associated with demand management, and in particular, notes the need to consider the cumulative impact of messages and their interactions with people's existing understandings. 相似文献

Assimilation rates of 15N-labelled ammonium, urea, and nitrate by plankton in the upper euphotic zone were measured in 2 summer, 2 winter, and 1 spring cruise in the central North Pacific Ocean. Average rates of ammonium plus urea assimilation could not be determined precisely, but were estimated to be 7 to 25 g-at. N m-3 day-1. Indirect evidence suggested that non-photosynthetic microorganisms contributed to these rates. Nitrate assimilation was negligible in the upper waters considered in this report (above the chlorophyll maximum and the nutricline). Potential, nitrate-saturated rates were in the range 1 to 8 g-at. N m-3 day-1. Seasonal comparison showed lowest rates of both carbon and nitrogen assimilation rates per chlorophyll a in winter. 相似文献

Ground and surface water selenium (Se) contamination is problematic throughout the world, leading to harmful impacts on aquatic life, wildlife, livestock, and humans. A groundwater reactive transport model was applied to a regional‐scale irrigated groundwater system in the Lower Arkansas River Basin in southeastern Colorado to identify management practices that remediate Se contamination. The system has levels of surface water and groundwater Se concentrations exceeding the respective chronic standard and guidelines. We evaluate potential solutions by combining the transport model with an assessment of the cost to employ those practices. We use a framework common in economics and engineering fields alike, the Pareto frontier, to show the impact of four different best management practices on the tradeoffs between Se and cost objectives. We then extend that analysis to include institutional constraints that affect the economic feasibility associated with each practice. Results indicate that although water‐reducing strategies have the greatest impact on Se, they are the hardest for farmers to implement given constraints common to western water rights institutions. Therefore, our analysis shows that estimating economic and environmental tradeoffs, as is typically done with a Pareto frontier, will not provide an accurate picture of choices available to farmers where institutional constraints should also be considered. 相似文献

The chlorinated hydrocarbon pesticide Kelthane was assayed for effects on food consumption, molting rate, cannibalism, respiration, mortality and behavior of the estuarine shrimp Crangon franciscorum Stimpson. The test system was a single-pass pulse-flow apparatus employing a modified Mount-Brungs style diluter. Treatment levels were 0, 14, 33 and 81 g l-1 Kelthane at 16.6°C and 19 S over an exposure period of 317 h. Exposure to Kelthane reduced food consumption, molting rate, cannibalism, and respiration. Behavior also was abnormal in exposed shrimp. They spent more time swimming, were less coordinated and had feeble escape reactions. Kelthane was very toxic to C. franciscorum with LT50 values of 163, 196 and 264 h for shrimp exposed to 81, 33 and 14 g l-1 respectively. The incipient lethal level of Kelthane is probably below 14 g l-1. 相似文献

Carbon capture and storage (CCS) may play a central role in managing carbon emissions from the power sector and industry, but public support for the technology is unclear. To address this knowledge gap, and to test the use of discrete choice analysis for determining public attitudes, two focus groups and a national survey were conducted in Canada to investigate the public's perceptions of the benefits and risks of CCS, the likely determinants of public opinion, and overall support for the use of CCS.The results showed slight support for CCS development in Canada, and a belief that CCS is less risky than normal oil and gas industry operations, nuclear power, or coal-burning power plants. A majority of respondents indicate that they would support the use of CCS as part of a greenhouse gas reduction strategy, although it would likely have to be used in combination with energy efficiency and alternative energy technologies in order to retain public support. 相似文献

Abstract As stated in 40 CFR 58, Appendix G (2000), statistical linear regression models can be applied to relate PM2.5 continuous monitoring (CM) measurements with federal reference method (FRM) measurements, collocated or otherwise, for the purpose of reporting the air quality index (AQI). The CM measurements can then be transformed via the model to remove any bias relative to FRM measurements. The resulting FRM-like modeled measurements may be used to provide more timely reporting of a metropolitan statistical area’s (MSA’s) AQI.1 Of considerable importance is the quality of the model used to relate the CM and FRM measurements. The use of a poor model could result in misleading AQI reporting in the form of incorrectly claiming either good or bad air quality. This paper describes a measure of adequacy for deciding whether a statistical linear regression model that relates FRM and continuous PM2.5 measurements is sufficient for use in AQI reporting. The approach is the U.S. Environmental Protection Agency’s (EPA’s) data quality objectives (DQO) process, a seven-step strategic planning approach to determine the most appropriate data type, quality, quantity, and synthesis for a given activity.2 The chosen measure of model adequacy is r2, the square of the correlation coefficient between FRM measurements and their modeled counterparts. The paper concludes by developing regression models that meet this desired level of adequacy for the MSAs of Greensboro/Winston-Salem/High Point, NC; and Davenport/Moline/Rock Island, IA/IL. In both cases, a log transformation of the data appeared most appropriate. For the data from the Greens-boro/Winston-Salem/High Point MSA, a simple linear regression model of the FRM and CM measurements had an r2 of 0.96, based on 227 paired observations. For the data from the Davenport/Moline/Rock Island MSA, due to seasonal differences between CM and FRM measurements, the simple linear regression model had to be expanded to include a temperature dependency, resulting in an r2 of 0.86, based on 214 paired observations. 相似文献

ABSTRACT: A graphical procedure for classifying aquifer management strategy is proposed for use as a visual aid. The increasing demand for water, changes in the type of water uses and water sources, and economic consideration indicate that optimal strategies can shift over time. The procedure is described and, as an example, applied to the Tucson Basin. This procedure provides a simple visual tool for nonhydrologists, demonstrates the importance of water use and source interplay, and allows consideration of the time element in managing ground-water resources. 相似文献
