This paper discusses common organizational problems that cause inadequate planning and implementation processes of endangered
species recovery across biologically dissimilar species. If these problems occur, even proven biological conservation techniques
are jeopardized. We propose a solution that requires accountability in all phases of the restoration process and is based
on cooperative input among government agencies, nongovernmental conservation organizations, and the academic community. The
first step is formation of a task-oriented recovery team that integrates the best expertise into the planning process. This
interdisciplinary team should be composed of people whose skills directly address issues critical for recovery. Once goals
and procedures are established, the responsible agency (for example, in the United States, the US Fish and Wildlife Service)
could divest some or all of its obligation for implementing the plan, yet still maintain oversight by holding implementing
entities contractually accountable. Regular, periodic outside review and public documentation of the recovery team, lead agency,
and the accomplishments of implementing bodies would permit evaluation necessary to improve performance. Increased cooperation
among agency and nongovernmental organizations provided by this model promises a more efficient use of limited resources toward

Benchmarking is a powerful management technique that can help improve an organization's environmental performance on a number of dimensions. Benchmarking is not a cookbook solution but a systematic process of searching for the organization that is the best at a given process (“best-in-class”) and continually adopting or adapting new processes to accelerate improvement. As a continual process including planning, analysis, integration, action, and maturity phases, benchmarking should be integrated into the planning stage of the management system. Once processes are strategically identified, they can be improved within the company's Total Quality Management program. Many benefits, such as teamwork and job satisfaction, accompany benchmarking, but the greatest companywide advantage is becoming more competitive. Finding a suitable partner is crucial to the success of the benchmarking process. This article shows the traditional one-on-one approach is the most effective because it saves time and money that allows organizations to learn from each other. In addition, examples of where benchmarking partners may be found, as well as several success indicators in the benchmarking process, are presented. Since the ultimate intent of benchmarking is positive change, the difference between reengineering and continuous performance improvement and the role benchmarking plays in each is also discussed. 相似文献
The intent of this article is to outline, integrate, and interpret relevant scientific, economic, and social issues of rbST technology that have contributed to the acceptance dilemma for this product. The public is divided into social groups, each with its own set of criteria on which they base rbSTs acceptability. Criteria for the scientific community may best be described as physiological. However, for consumers, criteria may be more practical, or procedural, including human health, animal welfare, environmental concerns, and overproduction. Because the business of dairy production depends on demand from the consuming public, the criteria for acceptance of rbST by producers largely reflects those of the consumers. Of necessity, producers are also critical of rbST from a business and animal improvement standpoint. Although this article demonstrates that rbST has met most physiological criteria for acceptance, the consuming public has treated the acceptance issue with forceful skepticism. The question this article addresses is, why? The authors comment that with rbST and other biotechnologies applied to agricultural animal production, it will be the responsibility of government health agencies, scientists, and manufacturers of the products to provide early, adequate, and honest public education. Attention to the concerns of the public may be the only means to prevent hysteria over this and future agricultural products of biotechnology and will, therefore, allow the public to form logical and thoughtful criteria assessments with respect to acceptance or rejection of each product. 相似文献
ABSTRACT: The Hydrological Simulation Program‐FORTRAN (HSPF) describes discharge from a stream reach based on function tables (FTABLES) that relate stream stage, surface area, volume, and discharge. For this study, five FTABLE scenarios were compared to assess their effect on daily discharge rates predicted using HSPF. Four “field‐based” FTABLE scenarios were developed using detailed cross section surveys collected at predefined intervals along 14 reaches in the study watershed. A fifth “digital‐based” scenario was developed using digital elevation models (DEMs) and Natural Resource Conservation Service (NRCS) Regional Hydraulic Geometry Curves. The Smirnov k‐sample test was used to compare average daily discharge rates simulated with HSPF using the five FTABLE scenarios. No significant difference in simulated stream discharge was found (p = 0.99) between the five FTABLE scenarios. Additional examination of the four field‐based scenarios revealed that the number of cross sections per stream reach used to generate FTABLES had little effect on the resulting stage discharge relationship. These findings suggest that FTABLES generated using digital data are a viable option when simulating stream discharge with HSPF and that if field data are used to generate FTABLES, using fewer cross sections will not adversely affect simulated discharge predictions. 相似文献
The 10th International Symposium on Interactions Between Sediment and Water was held in Lake Bled, Slovenia from August 28 to September
3, 2005. Approximately 155 delegates, attended the symposium where talks and posters addressed five themes incorporating the
physical, chemical, biological, and/or management aspects of lacustrine, reverine, estuarine, and/or marine sediment were
presented. A review of the symposium themes and plenary talks was provided. As well, this symposiums’ focus is put into context
with respect to historical changes noted over the 29 years that the International Association for Sediment Water Science (IASWS)

Offshore oil and gas platforms are well known for their compact geometry, high degree of congestion, limited ventilation and difficult escape routes. A small mishap under such conditions can quickly escalate into a catastrophe. Among all the accidental process-related events occurring offshore, fire is the most frequently reported. It is, therefore, necessary to study the behavior of fires and quantity the hazards posed by them in order to complete a detailed quantitative risk assessment. While there are many consequence models available to predict fire hazards-varying from point source models to highly complex computational fluid dynamic models—only a few have been validated for the unique conditions found offshore.
In this paper, we have considered fire consequence modeling as a suite of sub-models such as individual fire models, radiation model, overpressure model, smoke and toxicity models and human impact models. This comprehensive suite of models was then revised by making the following modifications: (i) fire models: existing fire models have been reviewed and the ones most suitable for offshore conditions were selected; (ii) overpressure impact model: a model has been developed to quantify the overpressure effects from fires to investigate the possible damage from the hot combustion gases released in highly confined compartments; (iii) radiation model: instead of a point/area model, a multipoint grid-based model has been adopted for better modeling and analysis of radiation heat flux consequences. A comparison of the performance of the revised models with the ones used in a commercial software package for offshore risk assessment was also carried out and is discussed in the paper. 相似文献
ABSTRACT: An extensive group of datasets was analyzed to examine factors affecting widths of streams and rivers. Results indicate that vegetative controls on channel size are scale dependent. In channels with watersheds greater than 10 to 100 km2, widths are narrower in channels with thick woody bank vegetation than in grass lined or nonforested banks. The converse is true in smaller streams apparently due to interactions between woody debris, shading, understory vegetation, rooting characteristics, and channel size. A tree based statistical method (regression tree) is introduced and tested as a tool for identifying thresholds of response and interpreting interactions between variables. The implications of scale dependent controls on channel width are discussed in the context of stable channel design methods and development of regional hydraulic geometry curves. 相似文献
