This paper presents an heuristic framework for analyzing hazards (potential for loss or harm) and strategies that may be developed to control their realization. Two basic forms of intervention for hazard control (anticipation and reaction) are identified. Three broad anticipative strategies are discussed: (1) elimination of the source of the hazard, (2) containment of the risk of its realization, and (3) mitigation of likely consequences. The communication and judgmental processes involved in decisions about strategies are shown to be embedded in the organizational “political” context, in which a variety of interests backed by varying sources of power and influence are represented. The development, implementation, and monitoring of any strategies that are decided upon are then discussed, including the fact that such actions and events may not produce the intended results. Comments are also made on the need for data provided by monitoring to be evaluated and appropriate adaptations made. Finally, a brief section of the paper discusses reactive strategies. 相似文献

Good lighting and the correct use of spectacles generally improve vision and presumably reduce the risk of accidents. However, bifocal and varifocal spectacles can increase the risk of misjudging distances when negotiating underfoot hazards. In some circumstances, the portion of the lens used for close work may inadvertently be used where accurate judgement of distance is necessary. This paper reports results from two studies of patient interviews using the Merseyside Accident Information Model; the first a study of accidents which occurred during paid employment (1504 cases) and the second of 1326 accidents mainly in domestic and leisure activities. Underfoot accidents were identified by the first unforeseen event perceived by the patient. The relationship between underfoot events and the type of spectacles worn by the patient at the time of accident was analysed. In both studies there was a significant association between accidents where the first event was ‘missed edge of’ (step) and wearing bifocal/varifocal spectacles. Corporal movements reported in both studies indicated that ‘stepping down’ when wearing bifocal/varifocal spectacles, increased the risk of ‘missed edge’ accidents. We used a combination of satellite telemetry, archival and conventional tags to show that white sharks made broad-scale movements consistent with mixing of the population across their entire Australasian range. The capture of one of these sharks in New Zealand, some 3,550 km from the point of tagging in South Australia, provides further confirmation that white sharks sometimes move into open ocean waters and cross deep ocean basins. However, most movements were confined to shelf waters, generally in areas of less than 100 m depth and in some cases into waters of less than 5 m depth. Sharks showed considerable plasticity in swimming patterns, which included many of the behaviours reported for other species. One of the archival-tagged sharks showed separate periods of distinct swimming behaviour as it moved into different habitats and travelled between them. The changes in swimming behaviour were abrupt and suggested rapid switching of hunting strategies for different prey types in these habitats. All tracked sharks showed both prolonged periods of directional swimming in coastal waters at swimming speeds of 2–3 km h−1 as well as temporary residency in particular regions. Movements of tagged white sharks, together with data from shark control programs and bycatch records, suggest a seasonal movement northward along the east coast of Australia during the autumn–winter months and south in spring–early summer. The consistency of paths taken by white sharks in Australian waters suggests that they may follow common routes or “highways” in some areas. Specimens of the Dungeness crab Cancer magister, were collected subtidally and intertidally from an estuary in Washington State, USA in June and September 1980, and January, April, May and July, 1981. Gut contens of freshly collected crabs were analyzed by the Index of Relative Importance; for each prey taxon, this method measured frequency of occurrence, percentage of total biomass, and percentage of total numbers consumed. The most important higher taxon eaten was fish; however, the most important prey genus was the shrimp Crangon spp. There was greater predation on Crangon spp. at night at the intertidal site, and during winter and spring when the shrimp were most abundant there. Feeding activity, as indicated by a weight-specific gut-fullness index, showed no consistent diel pattern. There were significant ontogenetic changes in feeding patterns: first-year crabs preyed primarily on very small bivalves or small crustaceans including their conspecifics; second-year crabs preferred Crangon spp. and fish, and third-year crabs preyed less on Crangon spp. and more on fish. Such changes in feeding habits with ege could be purely due to mechanics of food handling, but might also reduce competition among age groups of crabs, possibly partitioning resources within the estuary. PCDD/Fs were quantified in samples of cattle, pig, sheep and chicken manure. TEQs ranged from 0.19 ng TEQ/kg dw for the pig manure to 20 ng TEQ/kg dw for one cattle manure sample. Exposure assessments were carried out to compare the effect of various sewage sludge and cattle manure land application scenarios on human PCDD/F exposure. Background exposure was estimated at 4.9 pg TEQ/kg bw/day and it was found that land application of sewage sludge and cattle manure at contemporary rates did not increase PCDD/F TEQ background exposure. It was concluded that the application of sewage sludge, under the new UK guidelines, and cattle manure to agricultural land, do not make a significant contribution to human exposure to PCDD/Fs. 相似文献

The feed additive ractopamine hydrochloride was fortified at four concentrations into batch vials containing soils that differed in both biological activity and organic matter(OM).Sampling of the liquid layer for 14 days demonstrated that ractopamine rapidly dissipated from the liquid layer. Less than 20% of the fortified dose remained in the liquid layer after 4 hr,and recoveries of dosed ractopamine ranged from 8 to 18% in the liquid layer at 336 hr. Sorption to soil was the major fate for ractopamine in soil:water systems, i.e., 42%–51% of the dose at14 days. The major portion of the sorbed fraction was comprised of non-extractables; a smaller fraction of the sorbed dose was extracted into water and acetone, portions which would be potentially mobile in the environment. Partitioning coefficients for all soils suggested strong sorption of ractopamine to soil which is governed by hydrophobic interactions and cation exchange complexes within the soil OM. Ractopamine degradation was observed, but to mostly non-polar compounds which had a higher potential than ractopamine to sorb to soil. The formation of volatiles was also suggested. Therefore, despite rapid and extensive soil sorption,these studies indicated a portion of ractopamine, present in manures used to fertilize soils,may be mobile in the environment via water-borne events. 相似文献

Large crowds in parks can be a problem for park managers and visitors. However, perceptions of crowding are difficult to measure due to coping mechanisms deployed by park visitors. Furthermore, perceptions of crowding should not be measured in isolation, but rather as part of a suite of conditions that comprise the visitors’ outdoor experience. We used a dichotomous choice experiment with visual images and eight attributes to estimate park users’ utilities associated with their visitor experience in Garibaldi Provincial Park in British Columbia, Canada. Our visual method allowed us to control for background view and compare user preferences on hiking trails with preferences at final destinations. We find that utilities are more sensitive to crowding at viewpoints than to other aspects of the outdoor experience. Thus, visitor satisfaction and crowding perceptions are more likely to be defined by where visitors have these encounters rather than the total number of encounters. 相似文献
