The “Stockholm Trial” involved a road pricing system to improve the air quality and reduce traffic congestion. The test period of the trial was January 3–July 31, 2006. Vehicles travelling into and out of the charge cordon were charged for every passage during weekdays. The amount due varied during the day and was highest during rush hours (20 SEK = 2.2 EUR, maximum 60 SEK per day). Based on measured and modelled changes in road traffic it was estimated that this system resulted in a 15% reduction in total road use within the charged cordon. Total traffic emissions in this area of NOx and PM10 fell by 8.5% and 13%, respectively. Air quality dispersion modelling was applied to assess the effect of the emission reductions on ambient concentrations and population exposure. For the situations with and without the trial, meteorological conditions and other emissions than from road traffic were kept the same. The calculations show that, with a permanent congestion tax system like the Stockholm Trial, the annual average NOx concentrations would be lower by up to 12% along the most densely trafficked streets. PM10 concentrations would be up to 7% lower. The limit values for both PM10 and NO2 would still be exceeded along the most densely trafficked streets. The total population exposure of NOx in Greater Stockholm (35 × 35 km with 1.44 million people) is estimated to decrease with a rather modest 0.23 μg m?3. However, based on a long-term epidemiological study, that found an increased mortality risk of 8% per 10 μg m?3 NOx, it is estimated that 27 premature deaths would be avoided every year. According to life-table analysis this would correspond to 206 years of life gained over 10 years per 100 000 people following the trial if the effects on exposures would persist. The effect on mortality is attributed to road traffic emissions (likely vehicle exhaust particles); NOx is merely regarded as an indicator of traffic exposure. This is only the tip of the ice-berg since reductions are expected in both respiratory and cardiovascular morbidity. This study demonstrates the importance of not only assessing the effects on air quality limit values, but also to make quantitative estimates of health impacts, in order to justify actions to reduce air pollution.  相似文献

Particle emissions from residential wood combustion in small communities in Northern Sweden can sometimes increase the ambient particle concentrations to levels comparable to densely trafficked streets in the center of large cities. The reason for this is the combination of increased need for domestic heating during periods of low temperatures, leading to higher emission rates, and stable meteorological conditions. In this work, the authors compare two different approaches to quantify the wood combustion contribution to fine particles in Northern Sweden: a multivariate source-receptor analysis on inorganic compounds followed by multiple linear regression (MLR) of fine particle concentrations and levoglucosan used as a tracer. From the receptor model, it can be seen that residential wood combustion corresponds with 70% of modeled particle mass. Smaller contributions are also seen from local nonexhaust traffic particles, road dust, and brake wear (each contributing 14%). Of the mass, 1.5% is explained by long-distance transported particles, and 2% derives from a regional source deriving from either oil combustion or smelter activities. In samples collected in ambient air, a significant linear correlation was found between wood burning particles and levoglucosan. The levoglucosan fraction in the ambient fine particulate matter attributed to wood burning according to the multivariate analysis ranged from < 2% to 50%. This is much higher than the fraction found in the emission from the boilers expected to be responsible for most emissions at this site (between 3% and 6%). A laboratory emission study of wood and pellet boilers gave 0.3% wt to 22% wt levoglucosan to particle mass, indicating that the levoglucosan fraction may be highly dependent on combustion conditions, making it uncertain to use it as a quantitative tracer under real-world burning conditions. Thus, quantitative estimates of wood burning contributions will be very uncertain using solely levoglucosan as a tracer.  相似文献

We studied the mass-related aerosol properties, simultaneously attwo sites at the urban roof top level in the same city. Nosystematic influence of the wind vector on the difference in theaerosol concentrations between the two locations could be found.These results are compared with results from a second, similarexperiment over a larger distance including one urban and onerural site. Surprisingly, we could not detect a tendency whichwould indicate that sampling air at distance in the order of 1 kmwould be less affected by the heterogeneity than samplingdistanced in the order of 10 km apart. On the contrary, theresults suggest that mass-related properties at two sites in thesame city are not necessarily more similar than at an urban and arural site outside the city. These results stress the limitedhorizontal homogeneity of urban atmospheric aerosol. As aconclusion it is suggested that single-site measurements of mass-related aerosol properties should be considered to berepresentative for an area smaller than 1 km2 on size.  相似文献

A dynamic system for the generation of stable hydrogen peroxide test atmospheres was applied to the evaluation of samplers used for the determination of hydrogen peroxide in workplace air. The system is able to generate gas mixtures of between 0.1 and 10 ppm at different combinations of relative humidity (20-80%) and temperature (10-30 degrees C). Gaseous hydrogen peroxide is sampled on glass filters impregnated with Ti(IV) chloride and sulfuric acid and analyzed by UV spectroscopy. An interference was observed due to the acid catalyzed decomposition of peroxyacetic acid to hydrogen peroxide. This was significantly reduced by applying high sample flow rates and by lowering the concentration of sulfuric acid. The performance of the sampler and sources of uncertainties were tested according to the European Standard EN 1076.  相似文献

The multi-scale approach to conserving forest biodiversity has been used in Sweden since the 1980s, a period defined by increased reserve area and conservation actions within production forests. However, two thousand forest-associated species remain on Sweden’s red-list, and Sweden’s 2020 goals for sustainable forests are not being met. We argue that ongoing changes in the production forest matrix require more consideration, and that multi-scale conservation must be adapted to, and integrated with, production forest development. To make this case, we summarize trends in habitat provision by Sweden’s protected and production forests, and the variety of ways silviculture can affect biodiversity. We discuss how different forestry trajectories affect the type and extent of conservation approaches needed to secure biodiversity, and suggest leverage points for aiding the adoption of diversified silviculture. Sweden’s long-term experience with multi-scale conservation and intensive forestry provides insights for other countries trying to conserve species within production landscapes.

Exhaust gas particle and ion size distributions were measured from an off-road diesel engine complying with the European Stage IIIB emission standard. The measurements were performed at idling and low load conditions on an engine dynamometer. Nucleation-mode particles dominated the diesel exhaust particle number emissions at idle load. The nonvolatile nucleation-mode geometric mean diameter was detected at 10 nm or below. The nonvolatile nucleation-mode charge state implied that it has evolved through a highly ionizing environment before emission from the engine. The determined charging probabilities were 10.0 ± 2.2% for negative and 8.0 ± 2.0% for positive polarity particles. The nonvolatile nucleation particle concentration and size was also shown to be dependent on the lubricant oil composition. The particle emissions were efficiently controlled with a partial filter or with partial filter + selective catalytic reduction (SCR) combination. The particle number removal efficiencies of the aftertreatment systems were over 95% for wet total particle number (>3nm) and over 85% for dry particle total number. Nevertheless, the aftertreatment systems’ efficiencies were around 50% for the soot-mode particles. The low-load nonvolatile nucleation particle emissions were also dependent on the engine load, speed, and fuel injection pressure. The low load particle number emissions followed the soot-core trade-off, similar to medium or high operating loads.
Implications:Idling and low-load diesel engine exhaust emissions affect harmfully the ambient air quality. The low-load particle number emissions are here shown to peak in the 10-nm size range for a modern off-road engine. The particles are electrically charged and nonvolatile and they originate from the combustion process. Tailpipe particle control by open channel filter can remove more than 85% of the nonvolatile 10-nm particles and about 50% of the soot-mode particles, while the fuel injection pressure increase can lead to particle number increase. The study provides a new viewpoint for low-load particle emissions and control.  相似文献
