Lately, requests have been made to include the contexts of enterprises in models to prevent accidents at work. This paper presents different contextual theories in order to analyze whether this type of theory could be a way to elaborate our understanding of context. A differentiation is made between (a) theories of understanding relations between enterprises and regulatory agencies and (b) theories to perceive the relation between enterprise and the broader context. The last group of theories has its point of departure in an organizational understanding diverging from the classical, rational understanding of organizations and organizational processes. The conclusion is that contextual theories open for an elaborated understanding of the role of contextual relations in accident prevention, but also that an investigation of the potentials for making the theories action-orientated is needed.  相似文献

Summary In 1986, the Danish Environmental Protection Agency established a new regulatory system aimed at small-scale polluting activities. Contrary to the dominant regulatory system based on individual standards for each polluting activity, the new regulatory system established uniform and fixed environmental standards for all activities within a trade. The fixed standards concern location, design and daily operation. Thus far, the new regulatory system has been implemented in the trades of fur farms and auto-repair shops.This study shows that fixed environmental standards reduce the total administrative costs, intensify local monitoring and enforcement of the standards, and improve the environmental state. It is proposed that the following criteria should be considered if the regulatory system is to be implemented in other trades. The trade should consist of many units and be characterised by a moderate pace of technological development, it should posses well-defined and well-known environmental problems, and have a cooperative trade association. In Denmark several trades have been identified as obvious objects for future regulation by fixed environmental standards.Bente Kjærgård is a Research Associate in the Department of Environment, Technology and Social Studies at Roskilde University. Environmental planners and managers may want to do their work without political interference, using rational and objective knowledge only. They may also want to serve the common good, be accountable and encourage public participation. This paper explores the tensions between the two approaches and argues that a great deal of politics goes into the very definition and selection of what is considered rational and objective. Too often policy‐makers claim to rely exclusively on objective scientific or economic knowledge, while ignoring other forms of knowledge which may be as essential for the solution or management of the problem. Difficult choices have to be made, and it may well be the political scientist, sociologist or psychologist who can help. Expertise has its own interest in the policy process—it is mainly concerned with perpetuating itself and the search for more knowledge. To be effective as well as rational, environmental managers need to be aware of a broad range of useful knowledge, as well as suspicious of claims that promise too much. They need to be in open communication with society, and this may well require institutional reform.  相似文献

In this paper a compartment model of the highly vulnerable Arctic terrestrial food chain "lichen-reindeer-man" is outlined. Based upon an analysis of measured (137)Cs and (90)Sr contents in lichen and reindeer meat from 1961 up to 2001, site specific model parameters for two regions in north-western Arctic Russia and for Kautokeino municipality in Arctic Norway have been determined. The dynamics of radionuclide activity concentrations in the "lichen-reindeer-man" food chain for all areas was satisfactorily described by a double exponential function with short-term and long-term effective ecological half-lives between 1-2 and 10-12 years, respectively, for both (137)Cs and (90)Sr. Using parameter values derived from the model, life-time internal effective doses due to consumption of reindeer meat by reindeer-breeders after an assumed single pulse deposit of 1 kBq m(-2) of (137)Cs were estimated to be 11.4 mSv (Kola Peninsula), 5 mSv (Nenets Autonomous Area), and 2 mSv (Kautokeino, Norway). Differences in vulnerability to radiocaesium deposition were due to differences in transfer between lichen and reindeer and in diet between the three regions.  相似文献

Vertical distributions of 137Cs have been determined in vegetation-soil cores obtained from 30 different locations around two underground nuclear explosion sites--"Crystal" (event year - 1974) and "Kraton-3" (event year - 1978) in the Republic of Sakha (Yakutia), Russia. In 2001-2002, background levels of 137Cs surface contamination densities on control forest plots varied from 0.73 to 0.97 kBq m(-2) with an average of 0.84+/-0.10 kBq m(-2) and a median of 0.82 kBq m(-2). 137Cs ground contamination densities at the "Crystal" site ranged from 1.3 to 64 kBq m(-2); the activity gradually decreased with distance from the borehole. For "Kraton-3", residual surface contamination density of radiocaesium varied drastically from 1.7 to 6900 kBq m(-2); maximal 137Cs depositions were found at a "decontaminated" plot. At all forest plots, radiocaesium activity decreased throughout the whole vertical soil profile. Vertical distributions of 137Cs in soil for the majority of the plots sampled (n=18) can be described using a simple exponential function. Despite the fact that more than 20 years have passed since the main fallout events, more than 80% of the total deposited activity was found in the first 5 cm of the vegetation-soil cores from most of the forested landscapes. The low annual temperatures, clay-rich soil type with neutral pH, and presence of thick lichen-moss carpet are the factors which may hinder 137Cs transport down the soil profile.  相似文献

A warmer climate leads to rising sea levels. Despite uncertainties about how rapid and substantial future sea-level rise (SLR) will be, society needs to prepare and adapt. This study examines the state of planning for future SLR in Sweden by surveying 33 coastal municipalities in southern Sweden and interviewing local, regional and national authorities with relevant accountability. The results reveal that there are considerable gaps in current planning for SLR. Almost one-third of municipalities lack guiding planning documents for SLR, and more than two-thirds do not discuss SLR beyond 2100. We argue that the prevailing uncertainty and ambiguity in assessments of future SLR is problematic within a traditional “predict-then-act” paradigm, and that robust approaches, such as scenario planning, can reduce many of these problems.  相似文献

A number of factors are critical to the implementation of measures identified through Strategic Environmental Assessment (SEA) processes. This paper addresses the challenge of implementation from a street level perspective and studies the role of planners and their use of discretion in the SEA implementation process: in which way might planners hinder or facilitate the implementation of SEA? Which coping mechanisms and discretions are deliberately or unconsciously developed and used by the planners? The paper reviews the literature on street level bureaucracy (SLB) in order to identify both factors influencing the implementation behaviour of street level bureaucrats and their coping mechanism when confronted with these factors. Based upon the SLB theory, a case study explores the SLB behaviour involved in the implementation of the SEA of the Copenhagen spatial plan. The analysis shows a surprisingly high level of implementation of measures put forward in the SEA report, and underlines the role of planners at the front line of implementation, functioning as ‘innovators’ during the SEA process and the following implementation of measures. The paper documents the importance of examining planners’ role in SEA and their potential as levers for SEA implementation.  相似文献

The Carnivora spans the largest ecological and body size diversity of any mammalian order, making it an ideal basis for studies of evolutionary ecology and functional morphology. For animals with different feeding ecologies, it may be expected that bite force represents an important evolutionary adaptation, but studies have been constrained by a lack of bite force data. In this study we present predictions of bite forces for 151 species of extant carnivores, comprising representatives from all eight families and the entire size and ecological spectrum within the order. We show that, when normalized for body size, bite forces differ significantly between the various feeding categories. At opposing extremes and independent of genealogy, consumers of tough fibrous plant material and carnivores preying on large prey both have high bite forces for their size, while bite force adjusted for body mass is low among specialized insectivores. Omnivores and carnivores preying on small prey have more moderate bite forces for their size. These findings indicate that differences in bite force represent important adaptations to and indicators of differing feeding ecologies throughout carnivoran evolution. Our results suggest that the incorporation of bite force data may assist in the construction of more robust evolutionary and palaeontological analyses of feeding ecology.  相似文献

A revised Swedish forest health assessment system is presented. The assessment system is composed of several interacting components which target information needs for strategic and operational decision making and accommodate a continuously expanding knowledge base. The main motivation for separating information for strategic and operational decision making is that major damage outbreaks are often scattered throughout the landscape. Generally, large-scale inventories (such as national forest inventories) cannot provide adequate information for mitigation measures. In addition to broad monitoring programs that provide time-series information on known damaging agents and their effects, there is also a need for local and regional inventories adapted to specific damage events. While information for decision making is the major focus of the health assessment system, the system also contributes to expanding the knowledge base of forest conditions. For example, the integrated monitoring programs provide a better understanding of ecological processes linked to forest health. The new health assessment system should be able to respond to the need for quick and reliable information and thus will be an important part of the future monitoring of Swedish forests.  相似文献
