This paper examines how air pollution control policies will affect the welfare of the different races in Southern California. The paper adopts the concept of the Net Welfare Impact (NWI) function to measure how air quality improvements affect the welfare (monetary and non-monetary) of individual households. The core finding is that many of the benefits of air quality improvement are enjoyed by minorities, especially Latinos (and African-Americans and Asians to a lesser extent), whose household incomes tend to be lower and family size larger than the regional average, and who are more likely to live in the neighbourhoods that are currently polluted. Thus, because minorities have suffered more from dirty air, they are the major beneficiaries from implementation of clean air policies. This is the result of the Federal clean air mandate that dictates uniform standards for all metropolitan areas.  相似文献

ABSTRACT: Southern California, now in its fifth consecutive year of drought, has always relied heavily on imported water from the Owens Valley, the State Water Project, and the Colorado River. For various reasons, these sources are now decreasing and water suppliers are being forced to look for new sources. One possible alternative is to store water obtained during peak supply periods for use during dry periods in ground water storage basins. The Santa Ana River Basin in Orange County has already been developed, and is being used to provide water to 25 cities in Orange County. The San Juan Basin, also in Orange County, is being studied as a possible future storage basin. This paper examines some of the positive and negative aspects of developing and using ground water storage basins in Southern California.  相似文献

Time series of fossil fuel carbon emissions from 1960–2000 for each of the U.S. states and the District of Columbia are presented and discussed. Comparison of the nationally summarized results with other national datasets shows generally good agreement, usually within 2%, and gives insight into the quality of all the data series. Our extension of the state-by-state emissions estimates back to 1960 reveals patterns of change that are coherent across states and can be related to historic events such as energy crises and federal legislation. Most notable is the changing pattern of coal usage, as coal-producing states produce increasingly more energy (mostly for electricity) for other states so that per capita CO2 emissions diverge for states that import as opposed to those that export electricity. The decline in carbon emissions from petroleum products following the 1970s is also evident. Per capita emissions range over an order of magnitude for the different states. The data suggest that differences in per capita emissions arise from differences in many technological, physical, resource, social, and economic factors. The data presented here and the few correlations briefly noted pose a challenge for trying to use per capita emissions as a measure of equity or to provide mitigation targets.  相似文献

Discrete estuary subpopulations of the mud crab Hemigrapsus oregonensis (Dana, 1851) are connected via larval dispersal. Sequence variation at the mtDNA COI locus was examined in eight populations sampled in 2001–2002 from central California through northern Oregon in the northeast Pacific (36.6–45.8°N) to infer patterns of dispersal and historical connectivity in the region. Strong evidence for persistence since the mid-Pleistocene, with no range truncation resulting from southward shifting temperature isoclines, was provided by a phylogeographic pattern of haplotypes of an older clade distributed throughout the sampled range. A recently derived clade became widespread only north of Cape Blanco after the last glacial maximum. Its clear pattern of restriction to the northern area, in the absence of similarly restricted southern clades, suggests that contemporary dispersal around Cape Blanco is rare (population F ST = 0.192). Low pairwise differentiation within Oregon and within central California, as well as contrasts between northern and southern groups in the shape of the pairwise mismatch distribution, nucleotide diversity, and Tajima’s D suggest that these regions reflect different demographic histories. Potential mechanisms explaining this latitudinal break include contemporary coastal circulation patterns, selection, and ancient patterns of larval dispersal in the California Current.  相似文献

Organochlorine pesticides were widely used in the past in Sumas Prairie, British Columbia, Canada. In the 1990s, the hatching success of amphibians from agricultural sites was significantly depressed in the Sumas Prairie compared to reference sites. Therefore, in this study, organochlorine pesticides and polychlorinated biphenyls (PCBs) were measured in eggs of red-legged frogs (Rana aurora) and northwestern salamanders (Ambystoma gracile) from the Sumas Prairie. Egg masses were sampled from three agricultural sites that were exposed to agricultural runoff, and three reference sites that had lower agricultural runoff exposures. Not only was there little difference in contamination between agricultural and reference sites, but the levels of pesticides and PCBs found were lower than the concentrations reported to cause developmental or behavioural problems in amphibians.  相似文献

The kinetics of oxidation of methylhydrazine (MMH) and 1,1-dimethylhydrazine (UDMH) by dissolved oxygen in water has been measured at various acidities as a function of catalyst (cupric ion) concentration. In dilute solutions the oxidation occurs through a cupric ion catalyzed process as well as by an uncatalyzed step. The extent of formation of nitrosodimethylamine (NDMA) depends upon the initial UDMH concentration. In dilute solutions NDMA is not formed, but in more concentrated solutions, NDMA formation increases with increasing UDMH content, reaches a maximum at 60–80% UDMH (by volume) and then decreases. The NDMA yield appears to approximately parallel the viscosity of the medium, and it is speculated that the factors which control viscosity may also be responsible for governing NDMA formation.  相似文献

GOAL, SCOPE AND BACKGROUND: Lake Shkodra/Skadar is the largest lake in the Balkans region and located on the border between Albania to the south and Montenegro to the north. Because of the wide range of endemic, rare or endangered plant and animal species it supports, Lake Shkodra/Skadar and its extensive associated wetlands are internationally recognised as a site of significance and importance (Ramsar site). In recent years, social and economic changes in both Albania and Montenegro have lead to unprecedented levels of urban and industrial effluent entering the lake. Of particular concern is the increasing input of toxic hydrophobic organic pollutants (HOPs) into the lake and the degree to which these compounds are available for uptake by aquatic biota. Semipermeable membrane devices (SPMDs) have been shown to sample the readily bioavailable fraction (dissolved phase) of waterborne HOPs and in doing so provide relevant data for exposure assessment. The aim of the current study was to use SPMD-based sampling in conjunction with appropriate bioassays and chemical analysis to identify readily bioavailable HOPs in the lake. METHODS: SPMDs were constructed and deployed at three sites in the Albanian sector and three sites in the Montenegrin sector of Lake Skadar/Shkodra for 21 days. Following the dialytic recovery of target analytes and size exclusion chromatographic clean-up, aliquots of SPMD samples were subjected to GC-MS scan analysis for major components, GC-MS SIM analysis for 16 priority pollutant polycyclic aromatic hydrocarbons (PP-PAHs) and assayed for EROD-inducing, estrogenic and mutagenic potential using rainbow trout liver cells (RTL-W1), the yeast estrogen screen (YES) and the Ames Test, respectively. RESULTS AND DISCUSSION: A total of 39 compounds were tentatively identified in SPMD samples from the six sampling sites. Alkylated PAHs were the most abundant and ubiquitous compounds present along with various sterols and sterol derivatives. Numerous other compounds remain unidentified. 15 of the 16 targeted PP-PAHs were present in samples from one or more of the sampling sites indicating these compounds are both readily bioavailable and widely distributed in Lake Shkodra/Skadar. Total PP-PAH concentrations ranged between 3991 ng/SPMD and 10695 ng/SPMD. Bioassays carried out on SPMD samples revealed significant EROD-inducing and estrogenic potential at five of the six sampling sites indicating toxicologically relevant compounds are readily available for uptake by resident aquatic biota. EROD-inducing potential was positively correlated with targeted PP-PAH concentration (r2 = 0.74). However, comparison of bioassay- and analytically-derived toxicity equivalents revealed targeted PP-PAHs were responsible for less than 0.06% of the total EROD-inducing potential. CONCLUSIONS AND OUTLOOK: The combination of SPMD-based sampling with appropriate bioassays and chemical analysis provided an effective tool for the identification of environmentally relevant waterborne pollutants in Lake Shkodra/Skadar. Our results show that toxicologically relevant HOPs including EROD-inducing and potentially estrogenic compounds are widely distributed in the lake and readily available for uptake by aquatic biota. Our results also suggest that alkylated PAHs rather than parent compounds may be of greater toxicological relevance in the lake. As anthropogenic influences continue to increase, SPMD-based sampling is expected to play a central role in future research concerned with the identification, monitoring and assessment of the risk posed by HOPs to Lake Shkodra/Skadar's aquatic biota.  相似文献

Circular or angular variables indicating direction or cyclical time can be of great interest to scientists studying ecology, biology or environmental issues. A common problem of interest in circular data is estimating a preferred direction and its corresponding distribution. This problem is complicated by the so-called “wrap-around effect” on the circle, which exists because there is no natural minimum or maximum. The usual statistics employed for linear data are inappropriate for directional data, as they do not account for its circular nature. Three choices for summarizing the preferred direction (the sample circular mean, sample circular median and a circular analog of the Hodges–Lehmann estimator) are discussed, with examples from environmental and ecological applications. Similar to the linear data case, the relative emphases of different methods sometimes yield different measures of preferred direction in the presence of outliers or lack of symmetry in the original data.
