Community and catchment-based approaches to salinity management continue to attract interest in Australia. In one such approach, Catchment Demonstration Initiative (CDI) projects were established by the Western Australian (WA) Government in 2000 for targeted investment in large-scale catchment-based demonstrations of integrated salinity management practices. The aim was to promote a process for technically-informed salinity management by landholders. This paper offers an evaluation of the effectiveness of one CDI project in the central wheatbelt of WA, covering issues including: its role in fostering adoption of salinity management options, the role of research and the technical requirements for design and implementation of on-ground works, the role of monitoring and evaluation, the identification and measurement of public and private benefits, comparison and identification of the place and value of plant-based and engineering-based options, reliance on social processes and impacts of constraints on capacity, management of governance and administration requirements and an appreciation of the value of group-based approaches.A number of factors may reduce the effectiveness of CDI-type approaches in facilitating landholder action to address salinity, many of these are socially-based. Such approaches can create considerable demands on landholders, can be expensive (because of the planning and accountability required) on the basis of dollars per hectare impacted, and can be difficult to garner ownership from all involved. An additional problem could be that few community groups would have the capacity to run such programs and disseminate the new knowledge so that the CDI-type projects can impact outside the focus catchment. In common with many publicly-funded approaches to salinity, we found that direct benefits on public assets are smaller than planned and that results from science-based requirements of monitoring and evaluation have long lead times, causing farmers to either wait for the information or act sooner and take risks based on initial results. We also found that often it is a clear outline of the process that is of most importance in decision making as opposed to the actual results. We identified limitations in regulatory processes and the capacity for local government to engage in the CDI.The opportunities that CDI-type approaches provide centre around the value of its group-based approach. We conclude that they can overcome knowledge constraints in managing salinity by fostering group-based learning, offer a structured process of trialling options so that the costs and benefits can be clearly and transparently quantified, and avoid the costly mistakes and “learning failures” of the past.  相似文献

Abstract: An adaptive management framework is applied to the problem of identifying mitigation measures for sediment deposition near bridge crossings in small streams in the Northern Tier region of northern Pennsylvania. The presence of the rigid bridge infrastructure introduces a challenge for applying adaptive management practices, because the integrity of the bridge structure itself has to be maintained regardless of the mitigation practices used in the stream channel near the bridge. In an effort to overcome the unacceptable risk that field‐scale adaptive management experiments present to rigid bridge infrastructure, an adaptive management approach for laboratory‐scale experimentation of mitigation methods at bridge crossings in the Northern Tier region is presented as a way to decrease the level of uncertainty about channel response to mitigation measures and increase the rate of learning about the effectiveness of these measures. Four cycles of adaptive management experiments are discussed to demonstrate that this approach results in fast and efficient learning about channel response to mitigation methods for the given conditions. The value of monitoring and of assessment of monitored data in the overall efficiency of the adaptive management approach is highlighted. Assessment of what was learned in the adaptive management experiment cycles presented here leads to new directions to continually improve management policies and practices in stream channels at bridge crossings in the Northern Tier region. The adaptive management process, rather than continuing with a normally risk‐averse management approach, results in opportunities for learning new information about a system’s response.  相似文献

The formation of dioxin (polychlorinated-rho-dibenzodioxins - PCDD) and furan (polychlorinated dibenzofurans - PCDF) in waste incineration flyash in relation to temperature has been investigated in a bench scale reactor. The PCDD/PCDF released into the exhaust gases of the reactor and trapped in a condensation and vapour phase adsorption system were also determined. The concentrations of PCDD/PCDF in the flyash were analysed in detail for all congeners and isomers including the mono-, di- and tri-PCDD/PCDF. De-novo synthesis of PCDD/PCDF was clearly seen in the flyash with large changes in concentrations of PCDD/PCDF with only small changes in temperature. Exhaust gas PCDD/PCDF were detected at all temperatures, with the maximum emission occurring at a flyash temperature of 350 degrees C, where the equivalent of over 42 times the total dioxin/furan concentration of the original flyash was lost to the vapour phase per unit mass of initial flyash. Although the desorbed species were mainly the lower mono- to tri-congener group of dioxins and furans, the desorbed dioxin/furans had a considerable toxic equivalent value.  相似文献

To determine the most appropriate composting process in an active municipal solid waste system, an experiment was carried out using a nested design method with three aeration rates. During each aeration rate, parameters such as temperature, pH, EC, carbon-to-nitrogen ratio, NO(3)-N, nitrogen, potassium and phosphorous were measured and the efficiency of different composting processes was evaluated. The result of this study showed that the lower and medium aeration rates had a significant impact on nitrogen, carbon-to-nitrogen ratio and temperature profile, while higher aeration rates led to higher EC values. Furthermore, the thermophilic phase lasted 13, 9 and 4 weeks for the aeration rates of 0.4, 0.6 and 0.9 L min(-1)kg(-1), respectively. Accordingly, it was concluded that starting at a rate of 0.6 L min(-1)kg(-1) during first 2 months (about 9 weeks) of the process and continuing at a rate of 0.4 L min(-1)kg(-1)until the end of composting process would result in lower energy consumption.  相似文献

The expansion of a municipal solid waste (MSW) landfill requires the ability to predict settlement behavior of the existing landfill. The practice of using a single compressibility value when performing a settlement analysis may lead to inaccurate predictions. This paper gives consideration to changes in the mechanical compressibility of MSW as a function of the fill age of MSW as well as the embedding depth of MSW. Borehole samples representative of various fill ages were obtained from five boreholes drilled to the bottom of the Qizhishan landfill in Suzhou, China. Thirty-one borehole samples were used to perform confined compression tests. Waste composition and volume-mass properties (i.e., unit weight, void ratio, and water content) were measured on all the samples. The test results showed that the compressible components of the MSW (i.e., organics, plastics, paper, wood and textiles) decreased with an increase in the fill age. The in situ void ratio of the MSW was shown to decrease with depth into the landfill. The compression index, Cc, was observed to decrease from 1.0 to 0.3 with depth into the landfill. Settlement analyses were performed on the existing landfill, demonstrating that the variation of MSW compressibility with fill age or depth should be taken into account in the settlement prediction.  相似文献

The International Life SciencesInstitute (ILSI) Risk Science Institute (RSI) convenedan expert panel of scientists to developrecommendations for a comprehensive monitoring programfor the Croton and Catskill/Delaware watersheds, whichprovide drinking water to New York City's residents. This effort was conducted as part of efforts topreserve and enhance the quality of New York City'sreservoir system through a watershed protectionprogram. The panel developed recommendations for astrategic framework on which to construct a monitoringprogram. As part of this activity, the paneldetermined whether existing monitoring activities weredeficient and, where activities were deficient, thepanel developed recommendations for additionalinformation that should be collected.The panel recommended the development and use of anintegrated approach to watershed monitoring, whichdraws on modeling, risk-based planning and analysis,statistical sampling and design, and basic compliancemonitoring. The approach should be designed toprovide an assessment of natural and anthropogenicsources of stress to the system as well as anassessment of water quality trends in response tostresses acting in concert, both over the long termand over the five-year New York City Memorandum ofAgreement (MOA) assessment time frame. The relationship between the total arsenic concentration and the chemical speciation of arsenic in two species of earthworm (Lumbricus rubellus and Dendrodrilus rubidus) in relation to the host soil, was investigated for 13 sites of varying arsenic content, including a background level garden soil and a former mine site at the Devon Great Consols, UK. Earthworms were collected with the host soil (As soil concentration range 16-12, 466 mg kg(-1) dry weight) and measured for their total arsenic (concentration range 7-595 mg kg(-1) dry weight) using inductively coupled plasma mass spectrometry (ICP-MS). A methanol-water mixture was used to extract arsenic species from the earthworms prior to determination of the individual arsenic species by a combination of anion and cation exchange high performance liquid chromatography coupled to inductively coupled plasma mass spectrometry (HPLC-ICP-MS). A gradient elution anion exchange method is presented whereby nine arsenic species could be measured in one sample injection. Arsenic species were identified by comparison of retention times and sample spiking with known standards and a fully characterised seaweed extract. Arsenic was generally present in the earthworm as arsenate (As(V)) or arsenite (As(III)) and arsenobetaine (AB). Methylarsonate (MA), dimethylarsinate (DMA) and three arsenosugars (glycerol, phosphate, sulfate) were present as minor constituents. These results are discussed in relation to the mechanisms for coping with exposure to soil bound arsenic.  相似文献

Atmospheric visibility impairment has gained increasing concern as it is associated with the existence of a number of aerosols as well as common air pollutants and produces unfavorable conditions for observation, dispersion, and transportation. This study analyzed the atmospheric visibility data measured in urban and suburban Hong Kong (two selected stations) with respect to time-matched mass concentrations of common air pollutants including nitrogen dioxide (NO(2)), nitrogen monoxide (NO), respirable suspended particulates (PM(10)), sulfur dioxide (SO(2)), carbon monoxide (CO), and meteorological parameters including air temperature, relative humidity, and wind speed. No significant difference in atmospheric visibility was reported between the two measurement locations (p > or = 0.6, t test); and good atmospheric visibility was observed more frequently in summer and autumn than in winter and spring (p < 0.01, t test). It was also found that atmospheric visibility increased with temperature but decreased with the concentrations of SO(2), CO, PM(10), NO, and NO(2). The results showed that atmospheric visibility was season dependent and would have significant correlations with temperature, the mass concentrations of PM(10) and NO(2), and the air pollution index API (correlation coefficients mid R: R mid R: > or = 0.7, p < or = 0.0001, t test). Mathematical expressions catering to the seasonal variations of atmospheric visibility were thus proposed. By comparison, the proposed visibility prediction models were more accurate than some existing regional models. In addition to improving visibility prediction accuracy, this study would be useful for understanding the context of low atmospheric visibility, exploring possible remedial measures, and evaluating the impact of air pollution and atmospheric visibility impairment in this region.  相似文献

We developed a systematic process to evaluate state/tribal bioassessment programs to provide information about the rigor of the technical approach. This is accomplished via on-site interviews to produce an evaluation that assigns one of four levels of rigor as an outcome. Level 4 is the most rigorous and reflects a technical capacity to accurately determine incremental condition and support management programs. The remaining three levels are less able to assess incremental condition and are appropriate for only some management support needs. Accurately determining impairment and diagnosing pollution-specific stressors are fundamental tasks that states/tribes must accomplish to provide management support. This goal is fulfilled to varying degrees by most states/tribes. The evaluation employs a checklist and a sliding scale of rigor for 13 technical elements. Feedback is provided to each state/tribe via a technical memorandum that describes the technical components of the monitoring program, highlights strengths, and recommends improvements for specific technical issues. This can be used to refine the bioassessment and monitoring programs to better support management programs. The results of 14 state/tribal evaluations are included here. The majority (nine states, one tribe) revealed that most operate at level 2 with developmental activities that will elevate the level of program rigor already underway. Two states operate level 4 programs and each have numeric biocriteria and refined designated uses in their water quality standards. This is the ultimate goal of the process of engaging states in the development of bioassessment programs in the U.S.  相似文献

The coastal waters of American Samoa’s five high islands (Tutuila, Aunu’u, Ofu, Olosega, and Ta’u) were surveyed in 2004 using a probabilistic design. Water quality data were collected from the near-shore coastal habitat, defined as all near-shore coastal waters including embayments, extending out to 1/4 mile off-shore. Hydrography and water column samples were collected, and water quality data were compared to the Territorial water quality standards for pH, dissolved oxygen (DO), Enterococcus, chlorophyll a, water clarity, total nitrogen, and total phosphorus. All station measurements for pH, DO, and Enterococcus satisfied the local water quality standards, although some fraction of the Territory could not be assessed for either DO or Enterococcus. With respect to chlorophyll a, 66 ± 18% of Territory coastal waters complied with the standard, while 34 ± 18% failed to comply with the standard. For water clarity, 54 ± 18% of the Territorial waters complied with the standard while 42 ± 7% failed to comply. Territorial waters satisfied the standards for total nitrogen and phosphorus 72 ± 17% and 92 ± 10%, respectively. These data provide the first “big-picture” view of water quality in the near shore region around the high islands of American Samoa. While the picture is encouraging, these data suggest emerging water quality concerns.  相似文献
