The European Union's Structural Funds are implemented by means of Regional Development Plans (RDP), whose regionally scoped environmental assessment is required. We highlight the deficiencies faced by this approach when subregional areas with high conservation natural values are involved and illustrate it with the case of the RDP of Andalusia region on Doñana National Park area (Spain). Commissioned by the World Wildlife Fund, a Strategic Environmental Assessment (SEA) of the Andalusian RDP was carried out focusing on Doñana and its area of influence. This is a complex space where some of the most environmentally valuable features in the continent coexist with a surrounding intense and multi-sector economic activity, threatening its conservation. In the absence of an established sustainability framework in the Region, a “trickle-down” SEA approach evidenced the need to produce a set of environmental, economic and social guidelines for sustainable management of land, against which the RDP objectives were tested for coherence. An “incremental” SEA approach was also tested, which involved the identification of 79 measures and actions stemming from the RDP provisions and other concurrent planning documents reviewed and the qualitative assessment of their individual and cumulative potential impacts on Doñana environments. In the light of the results, a set of complementary mitigating measures was proposed for inclusion in tiered stages of the planning process. Measures to avoid, reduce, remedy and monitor the major types of impact were proposed, including provisions for public participation. SEA emerges as an instrument for non-governmental organizations (NGOs) to carry out independent assessment of public development initiatives.  相似文献

Abstract:  Animal and plant population monitoring programs are critical for identifying species at risk, evaluating the effects of management or harvest, and tracking invasive and pest species. Nevertheless, monitoring activities are highly decentralized, which makes it difficult for researchers or conservation planners to get a good general picture of what real-world monitoring programs actually entail. We used a Web-based survey to collect information on population monitoring programs. The survey focused on basic questions about each program, including motivations for monitoring, types of data being collected, spatiotemporal design of the program, and reasons for choosing that design. We received responses from 311 people involved in monitoring of various species and used these responses to summarize ongoing monitoring efforts. We also used responses to determine whether monitoring strategies have changed over time and whether they differed among monitoring agencies. Most commonly, monitoring entailed collection of count data at multiple sites with the primary goal of detecting trends. But we also found that goals and strategies for monitoring appeared to be diversifying, that area-occupied and presence–absence approaches appeared to be gaining in popularity, and that several other promising approaches (monitoring to reduce parameter uncertainty, risk-based monitoring, and directly linking monitoring data to management decisions) have yet to become widely established. We suggest that improved communication between researchers studying monitoring designs and those who are charged with putting these designs into practice could further improve monitoring programs and better match sampling designs to the objectives of monitoring programs.  相似文献

Abstract: Fragmentation of natural habitats can increase numbers of rare species. Conservation of rare species requires experts and resources, which may be lacking for many species. In the absence of regular surveys and expert knowledge, historical sighting records can provide data on the distribution of a species. Numerous models have been developed recently to make inferences regarding the threat status of a taxon on the basis of variation in trends of sightings over time. We applied 5 such models to national and regional (county) data on 3 red‐listed orchid species (Cephalanthera longifolia, Hammarbya paludosa, and Pseudorchis albida) and 1 species that has recently come to the attention of conservation authorities (Neotinea maculata) in the Republic of Ireland. In addition, we used an optimal linear estimate to calculate the time of extinction for each species overall and within each county. To account for bias in recording effort over time, we used rarefaction analysis. On the basis of sighting records, we inferred that these species are not threatened with extinction and, although there have been declines, there is no clear geographical pattern of decline in any species. Most counties where these orchid species occurred had a low number of sightings; hence, we were cautious in our interpretation of output from statistical models. We suggest the main drivers of decline in these species in Ireland are modification of habitats for increased agricultural production and lack of appropriate management. Our results show that the application of probabilistic models can be used even when sighting data are scarce, provided multiple models are used simultaneously and rarefaction is used to account for bias in recording effort among species over time. These models could be used frequently when making an initial conservation assessment of species in a region, particularly if there is a relatively constant recording rate and some knowledge of the underlying recording process. Regional‐scale analyses, such as ours, complement World Conservation Union criteria for assessment of the extinct category and are useful for highlighting areas of under recording and focusing conservation efforts of rare and endangered species.  相似文献

Abstract:  Local land-use policy is increasingly being recognized as fundamental to biodiversity conservation in the United States. Many planners and conservation scientists have called for broader use of planning and regulatory tools to support the conservation of biodiversity at local scales. Yet little is known about the pervasiveness of these practices. We conducted an on-line survey of county, municipal, and tribal planning directors (n = 116 ) in 3 geographic regions of the United States: metropolitan Seattle, Washington; metropolitan Des Moines, Iowa; and the Research Triangle, North Carolina. Our objectives were to gauge the extent to which local planning departments address biodiversity conservation and to identify factors that facilitate or hinder conservation actions in local planning. We found that biodiversity conservation was seldom a major consideration in these departments. Staff time was mainly devoted to development mandates and little time was spent on biodiversity conservation. Regulations requiring conservation actions that might benefit biodiversity were uncommon, with the exception of rules governing water quality in all 3 regions and the protection of threatened and endangered species in the Seattle region. Planning tools that could enhance habitat conservation were used infrequently. Collaboration across jurisdictions was widespread, but rarely focused on conservation. Departments with a conservation specialist on staff tended to be associated with higher levels of conservation actions. Jurisdictions in the Seattle region also reported higher levels of conservation action, largely driven by state and federal mandates. Increased funding was most frequently cited as a factor that would facilitate greater consideration of biodiversity in local planning. There are numerous opportunities for conservation biologists to play a role in improving conservation planning at local scales.  相似文献

/ Air quality in most Asian cities is poor and getting worse. It will soon become impossible to sustain population, economic, and industrial growth without severe deterioration of the atmospheric environment. This paper addresses the city of Shanghai, the air-quality problems it faces over the next 30 years, and the potential of advanced technology to alleviate these problems. Population, energy consumption, and emission profiles are developed for the city at 0.1 degrees x 0.1 degrees resolution and extrapolated from 1990 to 2020 using sector-specific economic growth factors. Within the context of the RAINS-Asia model, eight technology scenarios are examined for their effects on ambient concentrations of sulfur dioxide and sulfate and their emission control costs. Without new control measures, it is projected that the number of people exposed to sulfur dioxide concentrations in excess of guidelines established by the World Health Organization will rise from 650,000 in 1990 to more than 14 million in 2020. It is apparent that efforts to reduce emissions are likely to have significant health benefits, measured in terms of the cost of reducing the number of people exposed to concentrations in excess of the guidelines ($10-50 annually per person protected). Focusing efforts on the control of new coal-fired power plants and industrial facilities has the greatest benefit. However, none of the scenarios examined is alone capable of arresting the increases in emissions, concentrations, and population exposure. It is concluded that combinations of stringent scenarios in several sectors will be necessary to stabilize the situation, at a potential cost of $500 million annually by the year 2020. A laboratory incubation study was conducted to investigate the effect of agricultural antibiotics (sulfamethazine, tylosin, and chlortetracycline) on the persistence and transformation of 17β-estradiol in Sequatchie loam. We measured concentrations of 17β-estradiol and its primary metabolite (estrone) in soils spiked with antibiotics and 17β-estradiol. Dehydrogenase activity (DHA) was also measured as an indicator of the total microbial activity of the soils. The presence of antibiotics significantly decreased transformation of 17β-estradiol to estrone. There was a positive correlation between the DHA and the concentrations of estrone in soil spiked with 17β-estradiol only, implying that the reaction is mainly catalyzed by dehydrogenases. However, the positive correlation was weakened in soil spiked with 17β-estradiol and antibiotics together. We recommend that any study evaluating the fate and transport of estrogenic hormones in soil should include the effect of agricultural antibiotics because antibiotics and estrogenic hormones are commonly excreted together in environmental samples.  相似文献

Public agencies sometimes seek outside guidance when capacity to achieve their mission is limited. Through a cooperative agreement and collaborations with the U.S. National Park Service (NPS), we developed recommendations for a conservation program for migratory species. Although NPS manages ~36 million hectares of land and water in 401 units, there is no centralized program to conserve wild animals reliant on NPS units that also migrate hundreds to thousands of kilometers beyond parks. Migrations are imperiled by habitat destruction, unsustainable harvest, climate change, and other impediments. A successful program to counter these challenges requires public support, national and international outreach, and flourishing migrant populations. We recommended two initial steps. First, in the short term, launch or build on a suite of projects for high‐profile migratory species that can serve as proof to demonstrate the centrality of NPS units to conservation at different scales. Second, over the longer term, build new capacity to conserve migratory species. Capacity building will entail increasing the limited knowledge among park staff about how and where species or populations migrate, conditions that enable migration, and identifying species’ needs and resolving them both within and beyond parks. Building capacity will also require ensuring that park superintendents and staff at all levels support conservation beyond statutory borders. Until additional diverse stakeholders and a broader American public realize what can be lost and do more to protect it and engage more with land management agencies to implement actions that facilitate conservation, long distance migrations are increasingly likely to become phenomena of the past. Effective conservation of biological diversity on private lands will require changes in land‐use policy and development practice. Conservation development (CD) is an alternative form of residential development in which homes are built on smaller lots and clustered together and the remainder of the property is permanently protected for conservation purposes. We assessed the degree to which CD is permitted and encouraged by local land‐use regulations in 414 counties in the western United States. Thirty‐two percent of local planning jurisdictions have adopted CD ordinances, mostly within the past 10 years. CD ordinances were adopted in counties with human population densities that were 3.0 times greater and in counties with 2.5 times more land use at urban, suburban, and exurban densities than counties without CD ordinances. Despite strong economic incentives for CD (e.g., density bonuses, which allow for a mean of 66% more homes to be built per subdivision area), several issues may limit the effectiveness of CD for biological diversity conservation. Although most CD ordinances required a greater proportion of the site area be protected than in a typical residential development, just 13% (n = 17) of the ordinances required an ecological site analysis to identify and map features that should be protected. Few CD ordinances provided guidelines regarding the design and configuration of the protected lands, including specifying a minimum size for protected land parcels or encouraging contiguity with other protected lands within or near to the site. Eight percent (n =11) of CD ordinances encouraged consultation with a biological expert or compliance with a conservation plan. We recommend that conservation scientists help to improve the effectiveness of CD by educating planning staff and government officials regarding biological diversity conservation, volunteering for their local planning boards, or consulting on development reviews. Much of the biodiversity‐related climate change impacts research has focused on the direct effects to species and ecosystems. Far less attention has been paid to the potential ecological consequences of human efforts to address the effects of climate change, which may equal or exceed the direct effects of climate change on biodiversity. One of the most significant human responses is likely to be mediated through changes in the agricultural utility of land. As farmers adapt their practices to changing climates, they may increase pressure on some areas that are important to conserve (conservation lands) whereas lessening it on others. We quantified how the agricultural utility of South African conservation lands may be altered by climate change. We assumed that the probability of an area being farmed is linked to the economic benefits of doing so, using land productivity values to represent production benefit and topographic ruggedness as a proxy for costs associated with mechanical workability. We computed current and future values of maize and wheat production in key conservation lands using the DSSAT4.5 model and 36 crop‐climate response scenarios. Most conservation lands had, and were predicted to continue to have, low agricultural utility because of their location in rugged terrain. However, several areas were predicted to maintain or gain high agricultural utility and may therefore be at risk of near‐term or future conversion to cropland. Conversely, some areas were predicted to decrease in agricultural utility and may therefore prove easier to protect from conversion. Our study provides an approximate but readily transferable method for incorporating potential human responses to climate change into conservation planning.
