The disastrous floods of July 1934 in Tabriz are examined in the context of the history of floodinginthe city, which is crossed by a dry stream bed liable to sudden Inundation by mountain torrents from the southeast. Few details of past events have survived, suggesting that relatively little significance has been attached to them. Typically, flood dykes were inadequately maintained. This neglect, combined with a radical alteration in urban topography after 1925, when broad straight avenues were constructed through the old heart of the city, led to serious losses from flooding twice in 1929 and again in 1934. Enhanced perception of the flood risk finally found expression in the adoption of large scale engineering measures to mitigate future events, including strengthening protective dykes and widening the river channel through the city. These works have reduced vulnerability to flooding from river overflow. No long-term detrimental Impact of the 1934 flood has been observed. Some of the physical and social parameters that have influenced the vulnerability of Tabrizinthe past continue to be present both there and elsewhere in Iran, and they may be characteristic also of other regions with comparable natural environments or in a similar stage of socio-economic development.  相似文献

In the control of pollution, two apparently important facts are often negelected: (1) removal of a particular pollutant from a particular source and location may merely result in transforming it into a pollutant, or pollutants of different forms, in other locations; (2) the activity of pollution control itself requires inputs, the production of which may generate additional pollutants. In order to achieve positive environmental control, these two facts must be considered in selecting control processes and in determining optimum control standards. It is necessary that an integrated approach to pollution control be taken, making allowances for ecological inter-relations. As practiced today, pollution control is handled as separate problems of disposing gas, liquid and solid wastes. This paper proposes a model for evaluating the total environmental impact of a pollution control process or method. Theoretical criteria for determining an optimum control level with or without resource constraint are also derived.  相似文献

Efficiency conditions are derived for both private and public goods which provide benefits over time. In deriving these conditions, the paper extends the notion of efficiency to an intertemporal Pareto-optimal concept requiring the maximization of the ith individual's utility at a point of time subject to the constancy of his utility in all future periods and that of all other individuals during the relevant time span. By permitting births and deaths, a generalization of the basic model recasts the analysis into an intergenerational setting. Additional extensions involve learning by doing and perpetual public goods. The paper concludes that several of the conventional practices in public expenditure analysis do not conform to our definition of intertemporal Pareto efficiency.  相似文献

This article examines the role of economic development agencies in strengthening the environmental performance of industry within rapidly industrialising East Asian economies. Three case-study examples are considered, namely, the role of the Industrial Development Board in reducing industrial pollution in Taiwan, pollution control in the palm oil industry in Malaysia, and the role of the Economic Development Board in influencing environmental performance of industry in Singapore. The concept of embedded autonomy is developed to consider the ways in which agencies of economic development can work with firms and industries while simultaneously remaining autonomous from these firms with respect to setting and enforcing performance standards. The three cases suggest that a form of policy integration that more directly integrates economic and environmental goals within agencies of economic development may be feasible, but only where there exists a strong autonomous government bureaucracy and where there is strong societal commitment to improving the environmental performance of industry.  相似文献

The reestablisment of autochthonous plant species is an essential strategy for recovering degraded areas under semiarid conditions. A field experiment was carried out to assess the short-term effect of two reafforestation methods involving mycorrhizal inoculation and compost addition on soil quality parameters and Rhamnus lycioides seedling growth. The nutrient content (NPK) and enzymatic activities (dehydrogenase, urease, protease-BAA, acid phosphatase and β-glucosidase) increased and bulk density decreased in the rhizosphere soil with the organic amendment. Biomass C of rhizosphere soil increased by at least 240% with respect to the control soil after mycorrhizal inoculation and the combination of compost addition + mycorrhizal inoculation. Both mycorrhizal inoculation and composted organic residue addition increased R. lycioides seedling growth in the same proportion. In the short term, we conclude that the application of both reafforestation methods not only enhances the establishment of R. lycioides seedlings, but also improves soil quality.  相似文献

A hydrodynamic–oyster population model was developed to assess the effect of changes in freshwater inflow on oyster populations in Galveston Bay, Texas, USA. The population model includes the effects of environmental conditions, predators, and the oyster parasite, Perkinsus marinus, on oyster populations. The hydrodynamic model includes the effects of wind stress, river runoff, tides, and oceanic exchange on the circulation of the bay. Simulations were run for low, mean, and high freshwater inflow conditions under the present (1993) hydrology and predicted hydrologies for 2024 and 2049 that include both changes in total freshwater inflow and diversions of freshwater from one primary drainage basin to another. Freshwater diversion to supply the Houston metropolitan area is predicted to negatively impact oyster production in Galveston Bay. Fecundity and larval survivorship both decline. Mortality from Perkinsus marinus increases, but to a lesser extent. A larger negative impact in 2049 relative to 2024 originates from the larger drop in fecundity under that hydrology. Changes in recruitment and mortality, resulting in lowered oyster abundance, occur because the bay volume available for mixing freshwater input from the San Jacinto and Buffalo Bayou drainage basins that drain metropolitan Houston is small in comparison to the volume of Trinity Bay that presently receives the bulk of the bay's freshwater inflow. A smaller volume for mixing results in salinities that decline more rapidly and to a greater extent under conditions of high freshwater discharge. Thus, the decline in oyster abundance results from a disequilibrium between geography and salinity brought about by freshwater diversion. Although the bay hydrology shifts, available hard substrate does not. The simulations stress the fact that it is not just the well-appreciated reduction in freshwater inflow that can result in decreased oyster production. Changing the location of freshwater inflow can also significantly impact the bay environment, even if the total amount of freshwater inflow does not change.  相似文献

The article details the development and uses of the water poverty index (WPI). The index was developed as a holistic tool to measure water stress at the household and community levels, designed to aid national decision makers, at community and central government level, as well as donor agencies, to determine priority needs for interventions in the water sector. The index combines into a single number a cluster of data directly and indirectly relevant to water stress. Subcomponents of the index include measures of: access to water; water quantity, quality and variability; water uses (domestic, food, productive purposes); capacity for water management; and environmental aspects.
The WPI methodology was developed through pilot projects in South Africa, Tanzania and Sri Lanka and involved intensive participation and consultation with all stakeholders, including water users, politicians, water sector professionals, aid agency personnel and others. The article discusses approaches for the further implementation of the water poverty index, including the possibilities of acquiring the necessary data through existing national surveys or by establishing interdisciplinary water modules in school curricula. The article argues that the WPI fills the need for a simple, open and transparent tool, one that will appeal to politicians and decision makers, and at the same time can empower poor people to participate in the better targeting of water sector interventions and development budgets in general.  相似文献

The small-scale gold and diamonds mining industry is of great importance to Ghana. Since its regularization in 1989 the sector has produced and sold over 1.5 million troy ounces of gold and 8.0 million carats of diamonds. During the same period the sector also provided direct employment to over 100,000 people and improved the socioeconomic life of many individuals and communities. However, these were largely achieved at a cost to the environment in areas where mining is carried out and there is the need to develop the industry in a sustainable manner. This paper looks at the developments in the small-scale gold and diamonds mining industry in Ghana and proposes some strategies on how the concepts of sustainable development could be applied to the industry.  相似文献
