Compensating for biodiversity losses in 1 location by conserving or restoring biodiversity elsewhere (i.e., biodiversity offsetting) is being used increasingly to compensate for biodiversity losses resulting from development. We considered whether a form of biodiversity offsetting, enhancement offsetting (i.e., enhancing the quality of degraded natural habitats through intensive ecological management), can realistically secure additional funding to control biological invaders at a scale and duration that results in enhanced biodiversity outcomes. We suggest that biodiversity offsetting has the potential to enhance biodiversity values through funding of invasive species control, but it needs to meet 7 key conditions: be technically possible to reduce invasive species to levels that enhance native biodiversity; be affordable; be sufficiently large to compensate for the impact; be adaptable to accommodate new strategic and tactical developments while not compromising biodiversity outcomes; acknowledge uncertainties associated with managing pests; be based on an explicit risk assessment that identifies the cost of not achieving target outcomes; and include financial mechanisms to provide for in‐perpetuity funding. The challenge then for conservation practitioners, advocates, and policy makers is to develop frameworks that allow for durable and effective partnerships with developers to realize the full potential of enhancement offsets, which will require a shift away from traditional preservation‐focused approaches to biodiversity management. We examined how ecological and evolutionary (eco‐evo) processes in population dynamics could be better integrated into population viability analysis (PVA). Complementary advances in computation and population genomics can be combined into an eco‐evo PVA to offer powerful new approaches to understand the influence of evolutionary processes on population persistence. We developed the mechanistic basis of an eco‐evo PVA using individual‐based models with individual‐level genotype tracking and dynamic genotype–phenotype mapping to model emergent population‐level effects, such as local adaptation and genetic rescue. We then outline how genomics can allow or improve parameter estimation for PVA models by providing genotypic information at large numbers of loci for neutral and functional genome regions. As climate change and other threatening processes increase in rate and scale, eco‐evo PVAs will become essential research tools to evaluate the effects of adaptive potential, evolutionary rescue, and locally adapted traits on persistence.  相似文献

Over half of the European landscape is under agricultural management and has been for millennia. Many species and ecosystems of conservation concern in Europe depend on agricultural management and are showing ongoing declines. Agri‐environment schemes (AES) are designed partly to address this. They are a major source of nature conservation funding within the European Union (EU) and the highest conservation expenditure in Europe. We reviewed the structure of current AES across Europe. Since a 2003 review questioned the overall effectiveness of AES for biodiversity, there has been a plethora of case studies and meta‐analyses examining their effectiveness. Most syntheses demonstrate general increases in farmland biodiversity in response to AES, with the size of the effect depending on the structure and management of the surrounding landscape. This is important in the light of successive EU enlargement and ongoing reforms of AES. We examined the change in effect size over time by merging the data sets of 3 recent meta‐analyses and found that schemes implemented after revision of the EU's agri‐environmental programs in 2007 were not more effective than schemes implemented before revision. Furthermore, schemes aimed at areas out of production (such as field margins and hedgerows) are more effective at enhancing species richness than those aimed at productive areas (such as arable crops or grasslands). Outstanding research questions include whether AES enhance ecosystem services, whether they are more effective in agriculturally marginal areas than in intensively farmed areas, whether they are more or less cost‐effective for farmland biodiversity than protected areas, and how much their effectiveness is influenced by farmer training and advice? The general lesson from the European experience is that AES can be effective for conserving wildlife on farmland, but they are expensive and need to be carefully designed and targeted.  相似文献

Climate change and soil salinity: The case of coastal Bangladesh   总被引:1,自引:0,他引:1  
This paper estimates location-specific soil salinity in coastal Bangladesh for 2050. The analysis was conducted in two stages: First, changes in soil salinity for the period 2001–2009 were assessed using information recorded at 41 soil monitoring stations by the Soil Research Development Institute. Using these data, a spatial econometric model was estimated linking soil salinity with the salinity of nearby rivers, land elevation, temperature, and rainfall. Second, future soil salinity for 69 coastal sub-districts was projected from climate-induced changes in river salinity and projections of rainfall and temperature based on time trends for 20 Bangladesh Meteorological Department weather stations in the coastal region. The findings indicate that climate change poses a major soil salinization risk in coastal Bangladesh. Across 41 monitoring stations, the annual median projected change in soil salinity is 39 % by 2050. Above the median, 25 % of all stations have projected changes of 51 % or higher.  相似文献

Fish is a key source of protein for many households in Ghana. It is also an essential source of income to many households in the coastal communities of Ghana. The importance of the fisheries sector to the socio-economic development of the country cannot be over emphasised. Women dominate the fishing value chain in Ghana but paradoxically, the study of their activities has not attracted the attention of researchers and policy makers. This study examined the processing and sale of smoked marine fish and its effects on the livelihood of women in Mfantseman Municipality. The survey was conducted in four communities. A sample size of 363 was drawn from women in the industry and institutions whose activities are related to the industry. The data were analysed using quantitative and qualitative methods. Findings from the study revealed that the industry offers employment opportunity for the majority of women in the municipality, and it is an important source of income to them. Further, the industry has potentials for reducing poverty and enhancing economic empowerment of women in the district. However, women in the industry are confronted with challenges which include health risks that erode whatever gains made by them. The study concludes that the municipal assembly must spearhead and provide a conducive environment for this economic activity to flourish as a way of reducing poverty among women in the municipality.  相似文献

The Ecological Society of America has evaluated current U.S. national policies and practices on biological invasions in light of current scientific knowledge. Invasions by harmful nonnative species are increasing in number and area affected; the damages to ecosystems, economic activity, and human welfare are accumulating. Without improved strategies based on recent scientific advances and increased investments to counter invasions, harm from invasive species is likely to accelerate. Federal leadership, with the cooperation of state and local governments, is required to increase the effectiveness of prevention of invasions, detect and respond quickly to new potentially harmful invasions, control and slow the spread of existing invasions, and provide a national center to ensure that these efforts are coordinated and cost effective. Specifically, the Ecological Society of America recommends that the federal government take the following six actions: (1) Use new information and practices to better manage commercial and other pathways to reduce the transport and release of potentially harmful species; (2) Adopt more quantitative procedures for risk analysis and apply them to every species proposed for importation into the country; (3) Use new cost-effective diagnostic technologies to increase active surveillance and sharing of information about invasive species so that responses to new invasions can be more rapid and effective; (4) Create new legal authority and provide emergency funding to support rapid responses to emerging invasions; (5) Provide funding and incentives for cost-effective programs to slow the spread of existing invasive species in order to protect still uninvaded ecosystems, social and industrial infrastructure, and human welfare; and (6) Establish a National Center for Invasive Species Management (under the existing National Invasive Species Council) to coordinate and lead improvements in federal, state, and international policies on invasive species. Recent scientific and technical advances provide a sound basis for more cost-effective national responses to invasive species. Greater investments in improved technology and management practices would be more than repaid by reduced damages from current and future invasive species. The Ecological Society of America is committed to assist all levels of government and provide scientific advice to improve all aspects of invasive-species management.  相似文献

Extinctions are normal biological phenomena. Both mass extinctions in geological time and local extinctions in ecological time are well documented, but rates of extinction have increased in recent years—especially in vertebrates, including amphibians—as illustrated by recent reports of their population declines and range reductions. We suggest that long-term population data are necessary for rigorously evaluating the significance of the amphibian declines. Due to the physiological constraints, relatively low mobility, and site fidelity of amphibians, we suggest that many amphibian populations may be unable to recolonize areas after local extinction.  相似文献

Egg data from ichthyoplankton monitoring sites in the western English Channel (1988–2003) and northern Spain (1990–2000) and macroscopic maturity data from biological samples of purse seine landings in western and southern Iberia (1980–2004) are used to describe the spawning seasonality of sardine (Sardina pilchardus) in European waters of the northeast Atlantic using generalised additive models. The fitted models reveal a double peak in spawning activity during early summer and autumn in the western Channel, a wider spring peak off northern Spain and a broad winter season in the western and southern Iberian Peninsula. At all sites, a high probability of spawning activity was observed over at least 3 months of the year, with the duration of the season increasing with both decreasing latitude and increasing fish size. Off western and southern Iberia there are indications that the spawning season has been of longer duration in recent years for all size classes (reaching in some cases 8 months of the year for large fish). These patterns are in general agreement with existing literature and theoretical expectations of sardine spawning being driven locally by the seasonal cycle of water temperature, assuming preferences for spawning at 14 –15°C and avoidance for temperatures below 12°C and above 16°C. Regional quotient plots indicated that spawning tolerance to higher temperatures increases progressively with decreasing latitude. Despite the weak evidence for geographical differences in temperature tolerance that may have some genetic origin, the degree of spatio-temporal overlap in sardine-spawning activity within Atlantic European waters is unlikely to promote any reproductive isolation in that area.  相似文献
