Indentifying common priorities in shared natural resource systems constitutes an important platform for implementing adaptation
and a major step in sharing a common responsibility in addressing climate change. Predominated by discourses on REDD + (Reduced
Emissions from Deforestation and Forest Degradation and conservation, sustainable management of forests and enhancement of
forest carbon stocks in developing countries) with little emphasis on adaptation there is a risk of lack of policy measures
in addressing climate change in the Congo Basin. Forest products and ecosystem services provide security portfolios for the
predominantly rural communities, and play major roles in national development programmes in both revenue and employment opportunities.
Thus, raising the profile of forests in the policy arena especially in the twin roles of addressing climate change in mitigation
and adaptation and achieving resilient development is crucial. Within the framework of the Congo Basin Forests and Climate
Change Adaptation project (COFCCA) project, science policy dialogue was conducted to identify and prioritize forest based
sectors vulnerable to climate change but important to household livelihoods and national development. The goal of the prioritization
process was for the development of intervention in forest as measures for climate change adaptation in Central Africa. Participants
constituted a wide range of stakeholders (government, Non Governmental Organizations, research institutions, universities,
community leaders, private sectors etc.) as representatives from three countries directly involved in the project: Cameroon,
Central African Republic and Democratic Republic of Congo. Building on national priorities, four forest related sectors were
identified as common priorities at the regional level for focus on climate change adaptation. These sectors included: (1)
energy with emphasis on fuel wood and Charcoal; (2) Water principally quality, quantity, accessibility, etc.; (3) Food with emphasis on Non Timber Forest Products, and (4) Health linked to healthcare products (medicinal plants). Using these prioritized sectors, the project focused on addressing the impacts of climate change on local communities and the development of adaptation strategies in the three pilot countries
of the Congo Basin region. The four sectors constitute the key for development in the region and equally considered as priority sectors in the poverty
reduction papers. Focused research on these sectors can help to inject the role of forests in national and local development
and their potentials contributions to climate change adaptation in national and public discourses. Mainstreaming forest for
climate change adaptation into national development planning is the key to improve policy coherence and effectiveness in forest

We assessed the economic suitability of 4 greenhouse gas (GHG) mitigation options and one GHG offset option for an improvement
of the GHG balance of a representative Swiss suckler cow farm housing 35 Livestock units and cultivating 25 ha grassland.
GHG emissions per kilogram meat in the economic optimum differ between the production systems and range from 18 to 21.9 kg
CO2-eq./kg meat. Only GHG offset by agroforestry systems showed the potential to significantly reduce these emissions. Depending
on the production system agroforestry systems could reduce net GHG emissions by 66% to 7.3 kg CO2-eq./kg meat in the most intensive system and by 100% in the most extensive system. In this calculation a carbon sequestration
rate of 8 t CO2/ha/year was assumed. The potential of a combination of the addition of lipids to the diet, a cover of the slurry tank and
the application of nitrification inhibitors only had the potential to reduce GHG emissions by 12% thereby marginal abatement
costs are increasing much faster than for agroforestry systems. A reduction of the GHG emissions to 7.5 kg CO2-eq./kg meat—possible with agroforestry only—raised costs between 0.03 CHF/kg meat and 0.38 CHF/kg meat depending on the production
system and the state of the system before the reduction. If GHG emissions were reduced maximally average costs ranged between
0.37 CHF/kg meat, if agroforestry had the potential to reduce net GHG emissions to 0 kg CO2-eq., to 1.17 CHF/kg meat if also other options had to be applied. 相似文献

OBJECTIVES: Zero tolerance (ZT) laws have been effective in reducing alcohol-related crashes among underage drivers. However, enforcement in some states has not been rigorous, and ZT offenses may not be viewed as serious offenses. On July 1, 1994, the state of Washington implemented a ZT law that allowed police to request a test for alcohol on suspicion of either a ZT or driving-under-the-influence (DUI) offense. The present study examined effects of the ZT law on arrests and case dispositions among underage offenders as a function of blood alcohol concentration (BAC) and post-law patterns of recidivism. METHODS: Times-series analyses examined the effects of the ZT law on trends in arrests of underage drivers between 1991 and 1999. Based on arrest records matched with driver's license records, the effects of the law on dispositions of alcohol-related offenses among underage drivers were examined, and rates of recidivism among underage offenders were examined for the period following the ZT law. RESULTS: There was a substantial increase in arrests of underage drivers beginning immediately after implementation of the ZT law, especially among drivers with low BACs. The types of court or administrative dispositions received by underage offenders changed markedly after the ZT law was implemented. Underage offenders with lower BACs became far more likely to receive alcohol-related convictions and/or license suspensions. However, the percentage of underage offenders with higher BACs receiving DUI convictions declined as some of these offenders received the lesser ZT disposition. After the ZT law, underage offenders with BACs of 0.10 g/dL or higher were more likely to recidivate than those with lower BACs, but appreciable proportions of drivers were re-arrested for another alcohol offense, whatever the BAC and however they were penalized. CONCLUSIONS: Implementation of Washington's law indicates that a ZT law can increase the likelihood that an underage person will be sanctioned for drinking and driving. However, recidivism remains an issue as more than one in four underage drivers arrested with low BACs subsequently were re-arrested. 相似文献

OBJECTIVE: To determine whether DUI offenders can better avoid future drinking and driving by controlling their vehicle usage rather than by controlling their drinking. METHODS: Using a randomized experimental post-test only design, 9,571 first-time DUI offenders were randomly assigned to receive one of two 12-hour educational programs: a traditional DUI curriculum or the PARC (Preventing Alcohol-Related Convictions) curriculum, which uses a novel theoretical approach to preventing DUI recidivism. Whereas traditional programs focus on participants controlling their drinking to avoid future drinking and driving, the PARC curriculum focuses on participants controlling their driving. Instead of trying to control alcohol consumption after driving to a drinking venue (previously found to be a flawed strategy), PARC teaches students to make a decision before leaving home not to drive to a drinking event, thus greatly limiting the possibility of drinking and driving. Driving records were obtained from the Florida Department of Motor Vehicles using driver's license numbers to assess DUI recidivism rates among the students in the PARC and Traditional curricula for the first year following program participation and again at 2 years post-intervention. RESULTS: Binary logistic regression analyses revealed that offenders receiving the PARC curriculum exhibited significantly lower 1-year and 2-year recidivism rates than those receiving the Traditional curriculum. The effect was consistent across two different measures of recidivism, and across gender, race, ethnicity, and location. CONCLUSION: Results suggest that the PARC educational approach may be more effective than the traditional approach in reducing DUI recidivism. 相似文献

Graduated driver licensing (GDL) is a concept for how to transform non-drivers into reasonably safe drivers while minimizing the risks as they learn. Several state GDL programs can be improved by moving their structures closer to an adequate implementation of that concept. The learner stage of a GDL system needs to be long enough for beginners to obtain a thorough introduction to the vagaries of driving. The second or intermediate stage needs to effectively limit exposure to known high risk conditions as novices adapt to being fully in charge of the vehicle. The benefits of GDL to date are due almost entirely to the risk-reducing conditions it implements. To improve the functioning of GDL will probably require a better understanding of teen driving than we presently have. The likelihood of further gains will be enhanced by efforts to learn more about the actual causes of teen crashes, the nature and type of teen driver exposures, and what parents do with their teens during the supervised driving stage of GDL. Without a better understanding of these, and other, phenomena it will be difficult to further reduce crashes among young beginning drivers, whether through GDL enhancements or with other approaches. 相似文献

A new captorhinid reptile, Gansurhinus qingtoushanensis, gen. et sp. nov., from the Permian of China
Captorhinids, a clade of Paleozoic reptiles, are represented by a rich fossil record that extends from the Late Carboniferous into the Late Permian. Representatives of this clade dispersed from the equatorial regions of Laurasia into the temperate regions of Pangea during the Middle and Late Permian. This rich fossil record shows that there was an evolutionary trend from faunivorous to omnivorous and herbivorous feeding habits within this clade. The discovery of well-preserved captorhinid materials in the Middle Permian of China allows us to determine that the new taxon, Gansurhinus qingtoushanensis, gen. et sp. nov, is a member of Moradisaurinae, a clade of captorhinids with multiple tooth rows arranged in parallel. The presence of this moradisaurine in the Middle Permian of south central Asia leads us to suggest that paleogeographic changes during the Permian, with part of what is today China becoming a large peninsula of Pangea, allowed these early reptiles as well as other terrestrial vertebrates to extend their geographic ranges to this region of the Late Paleozoic supercontinent. 相似文献

This paper investigates threats to farm management in the northern and central region of Côte d’Ivoire, with a particular focus on climate-related threats. To this end, farmers’ perception and adaptation strategies for climate change have been analyzed. The data were collected from 205 respondents by means of the Focus Groups method, and they were evaluated using a framework analysis. The main reported threats related to the implementation of farming activities are the high cost of inputs and the lack of technical support, which are followed by diseases, insects, and climate variations (scarcity of rains, strong winds, and high temperature). We find that most farmers have a strong perception of changes in climatic conditions. Their perceived impacts on the local environment through evidences like the disappearance of certain farming practices, occurrence of new insects, and the disruption of key time reference periods. Farmers mainly attempt to adapt by adjusting their agricultural calendar, adopting new short-season varieties, and using mixed cropping. We find that the most influential factors for farmers’ adaptation behavior is lack of contact with extension services and the scarcity of rainfall. Our suggestions for future agricultural policies for better adaptation to climate change are to take into account farmers’ perception, to provide suitable climate forecast, and to improve local technical support. 相似文献

Persistent Organic Pollutants (POPs) threaten human health and the global environment. Recognizing their dangers many countries began to limit or ban POPs production, use, and release in the 1990s. Eventually the Stockholm Convention on POPs, was adopted in 2001 and entered into force in 2004. The Global Environment Facility (GEF) provides financial support to developing country Parties for the implementation of the Stockholm Convention. The GEF’s POPs investment portfolio focuses on: 1) strengthening the capacity of developing country Parties to implement the Stockholm Convention; 2) establishing and supporting partnerships to develop and implement National Implementation Plans (NIPs), and 3) demonstrating and deploying best technologies and practices to reduce POPs emission, including development of safe alternatives. Since 2001 the GEF has committed US$568.8 million to POPs projects and leveraged some US$1474.5 million in co-financing from partners in the public and private sectors, bringing the total value of the GEF POPs portfolio to over US$2 billion. With GEF support, 108 developing country Parties have developed their NIPs. The GEF also financed 109 projects for the implementation of the Convention. Upon completion, these GEF POPs investments will contribute to the disposal of more than 70,000 tons of Polychlorinated Biphenyls (PCBs) oil, contaminated equipments, and waste, more than 40,000 tons of obsolete POPs pesticides and associated waste, and reducing dioxin/furan and mercury emission by introducing environmentally sound technologies and best practices. This paper summarizes: 1) direct and indirect GEF investments to support the goals of the Stockholm Convention; 2) investment case studies on PCB, DichloroDiphenylTrichloroethane (DDT), chlordane and mirex, medical waste, obsolete POPs and engaging civil society; and 3) lessons learned in terms of GEF financing strategies, best technologies and environmental practices to address POPs. 相似文献

Tripa is the last remaining peat-swamp forest that harbours a potentially viable Sumatran orangutan (Pongo abelii) sub-population in a formally but not effectively protected area. It appears to be a simple showcase where current efforts to financially support reducing emissions from deforestation and forest degradation (REDD+) converge with biodiversity and social co-benefits. In practice, however, situation is more complex. REDD+ efforts interact with global palm oil trade and regulatory approaches (the moratorium) to achieve national goals for emissions reduction under umbrella of nationally appropriate mitigation actions (NAMA). To contextualize this debate, we assessed (i) land-use history and formal basis of palm-oil companies’ rights; (ii) carbon (C) stocks, historical emission levels and potential emissions that can be avoided; (iii) economic benefits of land-use options and opportunity costs of avoiding emissions; (iv) biodiversity and environmental services; and (v) alternative options for “high C stock development” and employment generation. Natural forest cover declined (54 % in 1995, 18 % in 2009) while oil palm increased 4–39 %. Aboveground C stocks decreased from 148 Mg ha?1 in 1990 to 61 Mg ha?1 in 2009, leading to average annual emissions of 14.5 Mg (carbon dioxide) CO2e ha?1 year?1. While 41 % of these emissions yield less than American Dollar (USD) 5 of current economic benefits per Mg CO2e emitted and might be compensated by REDD+, nearly all new emissions derive from a breach of existing laws, regulations and voluntary palm-oil standards. Substantial investment in alternative employment is needed, rather than carbon payments per se, to support livelihoods in a low carbon emissions economy. 相似文献
