This paper contains a critical exploration of the social dimensions of the science–humanitarian relationship. Drawing on literature on the social role of science and on the social dimensions of humanitarian practice, it analyses a science–humanitarian partnership for disaster risk reduction (DRR) in Padang, Sumatra, Indonesia, an area threatened by tsunamigenic earthquakes. The paper draws on findings from case study research that was conducted between 2010 and 2011. The case study illustrates the social processes that enabled and hindered collaboration between the two spheres, including the informal partnership of local people and scientists that led to the co‐production of earthquake and tsunami DRR and limited organisational capacity and support in relation to knowledge exchange. The paper reflects on the implications of these findings for science–humanitarian partnering in general, and it assesses the value of using a social dimensions approach to understand scientific and humanitarian dialogue.  相似文献

Larval dispersal is an important component of marine reserve networks. Two conceptually different approaches to incorporate dispersal connectivity into spatial planning of these networks exist, and it is an open question as to when either is most appropriate. Candidate reserve sites can be selected individually based on local properties of connectivity or on a spatial dependency-based approach of selecting clusters of strongly connected habitat patches. The first acts on individual sites, whereas the second acts on linked pairs of sites. We used a combination of larval dispersal simulations representing different seascapes and case studies of biophysical larval dispersal models in the Coral Triangle region and the province of Southeast Sulawesi, Indonesia, to compare the performance of these 2 methods in the spatial planning software Marxan. We explored the reserve design performance implications of different dispersal distances and patterns based on the equilibrium settlement of larvae in protected and unprotected areas. We further assessed different assumptions about metapopulation contributions from unprotected areas, including the case of 100% depletion and more moderate scenarios. The spatial dependency method was suitable when dispersal was limited, a high proportion of the area of interest was substantially degraded, or the target amount of habitat protected was low. Conversely, when subpopulations were well connected, the 100% depletion was relaxed, or more habitat was protected, protecting individual sites with high scores in metrics of connectivity was a better strategy. Spatial dependency methods generally produced more spatially clustered solutions with more benefits inside than outside reserves compared with site-based methods. Therefore, spatial dependency methods potentially provide better results for ecological persistence objectives over enhancing fisheries objectives, and vice versa. Different spatial prioritization methods of using connectivity are appropriate for different contexts, depending on dispersal characteristics, unprotected area contributions, habitat protection targets, and specific management objectives. This paper examines the impact of Hurricane Rita on one of the many universities along the Gulf Coast of the United States: Lamar University in Beaumont, Texas. Hurricane Rita, which made landfall between Sabine Pass, Texas, and Johnson's Bayou, Louisiana, on 24 September 2005, is the fourth strongest Atlantic Ocean hurricane on record and the most intense tropical cyclone ever observed in the Gulf of Mexico. This paper assesses the tasks that confronted the administration, faculty, and students of Lamar University in the days and weeks after the event. It concludes that the one factor that will influence more than any other the degree of success after any disaster is whether all levels of the administrative command institutionalise, endorse, promote, and encourage the adopted recovery plan. The research seeks to share valuable insights on the vulnerabilities that academic institutions face during natural disasters and to highlight some of the many lessons learned.  相似文献

In Ghana, forests provide many products on which the local population subsists. However, these resources are depleting due to a variety of factors including agricultural expansion and over-exploitation of forest resources. This paper presents an analysis of the level of local dependence on forest resources and its implications for forest management in Ghana. The paper also outlines the causes of continuing deforestation in the studied region from the perspective of the local residents and discusses what role they could play in addressing the problem. The aim is to share more light on the current causes of deforestation and make suggestions for improved community-based forest management practices that could help to reduce deforestation. Primary data was collected through personal interviews and focus group discussions with 431 household heads randomly selected from three Forest Districts in Ghana. The survey showed that income from agriculture constituted 60% of the average total rural household income. Forest income provided 38% of total household income, and off-farm income 2%. The four most highly ranked causes of deforestation are poverty-driven agriculture, lack of alternative rural wage employment other than farming, household population levels, and conflict in traditional land practices. This shows a shift in the view of local people who in the past were quick to blame logging companies and government policies for deforestation. The majority of the respondents depended on wild animals like snail, bush meat, wild honey and wild and cultivated vegetables. Given the reasons for deforestation, much thought needs to go into agroforestry practices (e.g. snail farming, bee keeping, fish farming, and vegetable production) in efforts to reduce deforestation, which are currently less promoted. Medicago sativa was cultivated at a former harbor facility near Bordeaux (France) to phytomanage a soil contaminated by trace elements (TE) and polycyclic aromatic hydrocarbons (PAH). In parallel, a biotest with Phaseolus vulgaris was carried out on potted soils from 18 sub-sites to assess their phytotoxicity. Total soil TE and PAH concentrations, TE concentrations in the soil pore water, the foliar ionome of M. sativa (at the end of the first growth season) and of Populus nigra growing in situ, the root and shoot biomass and the foliar ionome of P. vulgaris were determined. Despite high total soil TE, soluble TE concentrations were generally low, mainly due to alkaline soil pH (7.8–8.6). Shoot dry weight (DW) yield and foliar ionome of P. vulgaris did not reflect the soil contamination, but its root DW yield decreased at highest soil TE and/or PAH concentrations. Foliar ionomes of M. sativa and P. nigra growing in situ were generally similar to the ones at uncontaminated sites. M. sativa contributed to bioavailable TE stripping by shoot removal (in g ha?1 harvest?1): As 0.9, Cd 0.3, Cr 0.4, Cu 16.1, Ni 2.6, Pb 4, and Zn 134. After 1 year, 72 plant species were identified in the plant community across three subsets: (I) plant community developed on bare soil sowed with M. sativa; (II) plant community developed in unharvested plots dominated by grasses; and (III) plant community developed on unsowed bare soil. The shoot DW yield (in mg ha?1 harvest?1) varied from 1.1 (subset I) to 6.9 (subset II). For subset III, the specific richness was the lowest in plots with the highest phytotoxicity for P. vulgaris.  相似文献

The European Union Water Framework Directive (WFD) enshrines several economic principles in pursuit of 'good ecological status' for Europe's waters and rationalising water use in society. The implicit principle of maximising the social value from use of a scarce resource is reminiscent of the debate about treating water as an economic good, which has competing uses in society. This paper locates the debate about the economic value of water in the requirements of WFD. Specifically, we consider the implications of national reporting requirements for the economic characterisation report that stress the identification of relative value derived from use. As part of the Scottish contribution to the UK reporting exercise, we use a range of secondary data sources to derive economic values for water on a sector basis. We suggest whether the implications of different water values can be followed through in the WFD.  相似文献

Environmental solutions require a decision-making process that is ultimately political, in that they involve decisions with uncertain outcomes and stakeholders with conflicting viewpoints. If this process seeks broad alignment between the government and public, then reconciling conflicting viewpoints is a key to the legitimacy of these decisions. We show that ecological baselines can be particularly powerful tools for creating a common understanding for public support (legitimacy) and conformity to new rules or regulations (legality) that enable the solution. They are powerful because they move the discussion of solutions from the abstract to the concrete by providing a conceptual model for a common expectation (e.g., restoring habitat). They provide narratives of the past (ecological histories) that readjust the future expectations of individuals on how to perceive and respond to new policy. While ecological baselines offer scientists benchmarks for reinstating ecological functions, they also normalize public and government discussion of solutions. This social normalization of public issues may assist government policy and influence social views, practices, and behaviors that adopt the policy. For science to more effectively inform conservation, we encourage interdisciplinary thinking (science- and human-centered) because it can provide public support and government legitimacy for investing in environmental solutions.  相似文献
