DOI: 10.1111/j.1752-1688.2011.00631.x Abstract: Current stream restoration science is not adequate to assume high rates of success in recovering ecosystem functional integrity. The physical scale of most stream restoration projects is insufficient because watershed land use controls ambient water quality and hydrology, and land use surrounding many restoration projects at the time of their construction, or in the future, do not provide sufficient conditions for functional integrity recovery. Reach scale channel restoration or modification has limited benefits within the broader landscape context. Physical habitat variables are often the basis for indicating success, but are now increasingly seen as poor surrogates for actual biological function; the assumption “if you build it they will come” lacks support of empirical studies. If stream restoration is to play a continued role in compensatory mitigation under the United States Clean Water Act, then significant policy changes are needed to adapt to the limitations of restoration science and the social environment under which most projects are constructed. When used for compensatory mitigation, stream restoration should be held to effectiveness standards for actual and measurable physical, chemical, or biological functional improvement. To achieve improved mitigation results, greater flexibility may be required for the location and funding of restoration projects, the size of projects, and the restoration process itself. 相似文献

Summary. Many aquatic prey are known to use chemical alarm cues to assess their risk of predation. In fishes, such alarm cues can be
released either through damage of the epidermis during a predatory attack (capture-released) or through release from the predator
feces (diet-released). In our study, we compared the importance of capture- versus diet-released alarm cues in risk assessment
by fathead minnows (Pimephales promelas) that were na?ve to fish predators. We utilized two different fish predators: a specialized piscivore, the northern pike
(Esox lucius) and a generalist predator, the brook trout (Salvelinus fontinalis). Handling time of pike consuming minnows was much shorter than for trout consuming minnows, likely resulting in less epidermal
damage to the minnows during attacks by pike. In accordance with this, minnows showed a less intense antipredator response
to capture-released cues from pike than capture-released cues from trout. This represents a paradox in risk assessment for
the minnows as they respond to the specialized piscivore, the more dangerous predator, with a less intense antipredator response.
In contrast, the minnows showed a stronger antipredator response to the specialized piscivore than to the generalist when
given diet cues. This work highlights the need for researchers to carefully consider the nature of the information available

ABSTRACT: From 1940 to 1978, irrigated acreage in the Western United States increased by over 150 percent, irrigated acres per farm increased by 204 percent, and the number of irrigation organizations grew by 31 percent. Understanding the factors affecting these trends (in the structure of irrigated agriculture) is the key to formulating policies for efficient allocation and transfer of water in the west. Four variables that impact the composition of irrigation organizations are farm size changes, organizational efficiency, intersectoral competition for water, and governmental policies. The conclusions show that from 1940 to 1978, the total number of irrigated farms and organizations declined, and the average farm size increased, and larger management oriented organizations such as districts and U.S. Bureau of Reclamation have become more prevalent. With respect to total quantities of water delivered, districts have increased over 50 percent since the 1959 Census and over 100 percent since the 1950 Census, while unincorporated mutuals have declined by approximately 20 percent. Future organizational structure tends to be moving in the direction of more management control as opposed to user control. Changes in water use, delivery, investment, transfers, and laws will continue to change the structure of irrigation organizations and institutions in the west. 相似文献

Performance rating research about individual performance may not necessarily generalize to rating performance of dyads. Using data from the 1992 Winter Olympics, this study demonstrates that observed interdimensional correlations are higher when dyads rather than individuals are being rated, particularly when raters have the opportunity to form prior general impressions of ratees. Large marine protected areas (MPAs) of unprecedented size have recently been established across the global oceans, yet their ability to meet conservation objectives is debated. Key areas of debate include uncertainty over nations’ abilities to enforce fishing bans across vast, remote regions and the intensity of human impacts before and after MPA implementation. We used a recently developed vessel tracking data set (produced using Automatic Identification System detections) to quantify the response of industrial fishing fleets to 5 of the largest MPAs established in the Pacific Ocean since 2013. After their implementation, all 5 MPAs successfully kept industrial fishing effort exceptionally low. Detected fishing effort was already low in 4 of the 5 large MPAs prior to MPA implementation, particularly relative to nearby regions that did not receive formal protection. Our results suggest that these large MPAs may present major conservation opportunities in relatively intact ecosystems with low immediate impact to industrial fisheries, but the large MPAs we considered often did not significantly reduce fishing effort because baseline fishing was typically low. It is yet to be determined how large MPAs may shape global ocean conservation in the future if the footprint of human influence continues to expand. Continued improvement in understanding of how large MPAs interact with industrial fisheries is a crucial step toward defining their role in global ocean management. 相似文献

Songbirds learn to sing by modeling their songs on the songs of other males through a process of social learning. Models of social learning predict that animals should be selective in what and when they learn. In this study, we asked whether young males in a wild population of the Puget Sound white-crowned sparrow, Zonotrichia leucophrys pugetensis, were selective in their choice of tutor models and what factors influenced how accurately they imitated tutors’ songs. We first examined two strategies for tutor choice: whether pupils have a conformity bias and/or a preference for high-quality tutors. In keeping with a conformity bias, tutors that sang song types that were relatively common within a radius of about 500 m of their territory were more likely to be imitated than were tutors that sang rarer song types. Most potential tutors were not imitated by pupils. Aspects of tutor quality, such as age, pairing status, and survival to the next year had no effect on whether a tutor’s song was imitated. Secondly, we tested whether pupil repertoire size, pupil quality, and local abundance of tutor models affected the accuracy of song imitations. We found a trade-off between repertoire size and tutor imitation accuracy with males that sang two or more song types developing significantly poorer imitations than males that sang one type. We discuss possible functions of a conformity learning strategy and factors that could produce a trade-off between imitation accuracy and repertoire size. 相似文献

Recurring disagreements during national preparations to reduce emissions from deforestation and forest degradation (REDD+) are contributing to policy reform at multiple scales. The objectives of this study are to (i) develop a general framework to characterise diverse stakeholder perspectives on REDD+ programme objectives and governance arrangements, and (ii) apply this framework to analyse key stakeholders involved in REDD+ readiness process of Peru: the Inter-ethnic Association for the Development of the Peruvian Rainforest (Asociación Interétnica de Desarrollo de la Selva Peruana, AIDESEP), the Peruvian government and the World Bank. As indigenous peoples strive to maintain their own traditions and priorities, a turbulent readiness process is helping to resolve long-ignored issues of indigenous rights and to make REDD+ programme governance structures more inclusive. The Peruvian government/World Bank approach to REDD+ is incompatible with that of AIDESEP, therefore parallel implementation will be required for them to co-exist. Although a diversity of participants has helped to check and balance the centralization of decision-making power over REDD+ programme development, a history of failed assurances and agreements point to a need to maintain vigilance as new laws, regulations and safeguards are implemented. 相似文献

This research has met the following four objectives within the broader research topic of characterizing and quantifying success in brownfield revitalization: (1) to define 40 total indicators that define and determine the success of brownfield redevelopments in four categories: environment-health, finance, livability, and social-economic; (2) to use these indicators to develop a partially automated tool that stakeholders in brownfield redevelopment may use to more easily assess and communicate success (or failures) in these projects; (3) to integrate "green" building as an important aspect of successful brownfield redevelopments; and (4) to develop this tool within the framework of a specific multi-attribute decision method (MADM), the analytical hierarchical process (AHP). Future research should include the operationalization and application of this tool to specific sites. Currently, no such indicator framework or automated tool is known to exist or be in use. Indicators were chosen because of their ability to reduce data into comprehensible measurements and to systematically measure success in a standardized fashion. Appropriate indicators were selected based on (1) interviews with prominent private developers and national leaders in brownfield redevelopment, (2) a review of the relevant literature, (3) objective hierarchies created in this project, and (4) the ability for each indicator to serve goals in more than one of the four categories described above. These were combined to form the Sustainable Brownfields Redevelopment (SBR) Tool. A survey was conducted to serve as a preliminary assessment and proposed methodology for judging the validity of the SBR Tool. Professionals in the academic, private, and public sector were asked to provide an evaluation of the management tool and a weighting of the relative importance of each indicator and each of the four categories listed previously. Experts rated the tool at 7.68 out of 10 suggesting that this framework will be useful in evaluating these redevelopments upon completion and in formulating initial site plans and building design. 相似文献

In the 1930s, after only three years of scientific investigation at the University of Michigan Institute for Fisheries Research, cheap labor and government-sponsored conservation projects spearheaded by the Civilian Conservation Corps allowed the widespread adoption of in-stream structures throughout the United States. From the 1940s through the 1970s, designs of in-stream structures remained essentially unchanged, and their use continued. Despite a large investment in the construction of in-stream structures over these four decades, very few studies were undertaken to evaluate the impacts of the structures on the channel and its aquatic populations. The studies that were undertaken to evaluate the impact of the structures were often flawed. The use of habitat structures became an "accepted practice," however, and early evaluation studies were used as proof that the structures were beneficial to aquatic organisms. A review of the literature reveals that, despite published claims to the contrary, little evidence of the successful use of in-stream structures to improve fish populations exists prior to 1980. A total of 79 publications were checked, and 215 statistical analyses were performed. Only seven analyses provide evidence for a benefit of structures on fish populations, and five of these analyses are suspect because data were misclassified by the original authors. Many of the changes in population measures reported in early publications appear to result from changes in fishing pressure that often accompanied channel modifications. Modern evaluations of channel-restoration projects must consider the influence of fishing pressure to ensure that efforts to improve fish habitat achieve the benefits intended. My statistical results show that the traditional use of in-stream structures for channel restoration design does not ensure demonstrable benefits for fish communities, and their ability to increase fish populations should not be presumed. 相似文献
