The [revised] IMPROVE Equation for estimating light extinction from aerosol chemical composition was evaluated considering new measurements at U.S. national parks. Compared with light scattering (Bsp) measured at seven IMPROVE sites with nephelometer data from 2003–2012, the [revised] IMPROVE Equation over- and underestimated Bsp in the lower and upper quintiles, respectively, of measured Bsp. Underestimation of the worst visibility cases (upper quintile) was reduced by assuming an organic mass (OM)/organic carbon (OC) ratio of 2.1 and hygroscopic growth of OM, based on results from previous field studies. This assumption, however, tended to overestimate low Bsp even more. Assuming that sulfate was present as ammonium bisulfate rather than as ammonium sulfate uniformly reduced estimated Bsp. The split-mode model of concentration- and size-dependent dry mass scattering efficiencies in the [revised] IMPROVE Equation does not eliminate systematic biases in estimated Bsp. While the new measurements of OM/OC and OM hygroscopicity should be incorporated into future iterations of the IMPROVE Equation, the problem is not well constrained due to a lack of routine measurements of sulfate neutralization and the water-soluble fraction of OM in the IMPROVE network.

Implications: Studies in U.S. national parks showed that aerosol organics contain more mass and absorb more water as a function of relative humidity than is currently assumed by the IMPROVE Equation for calculating chemical light extinction. Consideration of these results could significantly shift the apportionment of light extinction to water-soluble organic aerosols and therefore better inform pollution control strategies under the U.S. Environmental Protection Agency Regional Haze Rule.  相似文献

A sample preparation method based on sintering, followed by analysis by inductively coupled plasma-sector field mass spectrometry (ICP-SFMS) for the simultaneous determination of chloride and bromide in diverse and mixed solid wastes, has been evaluated. Samples and reference materials of known composition were mixed with a sintering agent containing Na2CO3 and ZnO and placed in an oven at 560 °C for 1 h. After cooling, the residues were leached with water prior to a cation-exchange assisted clean-up. Alternatively, a simple microwave-assisted digestion using only nitric acid was applied for comparison. Thereafter the samples were prepared for quantitative analysis by ICP-SFMS. The sintering method was evaluated by analysis of certified reference materials (CRMs) and by comparison with US EPA Method 5050 and ion chromatography with good agreement. Median RSDs for the sintering method were determined to 10% for both chlorine and bromine, and median recovery to 96% and 97%, respectively. Limits of detection (LODs) were 200 mg/kg for chlorine and 20 mg/kg for bromine. It was concluded that the sintering method is suitable for chlorine and bromine determination in several matrices like sewage sludge, plastics, and edible waste, as well as for waste mixtures. The sintering method was also applied for determination of other elements present in anionic forms, such as sulfur, arsenic, selenium and iodine.  相似文献

ABSTRACT: From 1940 to 1978, irrigated acreage in the Western United States increased by over 150 percent, irrigated acres per farm increased by 204 percent, and the number of irrigation organizations grew by 31 percent. Understanding the factors affecting these trends (in the structure of irrigated agriculture) is the key to formulating policies for efficient allocation and transfer of water in the west. Four variables that impact the composition of irrigation organizations are farm size changes, organizational efficiency, intersectoral competition for water, and governmental policies. The conclusions show that from 1940 to 1978, the total number of irrigated farms and organizations declined, and the average farm size increased, and larger management oriented organizations such as districts and U.S. Bureau of Reclamation have become more prevalent. With respect to total quantities of water delivered, districts have increased over 50 percent since the 1959 Census and over 100 percent since the 1950 Census, while unincorporated mutuals have declined by approximately 20 percent. Future organizational structure tends to be moving in the direction of more management control as opposed to user control. Changes in water use, delivery, investment, transfers, and laws will continue to change the structure of irrigation organizations and institutions in the west.  相似文献

The National Park Service, like other natural resource management agencies, has adopted the traditional model of public administration, which emphasizes efficiency, effectiveness, economy, and dichotomy between politics and administration. This approach is particularly ineffective in greenline parks and increasingly inappropriate in traditional areas. In an era of ecological interdependence, relationships with other agencies and jurisdictions and with adjacent as well as noncontiguous landowners are as important as controlling visitors. Recreation managers need to develop more skill in negotiation, cooperation, coordination, and interpersonal communication if they are to preserve and protect park resources.  相似文献

ABSTRACT: Recent federal legislation strengthened nonpoint source pollution regulations and helped to support and standardize pollution control efforts. A comprehensive review of current state and federal programs for forest areas reveals a substantial increase in agency water quality protection activities. These new efforts emphasize monitoring to assess the use and effectiveness of best management practices (BMPs). Recent monitoring reveals that BMP use is increasing and that such use typically maintains water quality within standards. However, information is generally lacking about the cost effectiveness of BMP programs. Carefully designed and executed monitoring is the key to better specification of BMPs and more cost effective water quality protection. ABSTRACT: Drought conditions in the summer of 2002 prompted several cities along Colorado's Front Range to enact restrictions on outdoor water use, focusing primarily on limiting the frequency of lawn watering. The different approaches utilized by eight water providers were tracked to determine the level of water savings achieved, measured as a comparison of 2002 usage to 2000 to 2001 average usage, and also based on a statistical estimate of 2002 “expected use” that accounts for the impact of drought conditions on demand. Mandatory restrictions were shown to be an effective tool for drought coping. During periods of mandatory restrictions, savings measured in expected use per capita ranged from 18 to 56 percent, compared to just 4 to 12 percent savings during periods of voluntary restrictions. As anticipated, providers with the most stringent restrictions achieved the greatest savings.  相似文献
