This paper proposes a positive theory of environmental instrument choice. We study a democratic society that seeks to lower the level of pollution from industrial sources to a pre-specified target. The target can be implemented by one of three instruments: [S]: uniform emission standards; [P]: tradeable permits; and [T]: emission taxes. The conflict of interest between special-interests, representing polluters, and the electorate is resolved by an elected politician. We characterize when each of the three policy instruments is chosen in political equilibrium and show that the transition, observed in many countries, from [S] to either [P] or [T] can be understood as a natural consequence of increasingly ambitious environmental targets. 相似文献

Transmission electron microscopy study of the gills of Heteropneustes fossilis, exposed to 4 mg/liter of malathion (1/3 of LC50) for 24, 48, 72, and 96 h showed significant changes in its ultrastructures. Exposure to the pesticide after 24 h caused a slightly disarrayed condition in the double layered epithelial structure. Lymphatic spaces became more apparent, and a few chloride cells appeared which protruded toward the peripheral margin of the secondary lamellae. Chloride cells were exposed to the exterior by an apical pit. Pinocytosis was observed with marginal folds (MF) originating from the pillar and epithelial cells. Some vascular constrictions were also seen in the capillaries with erythrocytes. After 48 h exposure, the outer epithelial cells were stretched into a thin boundary wall and lymphatic spaces were engorged with plasma exudate. Chloride cells transversed the whole epithelium of the lamella and came into direct contact with lymphoid space and exterior to epithelial lining. Basement membrane of the capillaries became thicker. After 72 h a distorted lamellar epithelium ruptured in a few places allowing many spheroid bodies and some chloride cells come out. Marginal folds of pillar cells migrated into vascular spaces. Basement membrane of capillaries became thicker and blood channels were constricted causing vascular stasis. No erythrocytes were visible. Blood channels were filled with leukocytes and amoebocytes. After 96 h exposure to malathion narrowing of lymphatic spaces, proliferation of epithelial cells and development of pinocytotic vesicles from marginal folds of pillar cell flanges were observed. Only marginal blood channels maintained normal configuration. Vascular stasis due to thickening of the basal lamina were still evident in centrally located blood channels filled with leukocytes. Vascular stasis would likely cause a decrease in respiratory efficiency. This study has revealed that the gills of H. fossilis were affected by a sublethal dose of malathion. The ultrastructural damages to the gills were observed as early as at 24 h exposure, but the most severe damage occurred at 72 h exposure. However, signs of gill structure regeneration were seen in malathion-exposed fish after 96 h. 相似文献

Increasing water pollution by microbes has become a source of serious health concern across the globe. Production of potentially
carcinogenic disinfection by-products has marred credibility of traditional water purification techniques like chlorination.
Photocatalysis has emerged as a promising alternative technique for the disinfection of water with minimal risk of harmful
by-products. The process involves a wide band gap semiconductor material which, upon irradiation of light, produces electrons
and holes with high redox potential to degrade organic contaminants and microbes. In this review, we analyze the research
trends in photocatalytic inactivation of water borne microorganisms. This report analyzes the major factors that affect the
disinfection efficiency using this process. The discussion also includes plausible mechanisms of microbial degradation as
well as a kinetic model of the inactivation process. Different approaches, like doping of semiconductors or energy band engineering
or plasmon coupling, have been reported for the enhancement and utilization of ambient solar light. Photocatalysis could be
a cost-effective and environmentally friendly water purification technique though further research is required to enhance

Extraction of Crotalaria juncea (Sunn hemp) oil from its seeds is important to study because of its proven promising clean fuel characteristics. Soxhlet-based solvent extraction with some modification has been tried to extract the oil. In a fluid-solid mass transfer system, where, solids are present as packed bed, dynamic behavior of bed can be described in terms of concentration of solute in solids/solvent-time profile. Some of the well-known semi-empirical models of adsorption dynamics are modified and applied since leaching of oil is just the reverse of the phenomenon of adsorption in porous media. Modified Bohart-Adams model (non-linear), modified Bed Depth Service Time (BDST) (linear), and modified Thomas model (non-linear forms) are applied. It is found that these models fit to the experimental result reasonably well. Results suggest that higher bed height, with proper shape (annular) of the bed, having a higher solvent velocity will work best. Comparing the error values (SSE, SAE, and ARE) in the four cases, it is very clear that the modified BDST model is the most suitable. In the light of transient study it is established that the modified Soxhlet apparatus with cylindrical and annular beds, performs best while leaching Crotalaria juncea oil from their seeds. 相似文献

Biomass burning is a major source of indoor air pollution in rural India. This study examined whether chronic inhalation of biomass smoke causes change in the DNA mismatch repair (MMR) pathway in the airway cells. For this, airway cells exfoliated in sputum were collected from 72 premenopausal nonsmoking rural women (median age 34 years) who cooked with biomass (wood, dung, crop residues) and 68 control women who cooked with cleaner fuel liquefied petroleum gas (LPG) for the past 5 years or more. The levels of particulate matters with diameters less than 10 and 2.5 μm (PM10 and PM2.5) in indoor air were measured by real-time aerosol monitor. Benzene exposure was monitored by measuring trans,trans-muconic acid (t,t-MA) in urine by high-performance liquid chromatography with ultraviolet detector. Generation of reactive oxygen species (ROS) and level of superoxide dismutase (SOD) in airway cells were measured by flow cytometry and spectrophotometry, respectively. Immunocytochemical assay revealed lower percentage of airway epithelial cells expressing MMR proteins mutL homolog 1 (MLH1) and mutS homolog 2 (MSH2) in biomass-using women compared to LPG-using controls. Women who cooked with biomass had 6.7 times higher level of urinary t,t-MA, twofold increase in ROS generation, and 31 % depletion of SOD. Indoor air of biomass-using households had three times more particulate matters than that of controls. ROS, urinary t,t-MA, and particulate pollution in biomass-using kitchen had negative correlation, while SOD showed positive correlation with MSH2 and MLH1 expression. It appears that chronic exposure to biomass smoke reduces MMR response in airway epithelial cells, and oxidative stress plays an important role in the process. 相似文献

Low-cost water defluoridation technique is one of the most important issues throughout the world. In the present study, shale, a coal mine waste, is employed as novel and low-cost adsorbent to abate fluoride from simulated solution. Shale samples were collected from Mahabir colliery (MBS) and Sonepur Bazari colliery (SBS) of Raniganj coalfield in West Bengal, India, and used to remove fluoride. To increase the adsorption efficiency, shale samples were heat activated at a higher temperature and samples obtained at 550 °C are denoted as heat-activated Mahabir colliery shale (HAMBS550) and heat-activated Sonepur Bazari colliery shale (HASBS550), respectively. To prove the fluoride adsorption onto different shale samples and ascertain its mechanism, natural shale samples, heat-activated shale samples, and their fluoride-loaded forms were characterized using scanning electron microscopy, energy dispersive X-ray analysis, X-ray diffraction study, and Fourier transform infrared spectroscopy. The effect of different parameters such as pH, adsorbent dose, size of particles, and initial concentration of fluoride was investigated during fluoride removal in a batch contactor. Lower pH shows better adsorption in batch study, but it is acidic in nature and not suitable for direct consumption. However, increase of pH of the solution from 3.2 to 6.8 and 7.2 during fluoride removal process with HAMBS550 and HASBS550, respectively, confirms the applicability of the treated water for domestic purposes. HAMBS550 and HASBS550 show maximum removal of 88.3 and 88.5 %, respectively, at initial fluoride concentration of 10 mg/L, pH 3, and adsorbent dose of 70 g/L. 相似文献

Complete degradation of butyl benzyl phthalate by a defined bacterial consortium: role of individual isolates in the assimilation pathway 总被引:3,自引:0,他引:3
Two bacterial strains, in consortium, were isolated by enrichment techniques from municipal waste-contaminated soil, which utilized butyl benzyl phthalate (BBP) as the sole carbon source. One of the isolates was identified as Arthrobacter sp. strain WY and the other one as Acinetobacter sp. strain FW based on the morphological, nutritional and biochemical characteristics and 16S rRNA sequence analysis. Various metabolites of BBP engendered by Arthrobacter sp. strain WY were isolated and identified by a combination of chromatographic and spectrophotometric analyses, which revealed a pathway involving monobutylphthalate (MBuP), monobenzyl phthalate (MBzP), phthalic acid and protocatechuic acid. The protocatechuic acid in turn was processed by ortho-cleavage dioxygenase to form beta-carboxy-cis,cis-muconate, ultimately leading to the TCA cycle. The Arthrobacter sp. strain WY could not utilize the hydrolyzed alcohols of BBP. On the other hand, the Acinetobacter sp. strain FW, which by itself could not utilize BBP as the sole carbon source, is capable of utilizing the hydrolyzed alcohols of BBP. Benzyl alcohol was found to be metabolized by the Acinetobacter sp. strain FW via benzaldehyde, benzoic acid and catechol. Catechol was further degraded by ortho-cleavage dioxygenase to cis,cis-muconic acid and subsequently to muconolactone leading to beta-ketoadipate pathway. Moreover, the Acinetobacter sp. strain FW metabolized 1-butanol through butyraldehyde and butyric acid leading to the tricarboxylic acid cycle via beta-oxidation pathway. This is the first report on the complete degradation of BBP by a defined consortium describing the role of its individual constituents in the BBP assimilation pathway. 相似文献

The study gives a new approach for contaminant removal from municipal wastewater using constructed soil filter (CSF) and presents performance of two CSF units located in Mumbai, India. In this system, natural weathered rock is formulated which combines sedimentation, infiltration and biochemical processes to remove suspended solids and oxidisable organics and inorganics of the wastewater. Results show elevated dissolved oxygen (DO) levels, removal of COD (136-205 to 38-40 mg l(-1)) and BOD (80-125 to less than 12 mg l(-1)) suspended solids from 135-203 to 13-18 mg l(-1) and turbidity from 84-124 to 8-11 NTU, bacterial removal of 2.4-3.1 log order for Total coliform and Fecal coliform from site I which is almost 8 years old facility, and site II which is 3 years old. Estimated hydraulic retention time of 0.5-1.0 h, hydraulic loading of 0.036-0.047 m(3)m(-2)h(-1), no pretreatment, high DO levels in the effluent, no bio-sludge production, no mechanical aeration, low energy requirement (0.04 kW h m(-3)) and green aesthetic ambience are its unique features. 相似文献

A detailed investigation on the kinetics of the oxidative degradation of a reactive dye, C. I. Reactive Red 2 by hydroxyl radicals generated by H202 and Fe2+ has been carried out in aqueous acidic media. Effects of different parameters like initial concentration of dye, H2O2, Fe2+, pH of the solution, reaction temperature and added electrolytes on the oxidation process have been studied. The results indicate that 1.63 x 10(-4) mol dm(-3) dye can be most effectively degraded at a dye: Fe2+: H2O2 molar ratio of 1:0.22: 8.13 at pH approximately 2.7 and at 299 K. The addition of excess 2-propanol or t-butyl alcohol, well known scavengers of hydroxyl radicals, almost stopped the degradation of the dye indicating the absence of any possible reductive pathways in the degradation. The results may be useful for designing the treatment systems of wastewater containing various reactive dyes. 相似文献
