Translating sustainability policy goals into concrete action has proven to be a complex challenge for government agencies, municipalities and businesses. Existing planning and decision-making methods, such as Comprehensive Planning, Environmental Impact Assessment and Environmental Management Systems, are being used to address this focus on sustainability. United States Army policy requires the use of these three procedures by installation planners and managers, providing a unique opportunity for innovation. This paper examines the applicability of these procedures for implementing the Army's sustainable operations policy goals, and explores how the current independent and disconnected implementation can be improved through integration. Included in this analysis is a review of organizational barriers to integrated planning and management. The analysis is applicable outside the Army as these three decision-making procedures are used in many contexts, and installation management shares many characteristics with local government land use planning, federal land management, and corporate business operations. 相似文献

This study aimed at finding effective strategies for high-performance removal of reactive blue 19 (RB19) dye from aqueous solution. Chitosan (CS) films had been prepared by using solvent casting with mild drying for this purpose. The CS films were characterized by X-ray diffraction, field-emission scanning electron microscopy, and Fourier transform infrared (FTIR) spectroscopy. The performance of RB19 removal using CS were evaluated by varying contact time, solution pH, initial dye concentration, and adsorbent dosage. Adsorption isotherms, kinetics, and desorption were investigated by batch experiments. Results showed that CS films exhibited the optimal adsorption performance for RB19 removal and high maximum adsorption capacities of RB19, which were 799 and 822.4 mg g?1 at 20 and 40 °C, respectively. Adsorption kinetic data were well described by the pseudo-second-order kinetic model. FTIR analyses further indicated that interactions between RB19 and the CS film occurred during adsorption. The CS films also exhibited satisfactory desorption of RB19 at about 80 % after 30 min of desorption at pH 11. Inbreeding depression is an important long-term threat to reintroduced populations. However, the strength of inbreeding depression is difficult to estimate in wild populations because pedigree data are inevitably incomplete and because good data are needed on survival and reproduction. Predicting future population consequences is especially difficult because this also requires projecting future inbreeding levels and their impacts on long-term population dynamics, which are subject to many uncertainties. We illustrate how such projections can be derived through Bayesian state-space modeling methods based on a 26-year data set for North Island Robins (Petroica longipes) reintroduced to Tiritiri Matangi Island in 1992. We used pedigree data to model increases in the average inbreeding level (F ) over time based on kinship of possible breeding pairs and to estimate empirically Ne/N (effective/census population size). We used multiple imputation to model the unknown components of inbreeding coefficients, which allowed us to estimate effects of inbreeding on survival for all 1458 birds in the data set while modeling density dependence and environmental stochasticity. This modeling indicated that inbreeding reduced juvenile survival (1.83 lethal equivalents [SE 0.81]) and may have reduced subsequent adult survival (0.44 lethal equivalents [0.81]) but had no apparent effect on numbers of fledglings produced. Average inbreeding level increased to 0.10 (SE 0.001) as the population grew from 33 (0.3) to 160 (6) individuals over the 25 years, giving a ratio of 0.56 (0.01). Based on a model that also incorporated habitat regeneration, the population was projected to reach a maximum of 331–1144 birds (median 726) in 2130, then to begin a slow decline. Without inbreeding, the population would be expected stabilize at 887–1465 birds (median 1131). Such analysis, therefore, makes it possible to empirically derive the information needed for rational decisions about inbreeding management while accounting for multiple sources of uncertainty. 相似文献

The Multiple Streams Framework offers a theoretical account of how policy proposals move from latent possibilities to becoming favored for implementation. We apply this framework in the context of the policy response to the 2013–2014 flooding of the Somerset Levels and Moors. Stakeholder interviews and analysis of news media coverage evidence the way in which a specific policy option that had fallen out of favor with the national Environment Agency – dredging – came to the fore and was eventually adopted during the period in which the conjunction of problem, policy, and political pressures came to a head. Local political activists mobilized a wider campaign with the help of social media and capitalized on national political sensitivities to successfully promote dredging. This study examines the relationship between national-level militarism and consumption-based carbon dioxide emissions. We analyze panel data from 1990 to 2010 for 81 nations to determine whether the magnitude of the effects of (1) military expenditures as percent of total gross domestic product and (2) military personnel as percent of total labor force on carbon emissions change over time. Results of two-way fixed effects models highlight the temporal stability of the environmental impacts of both national-level military characteristics. The findings also reveal that the effect of military expenditures on emissions is larger in the more developed OECD nations than in the developing non-OECD nations. Overall, the results support the treadmill of destruction perspective, which suggests that the nations’ militaries are an important social institution to consider in sustainability science research on the human drivers of global environmental change. 相似文献
