This paper studies how fisheries services are classified in the World Trade Organization (WTO) framework for trade in services and discusses the potential impact of unclear classifications. The WTO plays a key role in regulation and assessment in the area of trade in services, mainly due to the General Agreement on Trade in Services (GATS), which contains the only set of multilateral rules managing such trade internationally. The purpose of GATS is to create a credible and reliable system of international trade rules that ensures fair treatment of all participants. Through negotiations, individual countries establish commitments to provide market access and limiting national treatment in various service sectors. During such negotiations, the classification of services is a prerequisite to ensure unambiguous and comparable commitments. However, the classification list used by the WTO, namely the W/120, is based on, and corresponds to, old versions of other classification lists, leading to unclear classifications. This lack of clarity in sectoral classifications makes policy analysis unnecessarily difficult and creates a risk that trade agreements may be interpreted differently by different parties.  相似文献

Birds of prey, owls and falcons are widely used as sentinel species in raptor biomonitoring programmes. A major current challenge is to facilitate large-scale biomonitoring by coordinating contaminant monitoring activities and by building capacity across countries. This requires sharing, dissemination and adoption of best practices addressed by the Networking Programme Research and Monitoring for and with Raptors in Europe (EURAPMON) and now being advanced by the ongoing international COST Action European Raptor Biomonitoring Facility. The present perspective introduces a schematic sampling protocol for contaminant monitoring in raptors. We provide guidance on sample collection with a view to increasing sampling capacity across countries, ensuring appropriate quality of samples and facilitating harmonization of procedures to maximize the reliability, comparability and interoperability of data. RECOTOX is a cross-cutting initiative promoting an integrated research to respond to the challenges of monitoring, understanding, and mitigating environmental and health impacts of pesticides in agroecosystems. The added value of RECOTOX is to develop a common culture around spatial ecotoxicology including the whole chain of pressure-exposure-impact, while strengthening an integrated network of in natura specifically equipped sites. In particular, it promotes transversal approaches at relevant socioecological system scales, to capitalize knowledge, expertise, and ongoing research in ecotoxicology and, to a lesser extent, environmental toxicology. Thus, it will open existing research infrastructures in environmental sciences to research programs in ecotoxicology of pesticides.  相似文献

Social-ecological (SE) traps refer to persistent mismatches between the responses of people, or organisms, and their social and ecological conditions that are undesirable from a sustainability perspective. Until now, the occurrence of SE traps is primarily explained from a lack of adaptive capacity; not much attention is paid to other causal factors. In our article, we address this concern by theorizing the variety of human responses to SE traps and the effect of these responses on trap dynamics. Besides (adaptive) capacities, we theorize desires, abilities and opportunities as important additional drivers to explain the diversity of human responses to traps. Using these theoretical concepts, we construct a typology of human responses to SE traps, and illustrate its empirical relevance with three cases of SE traps: Swedish Baltic Sea fishery; amaXhosa rural livelihoods; and Pamir smallholder farming. We conclude with a discussion of how attention to the diversity in human response to SE traps may inform future academic research and planned interventions to prevent or dissolve SE traps.  相似文献

Where they dominate coastlines, seagrass beds are thought to have a fundamental role in maintaining populations of exploited species. Thus, Mediterranean seagrass beds are afforded protection, yet no attempt to determine the contribution of these areas to both commercial fisheries landings and recreational fisheries expenditure has been made. There is evidence that seagrass extent continues to decline, but there is little understanding of the potential impacts of this decline. We used a seagrass residency index, that was trait and evidence based, to estimate the proportion of Mediterranean commercial fishery landings values and recreation fisheries total expenditure that can be attributed to seagrass during different life stages. The index was calculated as a weighted sum of the averages of the estimated residence time in seagrass (compared with other habitats) at each life stage of the fishery species found in seagrass. Seagrass‐associated species were estimated to contribute 30%–40% to the value of commercial fisheries landings and approximately 29% to recreational fisheries expenditure. These species predominantly rely on seagrass to survive juvenile stages. Seagrass beds had an estimated direct annual contribution during residency of €58–91 million (4% of commercial landing values) and €112 million (6% of recreation expenditure) to commercial and recreational fisheries, respectively, despite covering <2% of the area. These results suggest there is a clear cost of seagrass degradation associated with ineffective management of seagrass beds and that policy to manage both fisheries and seagrass beds should take into account the socioeconomic implications of seagrass loss to recreational and commercial fisheries.  相似文献

Climate change adaptation and mitigation decisions made by governments are usually taken in different policy domains. At the individual level however, adaptation and mitigation activities are undertaken together as part of the management of risk and resources. We propose that a useful starting point to develop a national climate policy is to understand what societal response might mean in practice. First we frame the set of responses at the national policy level as a trade off between investment in the development and diffusion of new technology, and investment in encouraging and enabling society to change its behaviour and or adopt the new technology. We argue that these are the pertinent trade-offs, rather than those usually posited between climate change mitigation and adaptation. The preference for a policy response that focuses more on technological innovation rather than one that focuses on changing social behaviour will be influenced by the capacity of different societies to change their greenhouse gas emissions; by perceived vulnerability to climate impacts; and by capacity to modify social behaviour and physical environment. Starting with this complete vision of response options should enable policy makers to re-evaluate the risk environment and the set of response options available to them. From here, policy makers should consider who is responsible for making climate response decisions and when actions should be taken. Institutional arrangements dictate social and political acceptability of different policies, they structure worldviews, and they determine the provision of resources for investment in technological innovation and social change. The importance of focussing on the timing of the response is emphasised to maximise the potential for adjustments through social learning and institutional change at different policy scales. We argue that the ability to respond to climate change is both enabled and constrained by social and technological conditions. The ability of society to respond to climate change and the need for technological change for both decarbonisation and for dealing with surprise in general, are central to concepts of sustainable development.  相似文献
